Roll call as follows: Present: Ackley, Congdon, Cooley, Henry, Jordan, Miller, Peterson, Roller,- Snyder, Swain,, T; odAs, Vail. Aosent: Cramer, Mosher, Thoite, Wing. - The minutes of the regular meeting of June 12, 196, and. the adjourned meetings of June 19 and 28, 1916, were read and ap- proved as read. Election of :.favor. Mayor Swain announced that the election of a Yayor for the year ,1916.1917 was in order. He said that before the election he desired to say a word of appreciation of the courtesy that the =hers of the Council individually had shown him during his two years service as Mayor. The Council had not always been harmoni- ous, but perhaps this was for the best, especially as the results reached had been .accepted in the right epirit. He congratulated _in advance the Mayor -who should be chosen upon ha7in; so fine a Council to work' with. 916 Councilman Vail, Jordan, Ackley and others expressed the warm appreciation all feel toward Mayor Swain for the unfail- ing courtesy he h.ae shown during his tem of office. Vail moved that the Council proceed to the election of -a Mayor by secret ballot. The motion was seconded by :::i?.ler and passed. Vail and Miller were named as tellers. P. Cooley, having re- ceived a majority of. al/ the votes of the Council was elected Mayor for the fiscal year 1916'-"1917. Mr. Cooley on taking the chair thanked the Council for the honor conferred upon him .and promised to do all in his power to advance the interests of Palo Alto and the Santa Clara Valley. Parkinson was reappointed City Treasurer by unanimous ballot, and -the Mayor' so declared. 0 City Clerk and Assessor: Frank Masson was reappointed City Clerk and Assessor by unanimous ballot, and the Mayor so declared. Auditor and Tax Collector: The balloting for City Auditor and Tax Collector was as follows: On the first ballot C.h.Jordan received 5 votes and Eli King 6 votes. Second ballot: Jordan 6 votes King 5 votes. Third -ballot to eleventh ballot inclusive: Jordan 5 votes, King 6 votes. No choice resulting balloting was deferred pending the arrival of other Members of the Council. Lity �tto_rne, : N.E.Malcolm, 8 votes, Frederick Schneider 2 votes. -Egerton Lakin I vote. The Mayor declared Mr. Malcolm, having re- ceived a majority of the votes of the Council was reappointed City Attorney. Police Judge: Egerton Lakin 8 votes, Monroe Thomas 2 votes, Frederick Schneider I vote. The Mayor declared that Mr. Lakin having re- ceived a majority of the votes of the Council was reappointed Police Judge. Assessment Roll Submitted. The City Clerk and Assessor presented a report subt:ittirb to .the Council the Assessment Roll of property in the City of 'Palo Alto for the fiscal year 1916-1917. as required by ordinance, and stating ;that a notice should be publishes that the Council will met as :a Board of Equalization on Monday. August 7,. 1916,. at 10 - o'clock a.m. On motion of Jordan and Peterson the report was accepted and the Clerk was instructed to publish notice as required by or- dinance. it on Cha rter Committee Amendments. .On motion of Swain and Congdon the Mayor was empowered to appoint:a special committee of three. members to formulate amend- ments -to the City Charter and present the same to the Council. The Mayor appointed Swain, Congdon and Locher as =eh committee. Informal Su." ;estio:1s. Peterson suggested that a sign be placed at the corpor- ation Yard to indicate what this finely improved place is. Jordan suggested that the clock connected with the fire alarm system -be so adjusted as to be more accurate, Ackley suggested that a copy of the docket be provided for each member of the Council. Yi A. suggested that names of streets be painted on ca;rbs at street intersections. Attorney Malcolm expressed disapproval of the secret ballot in choosing the Mayor and Officials. Ackley and Snyder believed the reasons for voting should be states.. publicly. Jordan spoke in commendation of the City Auditor and i"- favor of his reappointment. Ackley endorsed this vies. Mayor Cooley advised that officials, when in doubt as to their duties, come to the Council for advice. The Attorney stated that it was the duty of all offi- cials to attend meetings of the Council. Vail said that large corporations have stated meetings of officials and employee to discuss business matters and believed the city officials should hold such w e'e :i::,:,c to coordinate their work. It was suggested that when ordinances come up for fi^.a:. passage and chairman of the committee having such ordinance in charge, give a resume of the provisions thereof.
