HomeMy WebLinkAboutRESO 4406• � ORIGINAL la RESOLUTION NO. 4406 RESOLUTION OF fiHE- COUNCIL OF THE CITY OF PALO ALTO MAKING CERTAIN CHANGES IN THE DUTIES, POWERS, ORGANIZAT/ON AND PROCEDURES OF THE YOUTH ADVISORY COUNCIL, AND REPEALING RESOLUTION NO. 4334 WHEREAS, on February 24, 1970, the Council established a Youth Advisory Council by Resolution No. 4334; and WHEREAS, it is desirable to provide for certain changes in the duties, powers, organization and procedures of the Youth Advisory Council, and to consolidate all of the - same in one resolution; NOW, THEREFORE, the Council of th':City of Palo Alto does RESOLVE as follows: SECTION 1. Powers ar.i Duties. The Youth Advisory Council created by Resolution No. 4334 is continued as an advisory body to the City Council on the needs and interests of the youth of the community and may make recommendations to the City Council under Reports of Committees on the City Council Agenda. It shall study, research and make recommendations on subjects referred to it by the City Council. It shall annually prepare a report on its work and present the same to the City Council. SECTION 2. Membership. The Youth Advisory Council shall be composed of three high school students from each public high school attendance area, and one junior high school student from each public junior high school attendance area as shown by the latest records,1 the Palo Alto Unified School District, who are residents of the City of Palo Alto. The term of members shall be one year. Members shall be alected by procedures as agreed between the Youth Advisory Council, the City Manager and the Pala Alto Unified 5 col District. ainitrzaek u�' .1 • SECTION 3. Officers. The Youth Advisory Council shall elect one of its members chairman and another member vice-chairman, who shall hold office for one year or until a successor is elected. A liaison from the City staff shall be appointed by the City Manager to place Youth Advisory Council recommendations on the City Council agenda, to provide the Youth Advisory Council with educational and informational material concerning the City, and to work with the Youth Advisory Council in preparing its agenda. No official correspondence of Youth Advisory Council shall be sent without consultation with the City staff liaison as to form and content. SECTION 4. Procedures. (a) Quorum; seven votes for action. Seven members of the Youth Advisory Council shall constitute a quorum. Any action of the Youth Advisory -Council, except adjournment for lack of a quorum, shall be by the affirmative vote of seven members. (b) Meetinye. All regular meetings, special meetings and work or study sessions of the Youth Advisory Council and of its appointed task forces, if any, shall be open to the public. The Youth Advisory Council shall hold a regular meeting at least once each calendar month.. (c) Failure to attend meetings. Whenever a saber of the Youth Advisory Council has missedthreeconsecutive regular meetings, the question of his continuation in: office shall be placed upon: the agenda for the next regular meeting of the Youth Advisory Council. In the event that, after hearing, the Youth Advisory Council finds that the member's absence was inexcusable, he may be removed from office. (d) Adoption of rules. Procedural rules and meeting rules not inconsistent with this resolution or the City Charter may be adopted by the Youth Advisory Council. -2- . SECTION 5. Ocancies. The chairman all fill any vacuicies on the Youth Advisory Council by appointment of qualified persons, giving primary consideration to those persons who ran unsuccessfully for the position in the most recent election. Each appointment shall be confirmed by the Youth Advisory Council. SECTION 6. Resolution No. 4334 is hereby repealed.
