The minutes of the adjourned meetir:,ge of July lst and July 3rd, 1916, were read and approved as read, Reports Received. A report from the Board of Public Works t ra;r emi t'cir g the budget estimates of the Department of Public Works for the fiscal year 1916-1917 and the claim of the Universal End;ineering, Co. was received and ordered filed. The budget estimates and the said ciairn Were both referred to Committee #4. A report was received _from the Board of Public Safety transmitting its budget estimates for the fiscal year 1916-1917, and said estimates were referred to Committee #4. A request was ,received from the Puc:";.ic Library Board that the Council appropriate a sum not in eaee :,s of $25 to pay the expenses of the Librarian at the ,a tr �arary Convention, A� T and on -motion of -Peterson •and "Mosher e'en a . trop.ri ation war made by unanimo_;:s-vote, on •roll call. Councilman Cramer addressed the Coa toil, at some length on the interpretation of the charter as to waether a vote of the majority of the Council of, a vote of two -the ds thereof should rule in making appropriations, he being of ie e opinion that only a majority vote is required. Preparedness Parade. An invitation was received from Mre :t. We Hellman, Jr., chairman of the executive committee of the .: eparedness Parade to be held in San Francisco the 22nd of July, asking the citi- zens of Palo Alto to join in the parade. clerk was in- ttructcd to answer the ceammunication.
