City Hall, Palo Alto, Cal.,
February 18, 1916.
The Council of the City of Palo Alto met on this date
at 7:30 p.m., pursuant to adjournment of the regular meeting of
February 14, 1916, with Mayor Swain presiding. Roll call as fol-
lows:
Present: Ackley, Cooley, Henry, Miller, Mosher, Roller, Swain,
Thoits, Vail, Wing.
Absent: Congdon, Cramer, Jordan, Peterson Snyder.
Hearing, on Hart Protest.:
The Mayor announced that the hearing of the protest of
Mrs. Loretta B. Hart against a change of grade on Alma Street and
Palo Alto Avenue, postponed from the meeting of February 14, 1916,
to this date, was in order.
The City Clerk read the response of Mrs. Loretta B.:dart
to the "Notice of. Report of Commissioners,* said response having
been filed with. the City Clerk on February 14, 1916, at 7:45 p.n.
Gen. W.H.H.Hart, attorney, read the petition of Mrs.
Hart for damages attached to said rpspon,e of Mrs. Hart.
Attorney Hart called as witnesses John F. Byxbee, City
Engineer of Palo Alto, and Mrs. Hart, who were examined at length
and cross-examined by City Attorney-:alcolm. The matter was then
submitted to the Council.
A resolution was read by the City Clerk, entitled, "Re-
solution of the Council of the City of Palo Alto in re change cf
grade on Alma Street and Palo Alto Avenue, in the City of Palo
Alto." Vail moved the adoption of the resolution. The motice
was seconded by Miller and passed by unanimous vote on roll call.
A proposition made- by Attorney Hart to change the loca-
tion of the subway from Palo Al to Avenue to Hawthorne Avenue was
on motion of Vail and Mosher referred to the Board of Public Words.
Transfer of Funds. (Report
Chairman Mosher of Committee ; l submitted a report recc:-
mending the enactment of an ordinance regulating the collections:
water, light and garbage bills, and the transfer of certain -appro-
priations. The report was accepted.
On motion of Thoits and `.'.ocher $300 was ordered trans-
ferred from the general fund lighting appropriation to the general
fund for street repairs, by unanimous vote on roll call.
On motion of Mosher and :ring 3150 was ordered transferred
from the general fund to the general fund for the use of the hostel
by unanimous vote on roll call.
On motion of Wing and Thoita '750 was ordered transferred
from the general fund for Palo Alto 'Ave nu;; improvements to the
general fund for miscellaneous lot clepnine, car track repairs., etc.
by unanimous vote on roll call.
On motion of Wing and killer $400 was ordered transferred
from the light fund for electric line construction to the light
fund for electric service construct on by unanimous vote on roll
call.

Chairman Vail of Committee '2 submitted a report making
the following recommendations:
That an ordinance relating to the construction of garages
be enacted: that an ordinance relating to laundries be given first
readingr that an ordinance relating to private booths in hotels
and restaurants be not adopted; that the matter of traffic signs
be referred back to the Board of Public Safety for further detailed
information. The report was accepted.

On motion of Vail • and Mosher the action of the Council
at its meeting of February_ 14, 1916, was rescinded as to the an-
actment of an ordinance entitled "An Ordinance Providing for the
Establishment, Government and Maintenance of a City Planning Com-
mission in and for the City of Palo Alto, and Prescribing its Pow-
ers arid Duties." •
On motion of Vail and Mosher said ordinance (x130) was
then adopted as an emergency ordinance by unanimous vote on roll
call.

was passed by unanimous vote on roll call.

of Codified Ordinance #1 was given first reading.

An ordinance entitled "An ordinance Providing for Li-

Confirmation of City Planninj Commission L cn er
Mayor Swain announced that he had made the following
appointments as members of the City Planning Commission: .
C.p.Cooley: Council member of the Commission, whose public spirit-
ed interest already in city planning recommends him
especially for the Commission.
C.Childa: A man of wide experience in financial and city. planning
measures.
P ederick E ni9aan: Commended particularly as a man of sound
judgment., who has done. effective work in playground and
park measures.
Peirce: Professor of Botany at Stanford University,
a man of wide experience and training along lines which
willrfnake him a valuable member.
Ecrwood B. Smith: Member of the University Realty Company,
president of the South Palo Alto Improvement Ae soc ia-
tiori and known generally as a capable and effective man.

On motion of Mosher. and Roller the appointments' as an-
nounced by the Mayor were confirmed by unanimous vote on roll call.
Atthis time Mayor Swain called Councilman Thoits to the
chair and was excused.
Pavinfi Specifications (Action Postponed) :
Specifications- for street paving were taken up and dis-
cuesed. Vail and -Wing moved that the ordinance apioroving said
specifications •be adopted.
After discussion Wing and Mosher moved as an r :endment
tx+at action be postponed to an adjourned meeting to 'se held on
7ebrua_y 21st, 1916, at 7.30 _p.m. The amendment was adopted.
Industrial Insurance (Payment Authorized,.
On Motion of Vail and Mosher the City Auditor was au who r-
ized to pay to the State Compensation Ineurance Fund the premium
or, the insurance policy held by the city for the year beginning
larch 10. 1916, by unanimous vote on roll call.

Report on Shakespearean P ,a :
Councilman Cooley, as chairman of the special committee
on a Shakespearean pageant, reported that he had not found the
sentiment particularly favorable to holding the pageant. The
report was accepted.

Vail moved the Council adjourn to Monday, February 21,
1916, at 7:30 p.m. The motion was seconded by Mosher and
by unanimous vote. passed
