The, Council of the City of Palo Alto met in regular
session on this' date at 7:30 p.m. with Mayor Haight presiding.
Roll call as follows.

Retirement of City Clerk
The Mayor announced that this is the last Council
:meeting,. for City Clerk Winifred Kidd who will retire on
November 6. 1962 after 39 years of service with t.le City; that
she was first appointed Noovember. :1 , 1923 as depu':v city clerk
and has served as city clerk since July 1, 1936. The Mayor
presented ,tiers. Kidd with a beautiful bouquet of .red roses.

This was the time set fora public hear; ng o1 the 1955
Interim Genera'. Plan.
Councilman Zweng stated that he thought it would be
unwise to adopt th,e. 1955'P1an, and moved that the schedules
hearing be abandoned.' The Motion was seconded by Bishop.
:During the di.s,.ussion Councilman Byxbec advised that
he felt the 1955 plat: -has 'merit and favored the adoption of the
plan as-an,interixxt Measuure until tine new General Man has been
completed, to counteract the constant criticism of the City's
planning program'. Courei;lrrian Rus concurred, ar,d favored the
adoption of a, basic plan..
The Motion. to cancel the hearing was carried by the
following roll call vote:

El .Carnino Annexation No. 6
The hearing of protests by property owners to the
proposed annexation -;of certain inhabited territory designated.
as "El Camino:Annexa.tion No. 6", and matters relating to the
zoning of the area, had been continued from August 27, 1962, to
this date.
The City Manager reported that because of the work
load the staff had not been able to prepare additional data to be
presented to the Council and the property owners, and requested
the matter be continued to the regular Council meeting of
November 26, 1962..
It was moved by Byxbee, seconded and carried that
the hearing on the proposed' annexation of El Camino No. 6 and
all items -in connection with the proposed annexation be continued
to November 26, 1962, a.'7:30 p.m.
Reort of Maa. or's Action Committeeon; own own Pa% Alto
Mr. ;Fred .V...Cochran, Chairman of the Mayor's
Action Committee, presented the Report on Downtown Palo Alto
as prepared, by the cornznittee.. Copies of the report were
di'str,ib;xted;to counc.il`,rnernber, s.
It was moved :ry Arnold, seconded and carried that
the report be referred to the Planning Cornanission.
Resuest of `Palo Alto Cabana

A letter was received from C. S. Heins;, Jr . , President:
of Palo Alto.Inn, Inc., requesting Council approval for the
installation: of left turn provisions for the Palo Alto Cabana at'no.,
cost to the. "owners" of the hotel: In consideration of the installa-
tion of left turn -provisions, they offered to dedicate up to 50 feet
of their entrance- driveway to the City and to make available- to
the .City, without cost, a 10 -foot strip at the front of the property=
for widening of El Camino` Real; and also agreed that when traffic
lights are ;installed at the entrance to the hotel, they won1d pay
a fair .share of the cost of, installation.
A motion v.as made by Debs to refer the matter to
the Planning Commission, but there was no second.
The City .Manager advised that the staff has reviewed
this matter with the State Division of Highways, and the State
has approved the installation of left hand turns at this particular
location with the understanding the cost will be paid for locally
and not by the State that the staff feels that left turns are in
order, and that it is a. question of policy for the Council to decide.

It was moved by Rodgers, seconded by Porter, that
the matter 'be referred to the staff and that the staff report on the
estimated cost of the'instatlation to either Committee No. 3 or
Commiitte e No. 3.

Couricilmaii Debs asked the City Attorney if this
question should be referred to the Planning Commission, as,a
physical change in the City. The City Attorney advised that
the "term used in;the ard'inanee is "matters a;fzecting the physical.
development of the. City" and; as defined in t,ne Statement of
Policy adopted by the Council on September. 2;4, 1962, does not
include this item.
The motion referring the matter to the staff and
instructing the staff to report to committee was then carried by
voice vote; Councilman Deb& abstained.
Annexations to iulountain View
Notices werereceived andfiled or. the proposed
annexation, of-a.reas to the City of Mountain View, designated as
"Rock No. 1", 'Rengstorff No 1", and "Grant No. 14".
Sewer Service' for Los Altos School District

A letter was received from Ardis G. Egan, Secretary
to the Board of Trustees' of the Los Altos School District,
requesting permission for a member of the Board to speak to the
Council at this time in behalf of the District's application for a'
Miranda Avenue street -cut permit for the instillation of a sewer
line to serve the new Gardner Bullis School.
Councilman Byxbee, noting that two cities are
involved in this question', moved that the matter be referred to
Committee No. 3'for study. The motion was seconded.
Mr. Stanley Donner, President of the Board of
Trustees of .the School District, addressed the Council, stating
that the members of the Board are present and would like to
discuss the matter ;anti have the problem resolved tonight. He
requestedthat the Council grant permission.: 'or the cut in
Miranda Avenue for the sewer. line.
The City. Manager advised that the sewer is not just
for the use of the school; that it is to be turned over to Los Altos
Hills after the cut has been made ,and will eventually serve a
large number of 'homes in Los Altos Hills. ne called attention
to the -action' of the Council at its last meeting authorizing a
temporary connection to provide sewer service to the school,
pointing out that a contract hadbeen prepared but to date the
School: District has not accepted the offer.
The City Manager stated that it is not out of order to
ask the City of Los Altos Hills to join the Los Altos School
District in requesting the permit, pointing out that the agenda
includes an tenitern in the form of a resolution requesting tl' at the
City of Palo Alto be granted a permit, from Los Altos Hills for
installation of a gas main on certain roads in Los Altos Hills.
He commented that Los Altos Hills might be more friendly to the
City's request if_:the City requires them to gel: a permit from
Palo Alto for the sewer line..'
Mr. Donner told the Council that he felt the. School
District is beilsg used as a buffer between Palo Alto and Los Altos

Hills and_:has beexiputin an unfair position; that the request of
the School District for the street -cut permit should be considered
separately. He advised that the temporary measure offered by
the City is not satisfactory to them.
The City. Manager stated that there is no problem as
far athe City s concernedon providing sewer service to the
School .on 'a temporary basis, and the Mayor and council members
expressed their willingness to make the temporary connection,
as previously authorized, white the matter is being worked out.
After discussion, the motion to refer the question to
Committee No. 3 was carried by majority voice vote.
Later in the meeting the City Manager recommended
that fees for sewer service to the School be waived during the
interim, period, ifthe offer of a temporary connection is accepted.
It was moved by. Cresap, seconded and carried that this recommenda-
tion be adopted and the fees be waived.

The City Manager recommended that the City Council
request the Town of: Los Altos bills to grant a permit for the
installation of a gas -rain along portions of Page Mill Road and
Arastradero Road lying within the corporate limits of the Town of
Los Altos Hills.
Resolution No.. 3564 requesting that the Town of Los
Altos Hills,agree on. the Location of Natural Gas Line in Page
Mill and A.,rastrader.o Roads, was introduced, cLnd on :notion duly
made ,and`sec.onded,was adopted- by voice vote. Councilman
Deb's disqualified himself from voting on thisitem.
ids on Project 60-6;_Arastradero Road
A'report. was made by the City Manager on the bids
received on October 3, 1962, on the itr,provement of Arastradero`
Road,' Project No.. 60.6, with the recotnmendation that the low bid
of Freeman Paving Company be accepted in the amount of
$363, 570, 80, subject to approval of the Division of Highways.
He reminded the Council that gas tax funds are budgeted for part
of the; cost of the project and for this reason it is necessary to
get the State's a.pprova.l, inasmuch as the low bid is above the.
Engineer's estimate. (It exceeds the estimate t $1,522.10 or
Resolution No. 3565, awarding the contract for this
work to Freeman Paving Company, ;subject to approval of the
Division of Highways was, introduced, and on :notion of Byxbee, d
seconded, was adopted; by unanimous voice vote.

Arnendment to Rule
A report was rece.a,red from Comrn,,.ttee No. 1
recommending the adoption, of an amendment to Rule 12A(l) of
Utilities -Rules and Regulations relating to Power Loads of
Doubtful. Permanence.
After a, review of the proposed arneac'rnent by the City
Manager, it was moved by Bishop. seconded and carried by
unanimous voice 'vote that the arrlcndment to Role l2A(1) of the
Utilities Rules and Regulations be adopted.
Old Trace Road'Area Street pattern
A reportwasreceived from Commict;.e No. 1
advising that it has considered the proposed street pattern for the
Old Trace Road area, as recommended by the ,Planning
Commission in, Connection with the approval of a lot division of
portion of Lot 7, .$riones Partition, as requested by the owner,
Mr. George Forrester. The conditions on which approval of the
lot division was granted included the dedication and improvement
of public streets through an assessment district procedure. The
conarnittee recommended that this matter be referred back to the
Planning t;,oxr'irnission for further consideration.
