Roll call as follows: Present: Ackley, Congdon, Cooley, Cramer, it .er, Mosher, Peter- son, Thoits. Absent: Henry, ;Corday., Roller, Snyder, Swain, Vail, Wing. The minutes of the_ adjourned meetings of July :yet and July 3rd, :.916, were read and approved as rear:. Reports Received. A report from the Board of Public Works t ~anemittirt, the budget estimates of the Department of Public Works for the fiscal year 1916-1917 and the cairn of the Universal Engineering Co. was received and ordered filed. The budget estimates and the said claim were both referred to Committee #4. A report was received from the Board of Public Safety transmitting its budget estimates for the fiscal year 1916-1917, and said estimates were referred to Committee it4. Appropriation for Library Conventi c xe :nee. A request was received from the Paa1;.c Library hoard that the Council appropriate a sum not in excess of $25 to pay the expenses of the Librarian at the S La ,F ibrary Conver. t on, and one motion of - Peterson and 'Mosher :s' :.a appropriation was wade by unanimous -vote; on roll call. Councilman Cramer addressed. the Council at some length on the interpretation of the charter as to whether a vote of the majority of the Council or a vote of two-thirds thereof should rule in making appropriations, he bein.a of the o;pinicn that only a m.;jority vote is required. Preparedness Parade. An invitation was received from Mr. 1. W. Hellman, Jr., chairman of the executive committee of the Preparec:neez Parade to be held in San Francisco the 22nd of July, asking the citi- zens of Palo Alto to join in the parade. As to Costs of Sui The City Attorney reported that the attorneys for Paul and Caldwell, paving contractors, desired the city to assume par.. anent of one-half the $500 fee of attorney Earl White. The matter was referred to Committee #4 to report.
