The Council of the City of Palo Alto yet on this date
st { p.m., .pursuant to adjournment of September 14, 1917, with
ayor Cooley presiding. Roll call as follows:
Present: Congdon, Cooley, Henry, Miller, Mosher, Peter2o: ,
Snyder (H.J.), Snyder (J.0.), Thoits.
Absent: Jordan, Lesley, Roller, Swaim, Vail, Wing.
The minutes of the regular meeting of August 1".', the
called meeting of August 31 and the adjourned meeting of Sept.
1, 1917, were read and approved as read.

A communication was received from the dairymen of Palo
Alto and vicinity, setting, forth the question of the tuberculin
test of cattle as required by the State Veterinarian and present-
ing arguments against the intraderma1 and in favor of the sub-
cutaneous test. Mr. Frank Rohner and others addree ed the Coun-
cil.
On :notion of Mosher and Miller the matter wee referred to
Committee ff2 with power to act.

A report was received from the Board of Public ;.ic Works
recommending an appropriation of 3240.00 to provide for an in-
crease of salary of 3100.00 per month each for the deputy auditor
and the stenographer; or that authoeity be granted to transfer
this sum from the sundries funds of the runioipa'l plants for this
purpose.

As a two-thirds vote of the Council is required for an
appropriation, the motion was declared lost.

hearing protests in relation to changing and reestablishing the
official curb grades on Alma Street from Lytton Avenue to Palo
Alto Avenue and on Palo Alto Avenue from Bryant Street to Alma
Street, and including the intersections of Alma Street and Palo
Alto Avenue, as provided in the Resolution of Intention adopted by
.-.e City Council on August 13, 1917, and the time for said hearing

P.Z. , said bearing was declared in order by the Mayor. A protest
e. titled "Protest of Loretta B. Hart iP Relation to and Against
.em Change. of Grade and Proposed Improvement, and Clam for Dam-
ge8 to Private Property" was, received and read. It is ereby
`o d by affidavits on file and therefore ordered that notice

Resoluti
A resolution entitled 'Ordering Change of Grade and Im-
provement Thereon was introduced and read. paid resolution sets
forth the facts in relation to :?a C :Nearing and denies and over-
rules said protest. Said resolution further orders the street
work to be .done and the improvement to be made as wet forth in the
resolution of intention passed on August 13, 1917.
On motion of Mosher, seconded by Peterson, said resod.
tion ordering change of grade and improvement thereon was passed,
all voting aye except Snyder (I-?.,".) who did not vote.
Said resolution, as provided therein, is referred to
the Board of Public Works.

The reports of the Auditor and Treasurer for August,
1917, were received and ordered filed.
The Attorney made verbal reports on street paving, the
subway, and ;.he transfer of the ga., plant.

A request from the Palo Alto and for an appropriation
of $300.00 was laid on the table until the next meeting.
The following claims reported favorably from Committee #5.
were allowed and warrants authorized in payment of the same on mo-
tion of Peterson and Miller by unanimous vote on roll call:
