The Council of the City of Palo Alto net in regular ses-
sion on this date at 8 p.m., with 'Mayor Jordan presiding. Roll call
as follows:
Present: Ackley, Allen, Congdon, Downing, Henry, Hettinger, Jordan,
LaPeire, Mosher, Swain, Thoits, Umphreye, Vail, Wing.

The minutes of the regular meeting of February 10, 1913,
were read and approved as read.
Ordinance Re1a'ting_to Cir;arettes- First Reaai^.
Chairman Vair. of Committee No. 2 presented an ordinance
relating to the sale of cigarettes, changing Ordinance ?o. 86 by
inserting in erection 6, second line, after the word cigarettes,
the worde "or tobacco," Vail, with Downing, as second, moved that
the ordinance be adopted as an emergency ordinance. The motion was
lost by the following vote:
Ayes: Ackley, Allen, Congdon, Downing, Henry, Jordan, LaPeire,
Mosher, Swain, Thoits, Vail, Wing.
Noes: Hettinger, Umphreys.
On motion of Wing and W.osher the ordinance wes introduced
and given first reading.
woman's Club Requests.
Mrs. Charles Thompson presented a request from the Woman's
Club that the ordinance be enforced requiring that all garbage cans
be covered; and also that the ordinance prohibiting roller skating
in the business section be enforced. The Yayor stated the requests
would be properly referred.
Resolution of Intention 44 Laid Over.
Resolution of Intention No 4, for the construction of
sidewalks on the northeasterly Bide of Byron street in Block 93,
was introduced, and on motion of rasher and Congdon was laid ever
until the next meeting.
Ordinance. Introduced.
An ordinance relating to the protection of trees, shrubs,
plants, .flowers and lawns on sidewalks was given first reading and
referred to Committee #1.
An ordinance providing for a municipal election for the
purpose of electing six councilmen as members of the Council of the
City of Palo Alto was given first reading.
Ordinance :.aid on Table.
Committee I3o. 2 recommended that an ordinance re1at; ng to
separate toilets for men and women in places of business be not a-
dopted. On motion said ordinance wa7laid on the table.

A request was received from the Board of Public Works that
an additional appropriation of $500 be made to the Light Construction
Pend.
On motion of \Ying, and Posher it was ordered that $5500 be
set aside from the unexpended "balance of the Light and Water Fund to
t5= Light Construction Fund., by unanimous vote on roll call.

A request was received from the Board of Public Safety that
an additional appropriation of -$715 be made to the Police Incidental

On motion of wing and Congdon it was ordered by unanimous
pole an roll call that the fees collected for impounding animals
; or July 1, 1912, to March 1, 1913, (amounting to $101.40), be
.ransferred from the General Fund to the Police incidental Fund.

On motion of Wing and Ackley the balance of the request ea:

Request of Library Board,
A request from the Public Library Board that, should a
bond election be called this spring, a proposition to purchase the
lot adjoining the public library be included, was referred to Com-
mittee No. 3.

Vail brought up the question of having the names of streets
placed on walke or curbs at street corners. The matter wae referree
to the Board of Public Worke to investigate and report.
Attorney liakes Reports.
City Attorney Malcolm reported progress in the gas rate
case, in the license cases and in the ::tatter of a railroad cross-
ing at Palo Alto Avenue.
Re+.`ardinAt? Gas Bills.
Mayor Jordan stated that many complaints.were being rode
in regard to the increase in gas bills and suggested that atten-
tion be given to the matter. On motion: of Wing and tioeher, the
matter wes referred to the Board of Public Works. to gather data
for comparison, in order that the city :night file a complaint with
the State Railroad Commissicn, if such action is necessary.
Sanitary Fountains.
Hettinger called attention to the need for sanitary dri k-
ing fountains on the circle. On motion of Vail and Hettinger the
Board of Public Works was requested to have two such fountains le -
stalled, by unanimous vote on.roll call.
On motion of Downing and Ackley, the Southern Pacific C.
was requested to have a sanitary drinking fountain placed in the
depot.

On motion of Ackley and Hettinger the Board of Public
Work.e was instructed to install neatly painted refuse cans on the
streets in the business section where needed.
Reports Received.
The report for the Department of Public Works for Janus:ee
1915, and of the auditor and treasurer for February, 1913, were
received and ordered filed.
