The Council of the City of Palo Alto met in regular ses-
sion on this date at 7:3O p.m., with 'ray or Thoits presiding. 2011

A. communication was read from -rs. Sarah L. Strong Call-
ing attention to flood., from rain which affect her property and
which are caused by the inadequate culvert put in at the street
railway crossing over Enbarcadero Road on Waverley Street. This -
communication was referred to the Board of Public Works.

t, State of California was read, calling attention to the rules

On motion of Wino, duly seconded, it was ordered that
a list of municipal employees, ehowine payroll of the City of
Palo Alto, be forwarded to the Industriel Accident Commission in
order', to ascertain the cost of insurance, a report of information
to be,presented at the next meeting; of the Council.

Committee No. 1 reported on the proposed .formulating Gf
ordinance repealing Sections 4, 5 and 6 of Article IV of ?art '. 'of
Codified Ordinance No. 1 of the City of Palo Alto, and" recornmerdcd
that the ordinance be not changed.
Peterson and ::osher moved tent the report of the Ccemsitte..

tion will have been settled. The motion Was carried.

Remcvel of Street Trees.
Peterson reported for the special committee, 2.ppointed tc,
investigate the feasibility of lighting, or removing, street trees;. -
and the majority recommendation on was that all,trees more than four
feet plus one-third the diameter of the trunk of the tree from t:ne-
curb be: taken out. Lighting of the trees was considered prohibi-
tive due to cost.
Lakin presented a minority report, taking exception.,to
the removal of the trees and -urging at, before radical action.ii
taken by the Council, this entire matter be referred to a vote of
the people.
Wing and Jordan moved that this matter be referredto.
Committee No. 1, and the, Board. of .Public Works, to reportback to
the Council.
Lakin and Ackley made substitute motion than the whOl .. -
matter be subjected to vote of the people. After some discussion,#�=
the substitute motion, it was 'i withdrawn end the original mGoon
carried.

A resolution entitled "Declaring the Result or _..,.nicipa1
for 1 cr Annexation," held on December 22nd, 1915, VTR?'; road, and
=motion was duly adopted by unanimous vote on oil cell.

The report of the City rigxineer on "Improvement of Forest
.venue a.:.&d a.idd1efieid Road, with Plan for .iavirg Work Done by the
City of Palo Alto through the Board of Public Works," was read, and
apon motion of Wing xrd . Peterson was accepted and referred to '. om-
wittee No. 4.
City Engineer Byxbee made .a -progress report on the pr-
ciiase of a ges plant, now in the hands of the Boar. of Public ':yorke,
and stated that a further report would be made at the next ireetint
of the Council.
City Attorney ::alcolm stated that a final agreement hay'
been made with C. A. Bates in connection with the new power house
.:d water works building, and that settlement was to be made on
the 15th of this month before the Board of Public Vorks.
The reports for December 1913 of the Treasurer and the
ruditor were received and ordered filed.. City attorney. T"a:lcolm re-
ported his conference with Mr. Thelen, of the State-Railrcad Com-
mission, relative to Southern Pacific Company rates. Mr. '.helen
st-sted that these. matters would be taken up in general and advised
that the case in question be.held up until that time. r•4 this
-acme conference, and _in connection with the unfavorable decision
relative to free telephone sWitching for Los Altos and ;. oun;ain
View, Mr. Thelen stated that he saw no reason why the case of free
telephone switching between •Los A tos and Palo Alto could not be
opened a ;,a i n,
Wing. and Lakin asked for:information regarding status of
different business license -suits, and -City Attorney Talcolm advised
that he expected a hearing, in due course, in San ''a.teo County, in
connection wi h: the Christie Machine .?Forks case.
