The Council of the City of Palo Alto met on this date
at 8 p, pursuant to the following call:

been called by: Mayor E. C. Thoits for Priday, August 22nd, 1913,g

Tax Budget and segregation of Punds' of the City of Palo Alto for
the fiscal year 1913-1914, and for the transaction of such other
business :as. may properly cope before the Council. Respectfully,

Mayor Tho.its presided and roll call was as follows:
Present: Congdon, Henry, Hettinger, Jordan, Lakin, Lamei:e,
Miller, Mosher, Peterson, Thoits, Vail, Vandervoort,

Absent: Ackley, Swain.

Mayor Thoitz stated the purpose of the meeting and call-
ed for a report from Committee #4 on the proposed Budget.
Councilman Vving, chairman of Committee 44, presented the
Proposed Budget, and made a :'tatement as to the method of its pre-
paration, commending Committee #4 and the City Clerk for the effi-
cient manner in which said. Budget had been prepared.
Vail and Mosher movedthat the report of the Committat
as embodied in the "Reeolut;on Adopting Data for Segregating Fat
of the City of Palo Alto for the Piocal Year 1913-1914," be adopt-
ed.
• Jordan spoke in relation to the salary for the office
of auditor and read a letter from Certified Accountant Percy G.
Goode giving his opinion that the salary should be not less then
$150 per month.
Jordan and Hettinger moved to amend by placing in the
Budget an appropriation of $15Ca month for the salary of the
auditor.

The Mayor declared the motion carried.
Wing contended that as it required a majority vote of fta
whole Council to adopt the Budge;, a majority vote was necessary
to amend. The Mayor reversed his decision and declared the mo-
tion to amend was lost.
On :motion of Jordan and Hettinger an appeal was taken
from the decision of the Mayor. On roll call the decision was
sustained- by the following vote:

Wing and Con, don moved to amend the motion to- adopt the
.Budget, by changing the appropriations to provide increases in
salaries as ellows: - City B:ngineer, $175 to $200 per month:.

Vail. argued that at individual Councilmen, they should
act as `thoy •would in. private business affairs and conserve the--
fuads of the -city. He did not think the proposed increases in:
salaries were justified.

Rev, L. P.. Morgan addressed the Council in behalf of the
Playground Association, making: an. appropriation of $5000 for im-
provements and $,1500 for `mainten nce.
Vail suggested that this subject would be pertinent when
the Council.decides on a call for -a bond election. No action on
the request was taken.

! jng and LaPeire moved that the proposed Budget be
derided by appropriation $420 to the police department of the
Board of Public Safety as salary for a poun+im.aster, and $250 to
the General Municipal lixpenditurea for *Inspections.*
The motion to emend was adopted by the following vote
on roll call,.

The original motion of Vail and Mosher to adopt the re-
port of Ccmmittee No. 4, embodied in a *Resolution adopting data
for segregating funds of -the City of Palo Alto for the fiscal
year 1913-1914 as amended, was carried by the following vote on
roll call:

Thoits, Vail, Vandervoort, Wing.

On motion of Wing and Congdon, the City Attorney was
directed to draft an ordinance fixing the rates of electricity
for power and domestic uses as recommended on Page 10 of the

rected to draft an ordinance providing for placinginthe custody
of the City Treasurer the Water and Light Deposits and the de-
posits from nonresident ' patrona of the public library, except
such portion of aaid, deposits as is needed as a working balance,
and to provide that the city shall pay interest to depositors.

On motion of Vail and .Mosher it ,was directed that the
rate to be charged for &.ectricity for domestic uses be changed
*fl Page 13 of the Budget from 2i cts. to 2 cts. to correct an
error made in copying.
