The Council of the City of Palo Alto met in regular
session on this date at 8 p.m.
In the absence of Mayor Cooley, Councilman Wing was
appointed mayor pro tem.
In the absence of City Clerk Keenan., A. V. Youens was
appointed acting city clerk.
Roll call as follows:

Absent: Ackley, Congdon, Cooley, Thoits.
The minutes of the regular meeting of September 11, 1916
and of the adjourned meetings of September 18, 191; and October
2nd, 1916, were read and approved as read.
Communications.
A note of thanks from Mrs. T. B. Downing and family ex-
-pressing; appreciations of the kindness of tree Council at the time
of the late T. B. Downing' a death, was received and ordered filed.
A letter from the Harker School making application for
fire protection was referred to the Board of Public Works to re-
port.
„Titne-, License Remitted.
On recommendation of the board of Public Safety the
jitney license fee of 10 paid by L. B. Parks was by unanimous vote
on roll call ordered refunded, the /permit issued to said Parks
having been revoked. The motion was made by Vail and Peterson.
c:eport of Planning:: Corraission.
A report from the City Planning Commission transmitting
the offer of ;Mss. S. S. Townsend to sell to the city all her prop-
crt.•y in Block 13, and stating that the question of purchasing said
property had been referred to the city planning expert, was on mo-
tion of Swain and Jordan laid on the table for the present.
At this time Council Thoits took his seat.

A recommendation was received through Committee #5 from
the City Auditor recommending that $250 in the water and light
tru$t fund deposit be placed on interest. On ;motion of Mosher and
hiller the recommendation was approves;. by unanimous vote on roll
call.

A report from Committee #2 recommending the passage of
ordinances relating to dairies and laundries was received and or-
dered filed.
A report from Committee #4 recommending she enactment of
8n ordinance.calling a. Charter amendment election and also the en-
actment of a resolution in the matter of. calling an election to
vote on the issuance of bonds to purchase the :geldings of the Palo
Alto Gas Company was -received and ordered filed.

Ordinance No. 144 (Rate) :n .cted.
Ordinance No. 144, entitled 7°Ari Ordinance relating to
electric light and power rates," was given second reading and on
motion of Mosher and Peterson was pas:.ed by unanimous vote on
roll -call. L
The question arose as to *hat rate:, should be charged
under this ordinance to consumer; living outside the city. On
motion of Mosher. and Snyder it was ordered that rates for outside
territory be made in accordance with the rulings of the State
Railroad Commission.

Ordinance No. 145 entitled ".Ari Ordinance calling a spe-
cial election in the City of Palo Alto for t epurpose of submittini

At this time Councilman .rordan was excused.
Amendment Rejected.
A proposed amendment providing that the city may create
liens on property for unpaid bi11N for public utility commodi-
tiee supplied by the city was considered and Petersen and 'filler
moved its approval,. The motion was lost by the following voter
Ayes: henry, Miller, Peterson, Roller, Vail.
Noes: Cramer, Mosher, Snyder, Thoits, Wine.

of the Bonds to be issued by the city. The matter ca buying such
