The Council of the City of Palo Alto met in regular ses-
sion on this date at 7:30 p.m., with Mayor Cooley presiding.
Roll call as follows:
Present: Cooley, Jordan.

Preston (dated Jan. 10, 191b), in reference to certain alleged

Following an extended discussion, Vail and Thoits
:roved. that the letter •be referred to the Board- of Public Works.
Snyder (H.J.) and Jordan made r, substitute notion that
Major Pope be requested to appear before the Council at a meet-
ing on January 21, 1918, and t :e substitute notion was passed,
Thoite voting no. ter. Thoits explained his vote on the ground
that he believed the matter is wholly within the province of the
Board of Public Works.

A report was :.received fromthe Board of Public Works,
recommending that an appropriation of $420 be made to pay for
additional help in the auditor's office for the balance of the
fiscal year. On motion of Tnoita and Roller the matter vas re-
ferred to Committee #5
A report was received from the Board of Public Safety,
recommending that an appropriation of $60 be made for the publi-
cation of the annual report of the i_i:a1th Department. On motion
of Thoits and Snyder (J.0.) the ratter vas referred to Committee'

A report was received from the City Planning Commission
recommending that permits for business buildings outside the fire -
limits and industrial district be not granted until the applies--
tions for such permits have been referred to said Commission.
On motion of Vail and Jordan the request of the P1mnninF
Commission was granted.

An ordinance, entitled *An Ordinance Amending Section 2
of Article 5 of Codified Ordinance No. 1 of the City of Palo Alto'
was referred back from Committee a2 without recommendation.
Thoit$ and Roller moved that the ordinance be adopted.
The motion was lost on roll cell by a vote of 7 ayes to 1 no.

for inspection by the Health Officer of the City of Palo Alto of

troduced, given first reading and referred to Committee r'2.

1917, and of the Auditor for December, 1917, were read and order-
ed filed.
The City Attorney made a verbal report that, the bond at-
torney had given an opinion that the proceedings for the Power
Plant Bonds of /918 were valid;he also reported a continuance of the
gas rate case.

had advertised for bids for the Power Plant Bondi, to be opened on
January 21. 1918, at 7:30 p.m.
On motion of T1,oits, seconded by `'ail, the Council ad-
journed to January 21,1918, at 7:30 p.m. at t City hall.
