May 11. 1916 The Council of the City of Palo Alto met on this date at 8 p.m., pursuant to ad curnmient of May 8, 1916, with Mayor Swain presiding. Report Reco::^.;uenc,ine Pavia: ; Con e ce. A report was read from the Board of Public Works in the matter of the bide for street paving, referred to the Board by the City Council for recommendation. The report stated the finding of facts and recommended to the City Council that the oon- tract for paving be awarded to the firm of Paul & Caldwell, found by the Board of Public Works to be the lowest regular responsible bidder. A tabulation of all the bids received was attached to said report. Zxecutive Session. Thoite moved that the Co ei1 do now resolve itself into executive session. The motion was seconded by Wing and passed. On motion of Ackley and Cooley the Council resumed the regular order of business. Bidder.Addressee Connell. F: R. -Ritchie, one of the bidders, was given permission to address the Council and made a statement in regard to his at- titude as a bidder, but declined to answer questions without the advice of his attorney. Resolution Relatini.- to Bids. Wing moved that the report of the Board of Public Works relative to bids for street paving be accepted and the following resolution adopted: "Resolved: By the Council of the City of Palo Alto tat "upora due consideration of the recommendation of "the Board of Public Wanks of the City of Palo Alto that a certain "contract for street work be awarded to Pal & Caldwell, and upon "a hearing and investigation of the facts and circumstances in *connection with certain bids o ened, examined. and publicly de- clared . in open session on the d th day of May, A.D., 1916, by this "Council and referred to said Board of Public Works, and the said "Council having been advised in said matter, that this Council "does find, decide and determine therefrom that the said firm of "Pa l & Caldwell is the lowest regular responsible bidder for said "work." The motion was seconded by Ackley and adopted by unani- moue vote on roll call. Motion Passed to Locate SuclAT } at Palo Alto Avenue. The special committee on the subway (Swain, Byxbee and Malcolm) submitted a communication from 'ire. Loretta P.Hart set- ting forth the conditions upon which she would approve the loca- tion of the subway at Hawthorne Avenue. Wing moved that the construction of the subway be pro- ceeded with at Palo Alto Avenue and Alma Street in accordance with a new chart prepared by the City Engineer. The :motion was second- ed. by Jordan and passed by the following vote on roll call: Ayes: Ackley, Jordan, Peterson, Swain, Thoits,Wing. Noes: Cooley, Henry, Miller, Mosher, Snyder.
