The Council of the City of Palo Alto met on this date at 7:30 p.m., pursuant to adjournment of February 21, 1916, with Mayor Swain presiding. Roll call ea follows: Present: Congdon, Cooley, lcnry, Jordan, Miller, Mosher, Peterso• Roller, Snyder, Swain, Thoits, Vail, Wing. Absent: Ackley, Cramer. Delegate to R.R.Commission etinc.s. A communication was read from the State Railroad Con - mission requesting that the City of Palo Alto be represented at meetings to be held by the Commission to investigate the cues. tion of grade crossings on railroads. On motion of Wing and Peterson the Mayor was appointed to attend such meetings, or in case he can not attend to naee a representative from the Council. Industrial Insurance Acce'ot .nce. A communication was read from the State Compensation Insurance Fund, advising that the City file an acceptance of The Workmen's Compensation, Insurance and Safety Act," approv- ed May 26th, 1913, and of a.11 laws amendatory thereto, espec- ially as relating to casual employes. On motion of Wing and Cooley the matter was referred to the Mayor,'the City Attorney anu the City Clerk, with power to _ act, by unanimous vote on roll call. At this time Councilman Ackley took hie seat. Report of Board of ublic Works. A report was received from the Board of Public Works as follows: 1. Transmitting a petition to the Council from property owners on Lincoln Avenue against a change in specifications for pavements and requesting that the improvement of Lincoln Avenue be extended from Middlefield Road to Channing Lane. 2. Transmitting to the City Council a report of the City Engineer relative to paving, together with .specifications adopt- ed by said Board for paving streets with a concrete pavement with_ a bituminous cushion wearing surface, and recommending that the Council adopt said specifications. 3. The report of the City Engineer relative to paving, in which he gave comparative figures in regard to the cost, durability and maintenance of concrete pavement and asphalt pavement was read and accepted. , Wing and Mosher moved that the recommendation of the Board of Public Works- as to paving two additional 'loots on Lin- coln Ave aue be taken from the table and the motion was passed. Jordan and Ackley moved that the recommendation be a- gain temporarily laid on the table and the motion was passed. Jordan moved that it is the sense of t*:ie Council that the paving be done with payments under ine "Bond Act of 1915."° :he motion was seconded by Petersen and adopted by unanimous vote on roll call.
