The Council of the City of Palo Alto met in regular ses-
sion on this date at 3 p.m, , with l'ayor Jordan presiding. Roll call
as follows:
Present Allen, Congdon, Henry, Hettinger, Jord n, LaPeire, Mosher,
Swain, Thoits, Umphreys, Vail, Vandervoort.

ed as read.

Mrs. E. S. Karns, representing the Palo Al Io Woman's Club,
presented a petition for the acquisition of e park for the City of
Palo Alto, in which there will be provision for a playground, and
asking the Council to take the necessary peocednre to call an elec-
tion to vote on the issuance of bonds in the sum of °35,000 there-
for. Mrs. Karns read an address in support of the petition and .re-
presentatives of various civic organizations in the City spoke in
its favor.
On motion of iimphre;; .s, end Vandervoort, the petition was
referred to the Council as a Committee of thee.Whole to be considered
at e meeting to be called by the Mayor.
Communications.
A communication from the Chamber of Commerce, relative to
the aid extended to flood sufferers in the east by Palo Alto was re-
ceived and ordered filed.
A communication, from the Fire Department was referred to th
the Board of Public Safety.
A communication from the Civics Club of the Grammar School
was received and ordered filed.
Asks to Have buildirj Fees hernitted.
Rev. C. M. Warner requested that the Council remit the -
building fees that would be due for the construction of the new
1.ethodist Episcopal Church building. On motion of TJmphreys and La
Peire, action was deferred until a future meeting.
Report of Board of Public Works Filed.
The report of the Department of Public Works for the month
of February, 1913, was received and ordered filed.
Report on P.. G-. and E Comoany Approved -
A report was received from the Board of Public Works recon-
mending (1) that the Pacific Gas and Electric Company be required•at
present to strengthen itspole lines and be given until Jan, 1, 1915,
to remove all' its property from the city; (2) that regulations out..
in the report in regard to cutting off cure ent on telephonic
notice from City Officials be required; (3) that ordinances be franca
requiring that the Municipal Plant, the Telephone Company and all
concerns stringing wires along the streets of the City proceed to.

Company' be required to replace all trolley poles with- ornamental

On motion of Mosher and Allen the report was adopted-atd
the recommendations approved.

Reports of the Board of Public Safety for February and
Larch were received and ordered filed. A request wan also received
from said Board that the Council appropriate e530 to the police in-

Mosher and Allen moved that the report be adopted and that

As an emergency appropriation requires an affirmative vote
oftwo-thirds of all members of the Council, the motion was declared
lost.
Thoits and Vail moved that the amount of the appropriation
be increased $137.90, to cover bills incurred in Yarch, The motion
was lost by the following vote on roll call:

Umphreys and LaPeire moved that the report be adopted and
that the recommendation to appropriate $368.55 to the Police incident-
al end be approved. The motion was passed by unanimous vote on roll
call.
Sale of La.,., ;; and J lectrical Appliances.
Committee No. 1 „ to which was referred the petition of the
electrical dealers of Palo Alto, asking that the City discontinue the
sale of lamps and electrical appliances, submitted two reports, ---one
sij ned. by Masher and Vail, recommending that such sale be continued;,
and one signed by Het tinier and LaPeire, recommending that such sale be
discontinued for one year from July 1, 1913.
A motion of Congdon, duly sconded, that the rettinger-La
sire report be adopted .was lost by the following vote on roll call:

Vail and Mosher moved the adoption of an ordinance amending
Ordinance lo. 36. Congdon and Hettinger made a substitute motion that
said ordinance be laid on the table until the next meeting, and the
s;abstitute motion was adopted.
An ordinance repealing, Ordinance No. 33 was introduced and
;riven first reading and on motion of Hettinger and Umehreys was refer-
red to Committee No, 2.

A'resolution entitled "Resolution for the ace eis±tien of a
Gas plant and distributing system for the City of Palo Alto" was intro-
duced and en motion of Mosher and Congdon was adopted by unanimous vote

An invitation was receives from the ;."en's Clubs of the
Churches for the city officials to attend a meeting of the cubs on
�p.ril 15th, and the same was ordered filed.

Hettinger- and Umphreys moved that the City of Palo Alto
enter into contract with the local dealers in electrical appliances
to purchase lamps jointly and to sell electrical appliances, except
ranges, at the same prices.
Attorney Malcolm a stated that such a contract would be h..
legal. and the motion was withdravrn.
Umphreys and Hettinger %-lovern ;,_:at the City dispense with
the sale -of lamps for six months :from May 1, 1913. The motion was
lost by the following vote on roll call:
