In lieu of depositing coins in. tha paring meters as indicated on said parking meter the City der may issne parking meter permits upon appitoation therefor and upon the payment of a monthly fee in an amount to be determined by the City' !tanager based upon the average monthly receipts from meters in the parking lot for which the permit is issued. Such permit shall designate the parking lot for which it is issued and when attached to the window of the vehicle for whieb it is issued the owner or operator thereof shall not be required to deposit any coins in any parking meter on such lot during the effective period of such permit.
