Eillio made a report on the conference of the special
committee, appointed J; ri A :+.P, 1912, wit . the 3tate'. ilr oad
Vo:l'!l".lis:'i.on in regard to the fixing of rates for public service
corporations. The committee recommended unanimously that an Or-
dinance of Intention be passed to submit the question as to whe-
ther Palo Alto shall retain its powers of control resne,^}^,^ cer
vein classes of public utilities to a vote of the people.
