The Council of the City of Palo Alto net in regular ses-
sion on this date -at 8 p.m., with Mayor Swain presiding.
.icll call as follows: -
Present: Ackley, Congdon, Cooley, Henry,
Roller, Snyder, Swain, Thoits.
Absent: Cramer, Mosher, Vail, Wing.
The minutes of the regular meeting of February 14, 1916,
and of the adjourned regular meetings of February 18th, 21st and
23th, 1916, were -read and approved an read.
Petition as to Alley.
A petition from property owners and others relating to
improving en alley in- Block 12 was read and accepted for filine.
Report of Committee i#2.
A report from Committee -#2 recommending the enactment of
ordinances relating to vehicles and to a license tax for laundries
was received and ordered filed.
Recommendation from Board Public, Safety.
A communication Vail received from the Board of Public
Safe`cy recommending the ena.ctraenw of an ordinance relating to
dairies.
Jordan, Miller, Peterson,
A corre;unication was received from the City Planning Corm -
mission, requesting an appropriation not to exceed thirty dollars
to pay the expenses of a visit ,here of Charles h. Cheney, city
planning expert.
On motion of Congdon and Peterson the appropriation as
requested was made from the unexpended balance of the general fund
. by unanimous vote on roll call.
Ali. n Block 12. . (Referred) .
The City•Engineer made a report as to the method of
opening an alley in Block 12. On motion of Snyder -and Congdon
the matter was referred to the Board of Public Worke to investi-
gate and report whether the property owners would be willing to
pay the cost of opening such alley.
Oreinance (Rakers) Referred.
An ordinance relating to the collection of light, water
and garbage bills was given second reading and on motion of Jordan
and Miller was referred back to Committee #1.

An ordinance entitled "An Ordinance Arieeding Section 1
of Article 8 of Part 3 of the Codified Ordinances of the City of
Palo Alto, Relating to Obstructions on Streets and Sidewalk&' was
Eiven second reading and on motion of Thoits and Roller was passed
by unanimous vote on roll call.
Laundry Ordinance Fief erred.
An. ordinance entitled "An Ordinance Providing for License
Tax on Certain Laundry Business," was given eecon_d reading. Ackley
and Miller moved that the ordinance be adopted.
Mr. Lehman of the Red Star Laundry addressed the Council
oppoaition to the ordinance, and Mr. ?airfield of the Stanford
Laundry Company spoke in its favor.
A petition from members of the executive committee cf
the Chamber of Coremerce, favoring the pa:sazc-,e of the ordinance was
read and ordered filed.
Congdon and Snyder moved to amend 'oy striking out Sectic;
5, relating to hours of employment.
Jordan and Thoits made a cube titute motion that the or-
dinance be referred back to Committee #2 to report, aid the sub-
stitute motion was adopted.

An ordinance entitled i°An C r'dir:ance Regulating Dairies
and the Sale of Milk and Cream or Either within the City of Palo
to, California, and :superseding Ordinance #8G and Ordinance
102," was given first reading and referred to Committee #2.
Reports Received.
The report of the Department of Public Works for jantmry
and of the Auditor' and Treasurer for February were accepted aed
ordered filed.
The attorney made a progress report on the matter of the
spur track obstruction at rear of a.P.depot.
ropriation for Police Conre Nocr.et.
On motion of Congdon and Peter on the City Clerk was
authorized to purchase a docket for the Police Court at a cost
o.; 417.50 from the City hall expense fund, by unanimous vote or
roll call.
Insurance Acceptance Signed.
The Mayor reported that an acceptance of the Workmen's
Compensation, Insurance and Safety Act had been filed in accord-
ance with the power g:ever at the meeting on February 28th.
Report on hawthorns Subway Location.
The City Attorney reported that a conference had been
held with T. Ahern, division superintendent of the Southern
Pacific Company, in relation to the proposal to change the 10 -
cation of the subway to Hawthorne Avenue, and that that company
is willing to make the change and will furnish ple.ns.
Claims Allowed.
On motion of Congdon and Jordan the following claims -sere
allowed and warrants authorized in payment of the same:

Executive Session.
On motion of Congdon and Ackley the Council went into
executive session.
Later, on motion of Ackley and Congdon the regular order
of business was resumed.
Committee on Clair: for Damages.
On motion_ of Snyder and Ackley a committee was authoriz-
ed comprising the Mayor and two Councilmen to be appointed by hi ,
to confer with Mr. E..G.Rz.rker in regard to a claim filed by said
},G.Barker for damages.
