The clerk presented a verbal petition from s. Grace -Eardeznan, requesting that -the Council take proceedings to pave Forest avenue, at least between-Waverley and Cowper e treeto. On motion of Congdon and -_Mosher, 'the.petition was referred to Com- mittee .do. 1. Reports of Committees. Chairman_ Hettinger of Committee No. ; made a report on an ordinance relating to the minimum rate for power, recommending its adoptierJ.. Chairman Wing of -Committee No. 4 made a report recom- mending the adoption of an ordinance relating to the deposits of water and light consumers; reoomonending• proceedings be begun for the annexation of certain territory to the city; and stating that re had taken. =p the question of issuing county bonds for .prov- ing the University avenue entrance, that the matter of leasing -property from Stanford 'university le in progress, and that the proposed issue of bonds would be • taken up after the annexation election. A communication was received from the Board of Public Works recommending that the rate for water sup•Nlied to the Seale waterworks be fi.zed at 1C4 per 1000 gallons. A communication was received from the City Auditor relative to the refusal, of the Federal construction Company to pay a lien for clesnine weeds from its property included in the tax assessment. Mier,- president of the Congregational Yens, Club, extended an invitation to the members of the Council to attending a, meeting o the Club on- November a 7th,sai d meeting to be addressed by Chas. R. Detrick, secretary of the State Railroad Commission. A. W. Bell .addressed the. Council in regard to amove- ment started in San Mateo county to request the State Railroad Commission to regulate and equalize raters charged by the South- ern Pacific Company. Councilman Win called attention to inequalities it the fares charged by the:Peninsular Railway Company and the need of a commutation rate to the ca mpas. On motion Of Wing and Peterson, the City Attorney was asked to communicate with the Railroad Commission in regard to these matters and also in regard to the necessity for a proper terminal in San Francisco.
