The Council of the City of Palo Alto met in regniar ses-
sion on this date at 7:30 p.m., with "ay or Jordan presiding. Roll
call as follows:
-resent: Allen, Ackley, Congdon, Henry, Jordan, LaPeire, :her,
w�airL, Thoits, :Umphreys, Vail.
Absent: Downing, Hettinger, Vandervoort, Wing.
:re minutes of the regular meeting of Jan 13/1:5 were reed and approved
Petition from Electricians.
A communication was received from the dealers in electrical
appliances, accompanied by a petition signed by merchants and re-
sidents, asking that the city discontinue the sale of lamps and elec-
trical appliances.
Umphreys and Congdon offered the following resolution:
'Resolved, That the City Council recommend end that when the present
stock is exhausted the city discontinue the sale of lams for a per-
iod of six months."
The resolution was lost by the following vote on roll call:
Ayes: Allen, Congdon, Henry, La Pe{ re, Umphreys.
i.es: Ackley, Jordan, kosher, Swain, Thoi'ts, •Vail.
On motion of LaPelre and Congdon, the petition was r"eferred
to Committee No. 1 to report at the next meeting.
Communication. Referred.
A communication was received from 7rs. Florence Ruffner as'zi.nn
that she be granted a license to practice h,er profession. The eat -
ter was referred to the Board of Public Safety.
Ordinance No. 86 Adopted.--GovernAdopted.--Oovernine Cale of Tcbo cc.
Ordinance No. 86, "governing the sale of tobacco, cigarettes
cigarette papers or any preparation of tobacco in the city of Palo
nit0" was reported from Committee No. 2 by Chairman Veil, with the
recommendation that said ordinance be adopted, end given second read-
ing. Vail the - amended On motion ofAckley and ordinance Vtia � �.�: ':f:d to pro-
vide that dealers in tobacco shall keep e register, in which, in ease
of doubt as to the age of the buyer, eneid buyer shall write his name,
age and residence.
On motion of Vail and Ackley, the ordinance
following vote on roll call:

Ordinance No. 87 Adopted--LicensinF,rof Dogs.
Ordinance No. 87 "Amending Article 7 of Part 3 of Codified
Cr,iinance No. 1" was received from the Board of Public Safety with the
:eCOr 'nendetion that it be adopted as an emergency ordinance.
Congdon and Ackley moved that the ordinance be adopted.
Vail moved to amend the ordinance by leaving the license fie
for male doge at $2 and for female dogs $4, and the fee for redeeming
from the pound at $2. The motion was seconded and carried.

Chairman Thoits of Committee No. ; reported that an agreement
ad been reached with the Peninsular Railway Company in the- matter of
e 2% franchise tax past due, the company agreeing „,o- pay for the

Transfer of ru.nds.
On motion of Congdon, duly seconder,, it .vas ordered ftt
$329.66 be transferred from the General Fund to the Redemption Fund
of the Palo Alto City Bonds of 1 ^1 2, the said amount to be returned
to the General Fund at the ,;lose of the fiscal year, by unanimous
vote on roll call.
Attorney's Report,
The City Attorney reported progress in the gas rate case
and the matter of a grade crossin;7 at Palo Alto avenue.

On motion of Yosher and Congdon, the following rebates wen
allowed for soldier's tax exemption by Unanimous vote on roll call:
