August 11, 1913, The Council of the City of Palo Alto met in regular Session o this 'date at 8 p.m., with '.'ayor Thoits presiding. Ron call as follows: Present:. Ackley, Congdon, Henry, Hettinger, Jordan, Lakin, Laxeire, Miller, Mosher, Peterson, Molts, Vail, V,andervoort. Absent: Swain, Wing. The minutes of the regular meeting of the City Council of July the 14t 2,1913, were rear and Lpproved ay read, as also the minutes. of the called meeting of July 2 th, 1913. A report was received from Committee #1 recommending that the demand on the City of Palo Alto by the Christie Machine 'Works for the au : of $2042.75 and interest as part payment fora' deep well pump and extras to rejected. On motion of Hettinger. and .Ackley the report of the committee was approved. A resolution entitled: "Resolution of the City of Palo Alto in the :natter of the Christie : ac'rine 'orks, was introduced and adopted by unanimous vote on roll. call. Appointment of Deputy Auditor. .Councilman Jordan, cha:irm;,:, of Committee ttee made a re- port in the matter of the. appointment of a deputy auditor, referred to said committee, recommending that ::.A.westa.l be reappointed for fiscal year ending June 30, 1914. 0n motion of Vail and Peterson the report was accepted and the recommendation adopted. Ordinance Introduced. An ordinance entitled: "Ame.i:iir?i Ordinance vo. 85 govern-. ing ve:nicles of -every description," was introduced as an emergency' ordinance.. Ietting r moved to amend the ordinance by fixing -the rate of speed for vehicles at not higher than 15 miles an -hour thr.oagh- out the incorporate limits of the city. The motion. was second -0 by Jordan and adopted. Jordan moved that the ordinance be adopted as amended. The motion was seconded by Hettinger and received. the fo1lowing. vote on. roll call: Ayes: Ackley, Congdon, Henry, Hettinger, Jordan, Lakin, Miller, Peterson, 'Thoits, Vandervoort. Noes: LaPeire, Mosher. The Mayor declared that the ordinance had failed. of pass- age as an emergency measure and would be considered as having had - f'irst reading. An ordinance entitled: "Relating to fortune-tellers, phrenologists, etc.'0' was given first reading and on motion of ;;.os:1-. er and Congdon was referred to Committee No. 2. Reports .deerted. The report o1' the Department of Works for June, 1915, - and the reports of the Auditoz. and the Treasurer for June and Ja,}Y; 1913, were accepted and ordered filed. Claims Allowed. A report from the Board of Public Works -recommending that the city join with Sar gate° county in constructing a con- crete bridge at Middlefield -Road was on motion of Condon and ''usher referred to Committtee #4, to confer with officials of Santa Clara County and report. Sec° . Story for City i?"rill. Jordan brought up the need of building; a second story on the City Hall to obviate- paying rent. and to furnish more convenient quarters. On motion of Jordan and hettinger the matter was re- ferred to Committee #4 to report at the next meeting. Light at l:id.d1efield Bridge. i? ler called. attention to the need of a light at the :iddlefield Road bridge. The matter was referred to the City i„ in+eer.
