Mr. Wesley Hubbard, former County Supervisor and
resident of Palo Alto , addressed the Council stating that he and.
several persons with him have come as citizens of Palo Alto to ask
that the Council give."the other side" an opportunity to comment on'
some of the statements in Mr. May's report. Accompanying Mr.
Hubbard were Thelo'P errott,, Robert Kennedy and William Dunn,
engineers.. Mr. Hubbard urged the Council to give further
consideration to,the county program, and requested that the Cour.:cil
hold a work session at which he and others interested in the county
program'. can present further information. Mr. Perrott also spoke'
briefly, asking the C'ounc'il to defer action until a work session could.
be held with the whole Council to discuss the water program in
detail.
Mr. James Turner, General Manager and Chief Engineer
of the Sar_ Francisco Water Department, was present and addressed
the. Council. He stated that the bond issue for improvements and
expansion of the Hetch Hetchy water supply system had been passed
by, the voters of San Francisco last November and that work is
proceeding on a new pipeline ardon plans for other improvements
to the system,; Mr;. Turner also advised that the Public Utilities
Commission had accepted his recommendation for a revised rate
schedule, 'and he commented on features of the rate reduction wh; ch
are of interest to Palo Alto. He; advised that only those under
contract are eligible for a rate reduction, a"d that their policy is
to have contracts written for a minimum term of 24 years.
The City Manager reminded the Council 'hat some time
ago he was authorized by the Council to negotiate a contract with
San Francisco for the purchase of water under a long -term agreement,
and that the staff is negotiating with the Sari Francisco Water
Department in an effort to get the to combire all bills which would
be' a saving in cost to Palo Alto.
After discii'ssion it was moved by Porter, seconded by `
Debs and carried that the matter be referred to the Committee of
the. Whole ,for further consideration.
Council Procedures,,'
Councilman' Byxbee, Chairman. of Committee No. 3,
reported that the committee had considered the "procedural improve-
me•nts" .proposed by Councilman Debs at the last Council
that the committee had not approved ary of the proposals but in the
general discussion of Council and Committee procedures, severa;
members felt that areview and possible revision of procedures should
be made a matter'of consideration by the Committee of the Whole.`
It was moved by $yxbee, in behalf of Committee No. 3,'
that. the Council meet as a Committee of the Whole at an appropriate -
time 'or the'.purpose of reviewing Council and Committee procedures.
The motion was :seconded by Stephens.,
Councilman Cresap stated that he agreed with the
substance of the motion but suggested it would be more appropriate.

Reference was made to the previous recommendation
