application be denied.
At this time the Mayor ac.knowledgedand recd a letter
from H. F. Koenig, Assistant to the Superintendent, Business
Services, Palo Alto Unified School District, requesting considera-
tion be given to, student traffic problems with relation to the
existing Herbert. Hoover Elementary School on Middlefield Road,
and further requesting; that (1) the increase in size of the
commercial zone be withheld or, (2) if the increase of the
cornrnercial zone is granted, that the design control as
recommended by: the Planning Commission include a thorough
study with respect to achoo1 traffic, and that representatives of
the School. District beinvolved in such design control.
The Mayor also acknowledged and read, a letter from
merchants in the area (Midtown Market, Duca and Hanley, Purity
Stores and Supermarket Basket), protesting the zone change which
they statewould allow the Safeway Stores to open a new market
on Colorado Avenue near. Middlefield Road, and advising that
tF"' it protestisbased on economic reasons.
Councilman.Cresap stated that he would not like to
see a unanimous decision of the Planning Commission turned
down without further. :study, and that he had understood that
interested partiesfelt they had not had an adequate opportunity
to be, heard by the Planning .Commission. He moved that the
matter be referred back. to the Planning Commission, and the.
motion was seconded by Stephens.
Councilwoman Dias stated for the record that she had
received a communication from the Herbert Hoover Parent-
Teacher Association protesting the proposed rezoning.
In answer to questions from council members as to the
procedure..'• Mrs. Philip Towle,Chairman of the Planning
Commissr n,advised that the regular procedure had been followed
and that the hearing ia,d been duly advertised. She commented
that the Commissior, proposes to hold another hearing on an
additional parcel of property along San Carlos Court which they
feel should be'included .m the "D" (design control) designation.
After. .some discussion, the motion to refer the matter
back to the Planning Commission was carried by majority voice
vote.
