The Council of the City of Palo Alto met in regular
session: on this date at 730 pen., with Mayor Swain presiding.
Roll call as follows: -
Present: Ackley, Congdon, Cooley, Cramer, Henry, Jordan, Miller,
Mosher, Peterson, Roller, Swain, Thoits,
Abeert: Snyder, Vail.
The minutes of the regular meeting of Dece ben 13th,
1915, were read and approved as read.

A report of the Board of Public Safety recommending
•tae passage of ordinances relating to restaurants and garages
vas- received and ordered•filed.
�Re rt of Committee #2.
Acting Chairman.A ckley reported for Committee #2 as
follows: Asking further time to report on request of G.B.erozne
to baild garage; recommending that ordinance relating to bill-
board advertising remain -unchanged; recommending the passage of
ordinances relating to• the factory district and to vehicles on
- atreete; submitting- ordinances relating to restaurants and to
garages; ..and recommending tat the revision of the building codes
be ref erred to the attorney . and engineer.
• On motion of, Jordan and Millerthe report was approved
and a further investigation -oaf outdoor advertieing regulations
was- referred -to Committee #2e -
Chairman Thoita reported for Committee ,h#4 recommending
that the application of the Palo Alto Swimming Baths Co. for an
optionto-lease land be id on the table. On motion of Mosher
and Ackley. the recommendation ecommendabion was approved.
Report ,of Board of Works as Commissioners.
A report was received' :from the Board of Public Works,
entitled: "Report of the Board of Public Works Acting as Commis-
sioners in Re Change of Grade on Palo Alto Avenue and Alma Street."

On motion of . A.ckley and Mosher a resolution, attached.
to said report was adopted by ,unanimous vote on roll call, ap-
proving said report and setting February 14th, 1916, at 6 o'clock.
p.m., as the date for the protestants against a change of grade
on Palo Alto Avenue and. Alma Street to appear before the Council
in the matter of said change of grade.
The City Attorney made a verbal report in the matter of
the subway proceedings. He was instructed to write to Super-
visor F. B. Mitchell with a view to expediting proceedings.

On motion of'Ackley and Mosher the adoption of speci-
fications for street paving and of a resolution of intention to
pave certain streets .was deferred to Febr-nary 14th, 1916.
On motion of Wing and Peterson the City Attorney was
instructed to confer with the representatives of the Portland
Trust Co. in re;latio.n to street improvement bonds.
At this tine Councilman Roller was excused.

mending the plans of :.Fosse for an outdoor theatre was
approved
and ordered filed.
Crdinance #129 ( acto:'y District) Passed.
Ordinance #129, including certain lots in Block 11 in
the factory district was given second reading.
Jordan and . il.jer moved that the ordinance be rejected
and the ro ti0r..waa lot by the following vote on roll call:
Ayes: Henry, Jordan, Miller.
Noes: Ack:Ley, Congdon, Cooley, Cramer, Mosher, Peterson,
Thoits, Wing. Swain,
Wing and. Mosher moved that the ordinance be adopted and
the motion was passed by the following vote on roll call:

Ordinance Relati e to Vehicles Passed.
-AA ordinance entitled "An Ordinance Amending Section 1
of Article 8 of the Codified Ordinances of the City of Palo Alto
relating to Obstructions on Streets and Sidewalks" was given
second reading and on motion of Thoits and A.;izley was passed by
unanimous vote on roll_ call, Swain not voting.
Ordinances inreoduced.
An ordinance entitled: "An Ordinance Regulating to Gar-
ages," was given first reading and referred to Committee #2.
An ordinance entitled "An Ordinance Relating to Sanitary
Conditions of Restaurants, Hotels and Boarding Houses in the City
of Palo Alto" was given first reading and referred to Committee #2
with instructions to consider amendments relating to bakeries, meat
markets and other •food establishments.
Reports Received.
The report of the Dcpart:nent of Public Works for Novenber
and of the Treasurer and Auditor foe December, 1915, were
read and ordered filed.

On motion of Wing and Thoits the following

On motion of Wing and Petereon the Shakespearean Festi-
val Committee was granted the privilege of using land on the
Stanford '=rest for holding a festival, in accordance with the

Mosher and Cooley moved that a sum not to exceed 375
be set aside from the general fund to nettle the damage claim
of M.J.Fairfield against the city and that the chairman of Com-
mittee #1 be authorized to make such zett1ement. The motion
was lost by the following vote on roll call:
