Meeting May 27, 1912
The Council of -the City of Palo Alto met on this date,
pursuant to adjournment, with Mayor Jordan presiding. Roll call as
follows:
Present: Ackley, Congdon, Henry, elettir..er, Hyde, Jordan, La Peire,
Mosher,-Thoits, Uanphreys, Vail, Vandervoort, Wing.
Abeent: Downing, Millis.
Report on Erection Returns.
Reports were received from Committee No. 4, on the voting
machines for the bond election on May 20th, 1912, and on the public
utilities election on May 22nd, 1912. On notion of Wing and
: ettinger the reports were accepted and ordered spread on the min-
utes. The reports follow:

Resolution Declarin ?esuit of Bond E_ecti Win.
A resolution 'declaring the re'eult of the special election
held in the City of Palo Alto, county of Santa Clara, State of
California, on May 20th, 1912, upon the question of- incurring the
bonded indebtedness of said city, for the objects arxd purposes
hereinafter enumerated,c' was introduced and read. Vail. moved that
the resolution be adopted. The motion was seconded by ;'ocher and
adopted by unanimous vote on roll call.
Ordinance Providing for Bond:, Introduced.
An ordinance entitled, "an oldie nce providing for the in-
curring of a bonded indebtedness for he City of Palo Alto, in the
county of Santa Clara, State of California, in the seam of 236,000.00
in gold coin of the United�Startes of America, to pay the cost of cez"
tain public municipal improvements of said City, and providing for
tote*, issuance of bonds evidencing such indebtedness," -was introduced
and given first reading, and was referred to Con ittee No. 4.

of a special election held in the City of Palo Alto on the 22nd day'

utilities, and providing for the vesting of said powers of control
in the Railroad Commis

is the Railroad Commission of the State of California, as provided
bylaw," was introduced and read.
On motion of Vail and ;'usher, the ordinance was amended. to pro-
vide that it be posted instead of published. •
lo.sher moved that the ordinance be passed as an emergency ordi-
naroe on first reading. The motion was seconded by T'hoi usx and adopt-
ed by unanimous vote on roll call.
Ordinance Na. }3 Ado ted--Water Rates,
A report was received from Committee No. 4, in reference
to a reduction in water rates, and recommending that the rate be
fixed at 50 cents per meter charge per month and 12 cents per 1000
gallons for water used, the reduced rate to begin on July 1, 1912.
The report reviewed the figures showing the income of the plant and
the fixed charges and showed that while the new rate would reduce
the net profit of the plant for the fiscal year 1912-1915 by $4,500,
the plant would still show a profit.. On .motion of Yosher and Ac1<ley
the report was accepted and the recommendation adopted.
Ordinance No. 78, fixing the rate as recommended, was giv-
en second reading, and on motion of inoi is and Hettinger, was adopt-
ed b unanimous vote on roll call.

Chairman Thoits of Committee No. 5 reportEd that Percy C.
Goode could be secured to audit the books of the City at the same
compensation as last year, $250, and feco mended his employment.
On motion of Vail and Wing the ' report was accepted and the
