The Ccuricil of the City of Palo Alto met :.n regular ses-
sion on this date at 8 p.m., with Mayor Cooley presiding.

The minutes of the regular meeting of July 9, the adj ourn-
ed. meeting of July 13 and of the called meeting of August 3rd. 1917,
were read and approved as read.
A report from the City Engineer in relation to the damages
that might accrue to property in Block 1 from the construction of
the Palo Alto subway was read. On motion of Snyder (h.J .) , and
.bolts the report was received and ordered filed.
Mosher moved that the Board of Public Works be authoriz-
ed to offer Mrs. Loretta B. Hart in settlement of her claim for
-damages incident to the constructi n of the Palo Alto subway the
sum of $1000, plus the cast of paving the approaches to the subway,
lowering and rebuilding. the sidewalk, constructing curbs and re-
taining walls and resetting trees, said cost being estimated. at
$1400.00. The motion was seconded and passed by unanimous vote.

Mosher moved that the Board of Public Works be instruct-
ed to take up the question of -constructing a macadam sidewalk ten
feet in width in the state highway from the San Prancisquito creek
to 'Gniverzity- Avenue. The motion was seconded by Lesley and
pawed.
Mosher and Lesley moved that the City Engineer be in-
structed to work out an inexpensive scheme for lighting the state
highway and the walk along said highway. The motion was passed.

Thoits and Mosher moved that the plan submitted by the
City Engineer for improving the Plaza entrance be epprcved. The
motion was passed, all voting aye except Snyder (. J . who voted

.0n recommendation of Committee #1 the petition of L.C.
Hain for.permission to erect a building on the city.' e leased land
near the State Highway bridge was denied, on motion of Thoits and
Snyder (J.0.).
Committee #2 submitted a report r•ecemmending that the
City Attorney be authorized to prosecute the lawsuits now in court
to collect license tax due from laundries and to test the validity
?f thc: city ordinance imposing each license tax. On motion of
i:osher and Lesley the recommendation wag aJProved, all voting ng aye
except Snyder (H.J.) who voted no.

On motion of Thoits and Lesley Ordinance #157. entitle
"Ar. Ordinance to Prevent' the Obstruction of Streets and Sidewalks
in the City of Palo Alto." recommended. from Committee #2 wes pass-
es. as an emergency ordinance by unanimous vote on roll call.
A resolution, entitled "Resolution..Change of Grade,'
recommended by the Board of Public Works for adoption, the same -
having been adopted by said Board on August 13, 1917, was read. Attest: -?
Said resolution provides for a change of grade on Alas Street from CZ
Palo Alto avenue to Lytton Avenue and on Palo Alto Avenue from
Bryant Street to Alma Street and also provides for the laying of
concrete pavement with asphaltic wearing surface, the lowering of
sidewalks and the construction of cement sidewalks, concrete curbs
and retaining walls, in accordance with plans and specifications
on file in the office of the City Clerk of the City of Palo Alto.
It is also provided in said resolution that the whole of the coat,
damage and expense of said change of grade and improvements there-
on shall be paid out of the City Treasury from funds now on and
and in the custody of the city treasurer of said city derived :roe
the sale of bonds known es "Palo Alto Subway Bonds," and if the
cost, damage and expense of said change of grade are in excess of
the money in said special fund. then there shall be appropriated
a sufficient sum from the general fund of said City to pay s.11
the costs, damage and expenses of said improvement.

The form of a petition for the annexation of South Palo
Alto was submitted, showing the territory to be annexed and the
conditions under which annexation will be asked. No action was
taken thereon.
The report of the Deoartrnent of Public Works for June
and the reports of the Auditor and Treasurer for July, 1917, were
read and ordered filed.
The City Attorney reported progress in the matter of W-
ing over the property of the Palo Alto Gas Company.
The following claims reported favorably from Committee
#5, were allowed and warrants authorized in payment of the same
by unanimous vote on roll call, on :notion of Mosher and ghosts.
