The minutes of the meeting: of August 11, 1958, were approved as distributed. Real tnriexation No. S.(Maggiora Property) ThisWAS, the time and place set for the hearing of protests to the proposed annexation of certain uninhabited territory designated "El Camino Real Annexation No. 3",, being a parcel of 12.034 acres more or less, located on the westerly side -of El Camino•Reairadjacent.to the northerly bank ,of Adobe Creek. The -.Nearing was declared..open. A written report was filed by the:. City Clerk certifying that noticeof the hearing had -been given by "publication in'`the Palo Alto Times and in;tlae San •Jose::Mercury,:: and •that, affidavits at the :publications are on file, also that a notice of the hearing had been Mailed to the owners of the property proposed to_ be annexed. _ ;The City Clerk reported that no written protests had been :filed. Brothers was accepted and the Mayorwas authorized to sign the contract, by unanimous vote on roll call. In,connection with this project, there was recommended,to the Council by the City. Manager a contract of sale to the E. V. Lane Corporation, present occupants of the building at 2675 ParkBoulevard, for,purchase of the property on which the building is to be relocatedfor the sum:,: of $24, 000.00, with conditions setting forth the relocation and the terms of sale. A resolution approving the contract with the E. V. Lane Corporation for purchase :.of,aaid property;; and authorizing the Mayor to execute the contract in behalf of the City, was introduced,and on motion of Byxbee. sand Woodward, was adopted by unanimous vote on roll call. Bids on'Building Relocations a.�d Building Sales, Project 58-6 A report was.. made by the . City, Manager on the bids received -on August,2.2, 1958, for building -relocations and buildingsales, withOnly one bid being received, :.that of Anderson,.Brothers.. He recommended acceptance of the bids on'three;;items, asfollows: Item 1, moving of apartment building from 2412 High to 2.863 :Alma.andrreconstruct $10, 211. 00 Item 2 : movirag._apartment building from 2404 High to 2045, Alma, and reconstruct. . 10, 259. 00. The City Manager recommended that the bids on Items 4, 5and 6 b held for action at the next meeting. No bid was received on Item 7, which was for the sale of building at 2760 Park Boulevard to be removed from site. On motion of Byxbee: and Marshall, and by unanimous vote on roll calf, the bids of Anderson Brothers: on items 1, 2 and 3 were accepted and: the Mayor was authorized to sign the contract, and action on the rest of the bids was held over until the next meeting. Bidson Parking Lot in: Block 5, Project ,52-13 The City -Manager reported on the bids received on August 22,._ 1958,.. for the construction of parking lot in Block 5, Project 52-13, with the recorn- rnendatron°that the.. low bid.: of Bahr and Ledoyen in the amount of $12, 807.31 be accepted. Motionof Byxbee:;and Navis, the bid of Bahr and Ledoyen was accepted and the Mayor was authorized to sign the contract for this work, by unanimous vote:; on roll'. call.,:; Bids on,' Storm -Sewers for' Bay Land Improvement, Project 57-16 The City Managers reported that bids were received on August 22, 1958, for the con5tructxon of storm sewer and appurtenances for Bay Land improvement, Project' 57-16, but that he was not prepared to Make a report on these, bids atthis:,time and would attempt to do so at the next meeting. Bids. on Lighting Fixtures for Rinconada Park The City Manager reported that no bids were received forfurnishing and delivering lighting.: fixtures for installation in Rinconada. Park, as advertised to be received on August 14, 1958. Resolution -re El Casaixxo .H1{shway- Improvement e City Manager' reported that he had conferred with members of the ;State'Divi;sion of Highways. regarding the improvement of El Camino Real, and read a_proposed-resolution requesting the Division of Highways to improve El Camino'Real within the city'liniits bywidening' the highway to provide for six traffic' lanes, .two parking lanes, . center dividingislands, curbs, gutters, storm drainage, appropriate lighting and other concornitant improvements; . . -said proposed: resolution proclaiming the willingness of the City to participate financially by assessment district financing and City contribution in the improve- ment of tbe highway in those instances where such financial participation is the responsibility of the City. The City Manager recommended passage of the resolution immediately if the Council i st interested" in. having El :Cammno Real improved and getting the project placed on the ;etate'ss: high priority. list: He pointed out that it would be at least three years oeforeactual;'construction work would be commenced. He advised that this is an opportunity to widen and improve El Camino Real, which is -important for the:handling Of traffic, and which would enhance the appearance of the ;highway, thug .being of: great benefit to the property fronting on the highway as well as to the City as a Whole. Resolution No. 3031 'entitled "A .Resolution of the Council of the City of Palo Alto urging the Division of Highways, Department of Public Works, State of California, to improve portions of El Camno Real and expressing the City's willingness' to participate financially in the improvement of the Highway",; was introduced and a motion was'made by. Navis, seconded by Cresap, that the resolution be adopted.` During :the.ensuing discussion it=.Was pointed out that the major portion of the financial .participation by the:City would be arranged through assessment 1 district proceeding's, :and it:was noted that the City and the School District ,each own a large, amount .of:'frontage for which they would.be assessed. The City !Manager ,adVised that Stanford IUniversity, which' owns a large amount ' highway frontage, has 'indicated- a `willingness to consider the project. He noted -that where ,sidewalks are not warranted, such as adjacent to the Stanford campus. 'there Would be no intention of including them in the project. Councilwoman. Corcoran raised a;question .on property lines, asking if any, buildings .would have to: be =moved wihe:n,the highway is widened, and "who would" be" responsible _for this phase of the project,. The City Manager replied, that this would be "the.State':s responsibility, but in discussing the matter with the State officials, it was the opinion thatthe widening would have very little" effect on existing buildings` The resolution was then adopted -ti , unanimous vote on roll call.: Counci: weman Corcoran pointed; out at this time that it would be' .im- portant to eatabliah new setback lines if necessary to prevent further building on the highway which=.might'affect the Sand needed for widening. Synchronization • Councilman- Evans remarked that he had noticed an article in the paper .recently concerning a .suggestion for synchronization of traffic signals on the highway in the cities on the Peninsula, and asked if anything has been done in this regard. The City Manager stated that the City of Palo Alto has not been contacted about the matter. The Mayor suggested that this proposal for traffic signal synchroni- zation might betaken up with the Inter -City Council and with the Peninsula Division of the Lague of California Cities for discussion: andconsideration by these organizations. He asked the City Manager to look into the matter: Report'. of Citizens' .Committee to Study Downtown Palo Alto The final report of the- Citizens' Committee to Study Downtown Palo Alto Problems, which was appointed by the Mayor on February 28, 1958, was' submitted. Councilman Byxbee, ..Chairman of the 'Commi'ttee, ; commented on the •• report, copies of which,were- previously sent to Council's members. He called attention to highlight8 of the report, including the recommendation for :a cornprehensive`'economic- Study by qualified professionals to determine the futur clevelopn ent'of Downtown Palo Alto. ` In this connection he advised that member of the Citizens' Committee would meet with members of the new organization, Downtown Palo Alto, Inc. , to consider meansof incorporating the, evaluation of results: of the -economic- study. -'with the evaluation of results of:the parking meter rnaratoriun2 to;:be held -next spring.` 1'rlr: Byxbee commented on the portion of the report relative to • cultural and recreational -needs. in, Downtown Palo Alto, xncluding the recom- mendation for a new, .:> modern anal adequatedowntown library to be' built. in the future, with recreational facilities in cor.junction with such a building. The report also suggested that; a special study be made to determine the feasibility of a Civic -Center and`auditoriurn for the downtown area. Thefollowi.ng. suggestions were . made by Councilman. Water -Service to Los Altos Sewage _ Treatment Plant A report was received from. Committee No. 1 recommending approval of .the request of'the,City of Los Altos that the City of Palo Alto furnish water service: to the Los Altos sewage treatment plant on San Antonio Road easterly of the Bays hore Righvvaay. The committee recommended that when the City has • completed.: the installation of the Fabian Way water line, a water connection for the Los Altos sewage treatment: plant be provided on the easterly side of the Bayshore Freeway without charge for the installation; in return., the City of Los Altos will deed to the City of Palo Alto a strip of land owned by the City of Los Altos including: a; portion of the levee around the flood basin and a portion of the creek bed of Adobe Creek, as per description to be submitted by the City" Manager. The City Manager presented additional information on the proposal, indicating on a map the area to be deeded to the City. He advised that the City of Los Altos will pay the outside rates for this water service. On motion of.
