The Council of the City of Palo`. Alto met in regular
session. on this date at 7:30>P..M. , with Mayor Porter presiding
Roll call as follows:
Present Bishop, :Byxbee,' Corcoran Cresap, Evans, Giffin,
Mareinall Mitehell, ,Porter,' Rodgers, Ruppenthal,
Stephens, Woodward.
The minutes of the: meeting of May 25, 1959, ;were :
approved as distributed.
This was the time for hearing of protests against the
proposed.annexation of certain inhabited territory designated as
"Garden' Terrace Annexation: No. 1-A''. A statement was filed"
by the City Assessor; certifying that the assessed values of
properties within the boundaries of the proposedannexation are
as follows: Land,_ $38,680 Improvements, $178,640; Personal
Property, $16, 860;.<:TotalAssessed valuation, $234, 180.
It was announced that"no written protests have been
received. The'hearing was declared open. There was no one
present Who wished to ,be' heard. On advice of the City Attorney,
andon motion of Woodward,and Mitchell, the hearing was continued.
to the next regular meeting of the Council on June 22, 1959, at
7:30.P, M.,, i.nasmuch`.as the" law provides, an additional ten days
in which protests may be filed.

A communication was received from the State Division
of Highways gifyingnotice of intention to relinquish portions of
frontage roads? and interchange road to City jurisdiction, and
advising that the relinquishment, when voted, will not be effective
until it is `filed with the County Recorder, and that the City will -
be notified later of the recording. The Council was advised that
this, action is in accordance with the provisions of maintenance
agreements. previously entered into between the City and the State
pertaining to'the Bayshore Freeway.
A"notice was received from the Santa Clara County
Boundary Commission of the proposed annexation of an area
designated as "Middlefield No. 12" to the City of Mountain View.

Senate Bill No.
A letter was received from Paul H. Buchholz, .Secretary
of the Berkeley -Albany Council of Churches, urging. the Council to
pass,a resolution opposing: Senate Bill No. 1093,as amended, relating
liquor. within one and,.one-half miles of ;a university campus.
On motion of Bishop and Mitchell, this was referred to
Committee No 3.

Meet With the .Council's, approval. The plan: submitted by the. Staff
showed one -way streets as fellows: High, southbound from Lytton
to Charming; erson, northbound fror n Hoarier, to Lytton; Homer,
eastbound; from`Alma to. -G, ;inda.and Channimg, westbound` between.
,Alma and: Guinda: It was:`notedthat' the _ only: change in this plan,
from tape present one -Way street pattern le the addition of Emerson
Street , and starting High as . a one way street at Lytton instead of
~Hawthorne::; The plan, presented -,by the Staff'' also provides for
reversing four.'stop.:aigne.. so that Homer' and Charming would be
'stopped for; High and -for, Waverley Streets, and further provides
;for the installation of -four -way stop signs' at Waverley and Addison.
At. this time, Mr: Hall of the National Safety Council,
at the request of Councilman Woodward, offered comments on the
effect of one-way streets, advising that statistics show that a sound
one-way grad system not only results in a reduction. of accidents
but has proved that business is increased on such streets. Mr. Hall:
advised that the consultants hired by the City to make the traffic
study:are very- competent traffic engineers, and that the advice and
recommendations- made by such firms are sound.
Mr..James Stone, 1011 Waverley Street, addressed the
Council at,this time, calling attention to the presentation made by
hizn and others to Committee No. 1. He advised that the residents
of the area who filed the previous petition are still opposed to the
one-way street plan as recommended by De Leuw, Cather and urged
the Council to accept the recommendation of Committee No. 1 to
retain the one-way street pattern in its present status and to install
traffic lights at Waverley Street intersections.
Mr. H. B. Kessler presented a petition signed by 37
merchants on Emerson Street. asking the Council to maintain the
status quo on one-way streets ° in accordance with the recommenda-
tion of Committee No. 1.
A.motion was made,by: Mitchell, seconded by Giffin,.
that the one-way street pattern throughout the City, as recommended
by the traffic consultants, De Leuw, Cather & Company, be adopted
with the single ,exception that the one -way streets going north and
south atop at Addison Avenue instead of going all the way to
Embarcadero Road,
Gouncilman Cree.ap spoke forthe motion, pointing out
that most of the petitioners live south of Addison Avenue, and in
his opinion having two pairs of couplets, eastbound and westbound,
is the only justification for additional traffic' signals on Middlefield
Road. He,also felt that Castllleja and Mariposa Avenues should be
included in the one-way system, as recommended by the traffic
consultants, and that the whole proposal should be given a trial.
Councilmen Byxbee. and Stephens spoke in opposition to
Se motion, and stated that they feel the present one-way street
plan is adequate. Mr. Jess Wilson, 318 ,I.,incoln Avenue, and.
Mr:,. Willis: Williams, principal of Addison School, also opposed
the one-way street plan as recommended by the consultants, urging
that the safety of school children and other pedestrians be the prime
consideration

A' motion was. made: by Navis„ seconded by. Woodward,
that the entire matter be referred to a joint, meeting of Committee.
No.21 -and`a working group 'ofselected residents of the area, >in ani
attempt to reach: a solution which would be satisfactory to the
residents and at the same time accomplish a reduction in the,
accident rate on Waverley Street. A roll call on the motion for
referral was as. follows:.

Noes:- Corcoran, Cresap,Evans, Marshall, Rodgers,
Ruppenthal, Stephens.
The •motion was `declared lost.
There Was further .discussion on the original motion to
deny the recommendation of. Committee No. 1 for the arterialization
of Waverley Street.` Councilman Evans moved an amendment, that
Waverley=be arterialized only as far south as Embarcadero Road.
It had been pointed out that only a fey- intersections in this area of
Waverley. Street are not protected by stop signs. The amendment
was seconded by Mitchell, but was lost by a voice vote.
A roll call on the original motion to deny the
recommendation was then taken, and the motion was carried by the
following vote
Ayes: Bishop, Corcoran, Marshall, Porter, Rodgers,
Ruppenthal, Stephens, Woodward.
Noes:: Byxbee, Cresap; Evans, Giffin, Mitchell, Navis.
Councilman Cresap stated that in his opinion the action
taken has not solved the traffic: problems on Waverley Street, and
a coordinated study should be made. by Committee No. 1 and the
people in the area. He moved referral of the matter to Committee.
No. 1 with, the request that the committee meet with a representative
group of citizens to give further study to the question and prepare .a
report forconsideration by the Staff Traffic Committee. The motion
was seconded and carried by a voice vote.
Mr. J. M. Willits, 2185 Waverley Street, called
attention to the ordinance restricting the height of hedges and fences
at intersections, and urged enforcement of the ordinance.
(A recess was taken at this time, 10:00 P.M., and
the Council reconvened at 10:10 P.M.)
