The Council of the City of Palo Alto met in regular ses-
sion on t:_l e date at d p.m., Mayor Jordan presiding. Roll call

La Peire, Mosher, Thoits, Umphreys, Vail, Vandervoort, Wing.
Absent on Leave: Millis.
The minutes of the meeting of . uiy i t, 1 Q i 2, were read and
approved as read.

Wing presented a telegraphic message under date of July 6th,
at Chicago, from Councilman Millis, as follows:
i6C. B. Wing, Palo Alto, Cal. 'Kindly transmit the following
to Council. i regret that I must leave friends in Palo Alto and Coun-
cil to go to Kansas, but herewith present my resignation. H. A.Mil li s. "
On motion of Vail and Ackley, the resignation was accepted
and Ving was appointed a cortc;ittee of one to express to Mr. Millis
•vine regrets of the Council and the sincere appreciation of his ser-
vices as a member of the Council.
R. J. Swain Elected Councilman
Wing and Mosher moved that the regular order of business be
suspended and that the council proceed to elect a councilman to fill
the vacancy caused by the resignation of ".:rr. Millis. The motion was
adopted.
Mayor Jordan appointee Congdon, Hettinger and Umphreys,
tellers. The ballot resulted as follows:

Er. Swain,havirg received a majority vote of the Council, was
declared elected.
Stora;_e of Oils.
A letter to Mayor Jordan from W. S. Duval, district secre-
tary of the Board of Fire Underwriters of the Pacific, was read said
letter calling attention to the storage of large quantities of petro-
leum oil in Blocks 4, 5, 12 and 13, and recommending the adoption of
an ordinance approved by the Board of Fire Underwriters regulating
t.ie storage of oils.
The letter was referred to the Board of rubli c Safety and the
Clerk was instructed to acknowledge its receipt.
Ret arding Sale of Bonds.
This being the time for opening proposals for the purchase
ofthe `36000 bond issue of the City, the Clerk announced that •n,o bid
had been received.
Wing moved that the matter of the sale of the ponds ee referred
to Committee 7o. 4, end that when the Council an,jonr.ns it be to the
call of the rayor. The motion was seconded by La Peire and adopted.

The estimate of the expenses of the Board of Mobile Safety
for the fiscal year 1912-1913 was transmitted from said Boar , :y the
Clerk, and was referred to Committee No. 2.
The reports of the Board of 7ubllc Safety for y. -ay an,_ rune
were, on' motion of ,Congdon and ;.'usher, ordered filed.,
Ordinance and Resolution Referr€ o,.
An ordinance defining the fire limits and regulating the
construction of buildings in said fire limits and controlling the
storage of -oils was introduced and referred to Committee ':o. 2 and
the Board of Public Safety.

A resolution creating a sinking fund,introduced and laid
on the table at the meeting on June 26th, 1912, was on motion of
Wing and Hyde taken from the table nd referrer; to Committee No. 4.

Reports from the City Auditor showing the amounts collecte:
for taxes and for water and light for the fiscal year 1911-1912 were
received and ordered filed.

On motion of Vail and Congdon, the Clerk was i nstructec: to
cast the ballot of the Council for the re-election of 7. A. Westai1
as deputy auditor. This was done and Miss Westall was declared e-
lected.
City Wins Suit.
The City Attorney reported thz:ot the suit of the Tribune
Publishing Company vs. the of Palo , City t , j' Alto had been decided i7 to
Superior Court of the county in favor of the City.

In the matter of the payment of gas rates at ",1.50 per
1000 cubic feet instead of t1.25, the Council advised that consur.e:e
pay the hither rate under protest and save their receipts.
