Letters were read from the League of California Munici-
palities and the Council of the City of Santa. Rosa relative tO
the convention of the League to meet in Santa. Rosa September 24,
1917.
Or,. motion of Swain and Thoits the following delegates to
said convention were appointed by unanimous vote on roll call: Or

A communication: was received from Mr, Alfred Seale,
chairman of the committee of the Palo Alto Chamber of Commerce
on mosquito abatement. requesting that the council appoint one
trustee of the Matadero Mosquito Abatement District recently cre-
ated by the Supervisors of Santa Clara County.
On motion of Swain, seconded by Mosher, Prof. W.
Doane was appointed as ::uch trustee.
Councilman: ,ring requested that he be granted a three
months leave of absence, while absent as Major in the service of
the war department.
On motion of Thoits and Roller he was granted leave as
asked.
At thie time Wing and Roller were excused.
Chairman Thoits of Committee #4 presented the Budget `c=
the fiscal year 1917-1918 as prepared and recommended by said CO -
mit.tee.
The Budget wee considered in detail and its provident
explained by Chairman Thoits. On motion of Mosher, seconded by
Swain, the Budget as recommended by Committee it -4 was adopted by
unanimous vote on roll call.

Mayor Cooley called attention to the fact that many
electric light and power meters are so located in, building as to
be difficult of accese to the meter reader, causing unnecesserY
loss of time in reading said meters.
On' motion the matter was referred to the City Attorney,
with Instructions to draft an ordinance requiring the proper lo-
cation of meters, provided the present ordinance regulations are
not sufficient..

The Council of the City of Palo Alto met on this date
at 8 p.m., pursuant to adjournment ent of August 31, 1917, Mayor
Cooley presiding. Roll call as follows.:
Present: Cooley. Henry, Jordan, Miller, Peterson, roller, Snyder
(J.O.) Swain.
Absent: Congdon, Lesley, Mosher, Snyder ( H.J. ) hoits, Vail,
Wing.
Ordinance #158 entitled "An Ordinance Fixing the Rate of
Taxes for the City of Palo Alto for the Fiscal Year 191/-18." was
introduced and read aid on motion of Swain, seconded by Peterson,
was passed at.; an emergency ordinance by unanimous ous vote on roll
call.
The tax rate as - f iced by said ordinance is as follows:

A communication from. the Commission of immigration and
aouaing of California was referred to the City Planning Commission.
Mayor Cooley submitted a plan of a portion of the Town-
serd property and suggested the same be purchased for city. uses.
3n motion the matter was referred to the Mayor and City Engineer
tc report on the coat of the property and remodelling the same.
