The C:ouncil<of the City. of Palo Alto met in. regularsession on this
date' at 7:30 .P M.', with: Mayor Porter presiding. Roll call aye follows:

The minutes of the: meeting of _`July 28, 1958, were approved as
Hospital t
The :Council., at its last: meeting had deferred action on the appoint
ment of a member to the Board of Directors of the Palo Alto -Stanford Hospital
Center to All the vacancy caused by the resignation of Paul Huston, for the term
ending June 30, "1.959
The Mayor nominated. Clifford H. Simpson for appointment to the
Board and on rriotion of Byxbee and Rodgers., the appointment was approved.
The Mayor called".attention to the present disruption of bus service
of the Peninsula Transit. Lines and -to the need for adequate bus transportation
in this .area,. and>stated that he had received a large number of letters and
telephone calls from people who are dependent on buses for transportation, aslanig
the City to take steps to have bus service resumed. A letter was also received
from":the DoWrntown•Palo"Alto. Association urging the Council to take immediate
• action toward restoring bus transportation to the downtown Palo Alto area.
The Mayor reported that the bus transportation problem has been
• under consideration for a year or more; that: it is a complex problem as other
cities anclareas; are involved. He advised that he had sent a telegram today to
the Peninsula Transit Lines and::' to the Amalgamated Association of Street,
Electric Railway -and Motor Coach Employees, urging them to resolve their
current differences in order that bus service may be restored immediately on a
temporary basis for a period of at :least 120 days, to allow the City of Palo Alto
and representatives of other cities and areas concerned to undertake a study to
determine how adequate publicstransportation can best be provided, and what
role the municipalities and other agencies within the existing service area are
to. assume.
The Mayor suggested -that the Council take some constructive action
• in order to restore bus service and provide an adequate public transportation
system.
On motion of Byxbee and Marshall, Committee No. 3 and the City
• Manager' were instructed to undertake, upon a priority basis, an investigation
of possible methods ;to insure adequate public transportation, such study to
involve a thorough: analysis of existing private companies which might be'able
toserve the. City and the adjacent area and the possible. creation of a' transit
district,..tax-supported, to "provide .this iecessary public;::.service. _.
It was moved by Rodgers, seconded and carried by unanimous roll
call vote that the Council adopt a resolution urging the management and the.
employees, of the':Peninsula"Transit Lines to get together and resume operations
•
of the bus .service for at least ;12.0_ days while the study is being carried "on.
-1sfrr. Worth Prints, :manager of the Peninsula Transit Linea-, told the
Coimeil that thcy.had;received a call from the union this- afternoon; that they are
continuing negotiations and believe that they will be able to work out an agreement
and. -will do their bestto resume: service.
Weed Abatement,
This was the tune and place setfor a hearing of protests to the
report and assessments' for weed abatement. The hearing was `declared open.
Mr. Alexander Thain, 4146 El Certain Real, addressed the Council
protesting the xreed abatexent procedure and the assessment against his
property..; There being no others who wished to speak on the matter, the
hearing -was closed.
Resolution No 3024, confirming the City Engineer's report and,
aasessment list for weed abatement, was introduced, and on motion., duly made
and seconded, was adopted by .unanimous vote on roll call.
Traffic Study
A notice' was received from the Clerk of the Board of Supervisors
of Santa Clara County concerning a meeting to be held in the Supervisors'
Chambers in San Jose on August 14, 1958, at 7:30 P. M. to discuss the pre-
liminary report previously submitted by De Leuw, Cather and Company on
freeways and expressways.
Annexation Requests
Petitions . were receivedfrom property, owners and residents of
certain unincorporated areas requesting' the Council to cozrnnence proceedings
to annex these areas to the City, including.Green Acres, Green Acres No. 2,
Palo: Alto Orchards, Tract loo ;.1003, Camelot Gardens, Maybelle Gardens and
L'Hermitte Subdivision In addition to the original; petition which contained
211 signatures Mr.- John Gil 4173 Hubbartt'Drive, presented petitions with
82 additional signatures, and :Mr. Gilbert. Gass,. 639 Arastradero Road,
presented a petition with 112 signatures, making a total, of 405 signatures.
In addition, a separate Petition with 58: signatures had been sub-
mitted by the property owners'"and residents of Palo' Alto Orchards requesting
annexation to the City..
A map showing:, the general area proposed for annexation was
presented. The, City,; Manager advised that it is the 'recoxninendation of the
staff that the necessar.y eed'proc tga be started to allow the; proponents of the
•annexation`;to circulate.format petitions and hold an election in the area to
determine whether the areashould be annexed to the City He stated during the

dtacussion. that in general, many: of the': streets in' -the erea'.rneet city standards
and that there shouldb,e no great: problem in connection; with utilities.
On motion, of Mi_tchell and:Navia, and by unanimous vote on roll call,;.
the City Manager and: staff were authorized to proceed to draw lap the necessary

The Assistant City Manager reported that Dr:: Jazxae°s Newell,
representing the /Medical Plaza being constructed :at. Pasteur Drive and Welch
Road, had contacted the City Manager's office and requested permission to
' address the Connca.1 relative- to the -size of the sign or directory which -they-wish
to erect near the entrance to the Medical Plaza where a large, number of doctors
will have their,offices..

he motion as amended was then carried.
In regard to a study to evaluate the results of the moratorium,
;Mr. Thoits " stated that the merchants arewilling to help by providing information
and making :surveys:along; the 'street and by.fernishing• sales tax figures in
comparison with former periods, but they feel that the City should contribute
something toward the work and expense involved.
The.M,ayor advised that he would ask the ;Citizens' Committee to
Study Downtawm., Probie'rns-to look into this matter with the City staff and
determine how theevaluation study should be undertaken and its cost. It was
pointed out that neither parking meter revenue nor taxes can be used to pay for
the study.
At ;the suggestio.n of :the City Manager, the Council directed thatwhen

A report was received from they Planning. Commission recommending
that the decision;>of the Zoning Administrator be upheld in.: granting a use pert nit
to Lockheed Aircraft Corporation. to `allow location of a parkinglot on a portion
of Stanford Industrial Park, Zone District >O -A, but that the conditions of the
use permit be modified to'�read as follows.
(a)``That a, 7 -foot` redwood fence be installed., not less than`50--feet
from the adjacent private property. Lines.
(b) That a`dense screen planting be installed, .maintained and
replaced as', necessary adjacent to. this fence but on the side away
from the parking lot, ;said planting to consist of conical trees
s nular to those.; along California Avenue between Newell and
Middlefield Roads, to be- placed on 20 -foot centers and to have a
height of • 8 feet :at the time of installation:

After discussion, it was moved by Nevis, seconded and'carried,
that the recommendations`,of the Planning Commission be adopted, with the
modification that;: the-beigbt of the,fe:nce-to'-be installed be reduced. from. 7 feet
to o feet, and 'that the.;conddition regarding planting be changed to substitute
"appropriate planting" for -the 8 -foot conical trees as recommended by the
Camnmission.
(The Council took a recesa at: this time,: 9:10 P. M., and reconvened
at 9:20 M.
(Councilman Rcippenthal left at :this time and was absent for the rest
of, the meeting. Councilman Bishopalso left and was absent foi

Councilman Woodward, Chairman of.Committee No, 1, . reported
that the comnuttee had considered the matter but did not make, a formal recom
emendation; however, it; was.`. their„ixiformal opinion .that the -Council approve.'the

California` Avenue,. Area DevelopinentAssoci,ation. at the:,rnee.ting of Comrxuttee
The smaller area to be'affected encompasses: the property bounded by
El 'Caxruno :R.eal, 'Page. Mill Road,.:the Souther Pacific Railroad and a line:
approaarnately, half way between College .and.Cannbridge Avenues.
The. CityAttorney presented proposed ordinances in both. emergency
,'and:non-emergency form, suspending the -,issuance Of building permits in:the
California=Avenue Developrrient Area for.":1Z®-days, excepting permits for any
` use_norxnally permitted in'an R-1 District, normal maintenance and repair
including .reroofing, '<and also excepting permits for which application had been

A xnotion,was Made by "Mitchell, seconded by Woodward, that th
ordinance be adopted as an emergency ordinance.
Rev. A. V. Harris, pastor. of the Jerusalem Baptist Church,
addressed the Council, stating .that church members would like to study the plans
so they would know what the association has in mind.
It was brought out in the discussion that the plans being prepared by
a consultant for the California Avenue Area Development Association will be
presented. when they are completed, to the Planning, Commission and the
Council, and interested property ownerswill be given a chance to see the plans
and discuss them..
Mr. Mike :taoltck, President of the California Avenue Area Develop-
ment `Association, told the:::+ Councilthat a meeting is to be held tomorrow
evening, August.12the at the Jerusalem :Baptist Church, to which a number of
churches: and organizations `in the area have been invited, for the purpose of
reviewing the ::proposal;.
.Mr. Nor nan••Roward, attorney for some of the property owners
affected, asked that the ordinance be not considered as an emergency 'measure.
After more ;discussion, :: the ordinance (Ordinance No. 1801) sus-
pending the iseuance:of-building permits in the California Avenue Development
Area for a period of 120 days: was adopted as an emergency ordinance by
unanimous vote of all Counci1 members present.

'Application for Zone Change (Grebmeier)
The application of the Grebmeier Manufacturing Company for:the
'rezoning -of -their property on the southwesterly side of Middlefield. Road near

Planning Commission for denial, had been continued from previous meetings

for further consideration. Chairman Arbuckle of the Planning Commission advis d

Chairman Arbuckle -of the Planning :Comnni.ssion advised that the
• Commission had recommended the change when they recommended a 7 -foot fence
as a condition of the Lockheed use permit;. but -in view of the Council'saction
• requiring only a 6 -foot fence, there is nonecessity of changing the ordinance at
thin time. On motion of Navis, duly seconded, the proposed ordinance amending
Article 17 was tabled.
