The Council of the :City of Palo Alto met in regular,_
session onthis date ••at 7:30 P.M., with Mayor pro tem Navis_
presiding. Roll call as f61;laws
Present: Bishop, "Byxbee, ;Giffin, Marshall, Mitchell, Navis,
Stephens, "Woodward.
Absent: Davis, Evans, Haight, Porter, Rodgers, Zweng.
The minutes of the meeting of July 27, 1959, were
approved as distributed.`'
Weed Abaternerit
This was the time and place fixed for hearing of protests
against assessments_.for weed;abatement. It was reported for the
record that :'all notices as required by law had been published,_ and
that the City. Engineer has filed with the City Clerk his report
listing the lots or parcels of land from which weeds have been
removed, togetherwith the charges proposed to be assessed against
'each lot or ;;parcel..
Thehearing was declared open. Mr. Alexander Thain,
4146 El Camino Real, spoke in protest to the weed abatement
procedure and the .assessment against his property. There being
no one else who wished•to be heard on the matter, the hearing was
closed.
Resolution No. 3124,confirming the City Engineer's
report and assessment list for weed abatement, was introduced,
and on motion of. Mitchell, duly seconded, was adopted by unanimous
vote on roll call.
Stanford Annexation. No.
This was the time and place set for hearing on the
proposed airiexation cyf uninhabited ,territory of 14.7 acres located
'on Hillview Street in the Stanford Industrial Park, designated as
"Stanford University Annexation No. 8"
A certificate was filed by the City Clerk certifying that
notice of the hearing :has been given by publication as required,; and
that notice has been -mailed to the owners of the property proposed
;to be annexed. It was reported that no written protests have been
filed.
The`hearing-wa:s declared open. There being no one
present who wished to be heard on the matter, the hearing was closed
A proposed ordinance approving the annexation of
"Stanford University 'Annexation No. 8" was introduced, and on
motion of Woodward and Bishop; was accepted for first reading.
Pedestrian Safety Award
Mr. Arthur ,J. Finnell of the. California State Automobile
Association was present and addressed the Council concerning
the association's pedestrian protection program which was
inaugurated in 1937.; He presented an award commending the City
of. Palo. Alto for its outstanding record of no pedestrian deaths in
1958, as reportedin the AAA pedestrian program appraisal.
The. Mayor accepted the award for the City and thanked Mr. Finnell
for his presentation.
Park Boulevard Traffic Conditions
A letter was received from Rodman Reade, 4037 Park
Boulevard, asking the Council to investigate traffic conditions on
Park Boulevard between California Avenue and Charleston Road.
On motion. of Bishop and Woodward, this was referredto
the Staff Traffic Committee.for consideration and report to the
appropriate Council Committee

A letter, was received from Powell C. and Constance S
Carrel ,requesting the Council to initiate a re -hearing on the rezoning
of their property at the northerly corner of Alma Street. and
California Avenue.
Attention was called to the fact that a hearing was held
on a rezoning application in February, 1959 by the Planning
Commission which had recommended denial, and that the Council.
had accepted the Ccmmission's..recomxnendation; that under the _ s
provisions, of the Zoning Ordinance, when an application for change
of district has been denied, a new application involving the same
property may not be ,submitted for, a period of one year unless
initiated by the Council or the Planning Commission.
It was reported that the Planning Commission had...
recently received a request from Dr. and. Mrs. Carrel that the
Commission initiate action to reconsider the matter of P -C zoning
for the property, to.permit a service station at this location, and
that'the "Commission had voted ,.-2 not to reconsider the question.:
Mr..:Joseph: S Lawry; attorney for .Dr. and Mrs. Carrel, -.
addressed :the Council in support of the request that the Council
initiate action for a re -hearing on their proposal to have the
property rezoned to P -C;; Mr Lawry reviewed previous zone
change applications for" the property, advising that Dr. Carrell
is no longer able to practice and has been unsuccessful in his,
attexnpt to sell or lease the property for uses permitted under the
present R -3 -P zoning;`, that he has an opportunity to sell the
property to an oil' company if a service station can be located there.
It was moved by Stephens, seconded by Bishop, that the
Planning Commission be asked to reconsider the matter.
Upon being asked to comment, Mrs. Philip Towle,
Chairman of the Planning .Commission, stated that it has been the
policy of the Commission not to consider applications for re-
hearing before the yaar,has elapsed unlessthere is a specific:
change-; in circumstances relatingto the property involved, She
.advised that the discussion in the Planning Commission revolved.
around the fact that .Alma Street will be affected by the underpass
project, and that the .Commission indicated it might be willing ; to
reconsider the matter after the completion of the underpass.

Reapportionment of Supervisorial Districts
A, letter was received from the Santa Clara County.Tax-
payers' Association concerning the proposed redistricting of the., .-
county ;supervisorial:districts, asking the Council to take action'
favoring the redistricting. and to have a representative present at a
meetingof the,Board of Supervisors on August 17, 1959 when the
•
matter is to be discussed. .•
The Assistant City Manager reminded the Council that
a resolution was adopted by the Council on April 27 , 1959 declaring
that it believes the number of districts should remain at five but
thatthe ,boundaries of the districts should be so changed as to have
the number . of people residing, in each district approximately equal;
also that the Mayor had appointed Councilman Evans to work with
Mr. John M. Donegan, Chairman of the Chaznber of Commerce
Committee consideringthe subject.
On motion of Byxbee and Bishop, it was directed that a
member of the staff attend the meeting of the Board of Supervisors
oa A9ugust 17, 1959 when the matter ofredistricting is to be on the
Board's agenda.. The Mayor suggested that the Assistant City.
Manager appear atthe meeting or see that another member of the
staff attends,
Foothills Annexation No. 3
A _letter was received.. from Mr. Teyuham Woodward,
a property owner in the. Foothills No. 3 annexationarea, asking
the Council to reconsider and eliminate his property from the
aon.axatiox before it becomes effective.
It was moved by Mitchell, seconded by Byxbee, and
carried that the matter be not reconsidered. It was pointed out
that the Council felt this property was a natural boundary and it
seemed logical to include it in the annexation area.

A report was made by the Assistant. City Manager. on
bid s received on August 7, 1959, on Project 59-7 for the construction:
of water pipelines. Headvised that only one bid was received
from the Underground Construction Company of Oakland, in the
total amount of $21,690.00 which was substantially above the
Engineer's estimate of $11,000.00. He recommended that the bid
be z;ejected.
On motion of Byxbee and Bishop, the bid on this project
was rejected.:
Bids. on Project 59-5, Tennis Courts
A report was submitted by the City Manager on the bids-
received. on August 10, 1959 on Project 59-5 for the construction
of two tennis courts in Rinconada Pack, with the recommendation
that the contract be awarded to the low bidder, Huettig and Schromm
of Palo Alto, in the amount of $8, 793.80.
On, motion of_Sishop and Woodward, the low bid was
accepted as re',commended, and the Mayor was authorized to sign
the contract for'thi.s work.
