HomeMy WebLinkAboutRESO 4402WJML:KIJ:k 11/10/70 50 ORIGINAL RESOLUTION NO. 4402 A RESOLUTION OF PRELIMINARY APPROVAL OF ENGINEER'S REPORT UNIVERSITY AVENUE DISTRICT STREET LIGHTING PROJECT NO. 70-94 ASSESSMENT DISTRICT RESOLVED, by the Council of the City of Palo Alto, California, that WHEREAS, on the 19th day of October, 1970, said Council did adopt its Resolution No. 4387, A Resolution of Preliminary Determina- tion and of Intention to acquire and construct improvements in said City, and did refer the proposed acquisitions and improvements to the City Engineer, he being the officer having charge and control of the acquisitions and construction of public improvements in and for said City of the kind described therein and being a competent person em- ployed by said City for that purpose, and did therein direct said City Engineer to make and file with the City Clerk of said City a re- port in writing all as therein more particularly described, under and pursuant to the Palo Alto Municipal Code; WHEREAS, said City Engineer has made and filed with the City Clerk of said City a report in writing as called for in said Resolution of Preliminary Determination and of Intention, and under and pursuant to said Code, which report has been presented to this Council for consideration; and WHEREAS, said Council has duly considered said report and eaen and every part thereof, and finds that each and every part of said report is 'sufficient, and that said report, nor any part thereof re- quires or should be modified in any respect; NOW, THEREFORE, IT IS ORDERED, as follows: 1. That the plans and specifications for the proposed improve- ments to be made, contained in said report, be, and they are hereby, preliminarily approved and confirmed. :.4 2. That the Engineer's estimate of the itemized and total costs and expenses of said acquisitions and improvements and of the incidental expenses in connection therewith, contained in said report, H� and each of them arc hereby, preliminarily A d L ll\. each li of I. {jl CZ1 .l6£Gi V', approved Q11V confirmed. 3. That the diagram showing the assessment district referred to and described in said Resolution of Preliminary Determination and of Intention and also the boundaries and dimensions of the respective subdivisions of land within said assessment district as the same existed at the time of the passage of said Resolution of Preliminary Determination and of Intention, each of which subdivisions have been given a separate number upon said diagram, as contained in said report, be, and it is hereby, preliminarily approved and confirmed. 4. That the proposed assessments upon the several subdivisions of land in said assessment district in proportion to the estimated benefits to be received by such subd vis5^ns; respectively, from said acquisitions and improvements, and of the incidental expenses thereof, as contained in said report, be, and they are hereby, preliminarily approved and confirmed. 5. WITBECK CITY ENGINEER NOVEMBER 12, 1970 Department of Public Works HONORABLE CITY COUNCIL Palo Alto, California University Avenue District, Street Lighting Project No. 70-94 Members of the Council: The following information and attachments comprise the Engineer's Report directed by City Council Resolution No. 4387, "A Resolution of Preliminary Determination and of Intention to Acquire and Construct Improveme;its. " 1. Descriptive Plans and Specifications Attached is Fw1+ybit A entitled "Street Lighting, Downtown Palo Alto Improvement Project" showing the proposed locations of the electroliers recommended for the project. As a part of this project, the existing high -voltage series system will be replaced with a new 120/240 -volt multiple system. AU new street light- ing will be in accordance with the City's Standards. The aluminum poles will be 30 feet in height and have a 4 -foot naastarm, 700 -watt mercury vapor luminaire, and shoe bases. Each pole will also have a festoon electrical outlet (115 -volt, 12 -ampere) Located near the top. All streets except University Avenue will have electroliers installed approximately 80 feet apart in a staggered arrangement. The poles on University Avenue will be directly opposite each other to provide the advantage of being able to hang decorations between the poles. Four electroliers will be located at each intersection on University Avenue and two electroliers will be located opposite each other at midblock. A total of 211 electro- liers is required`,to complete the project. The proposed design will provide an average maintaiAed illumination of 4.0 footcandles down the center of University Avenue, 3. 5 footcandles down the center of all other streets, and 4 to 7 footcandles in intersections. The present illumination averages 1.5 footcandles. In the event the University Avenue District Beautification Project No. 70-95 is approved, the description of the improvements set forth above shall be modified to conform to the improvements proposed to be included in that project. Assessment Formula Assessments will be made in accordance with Bond Plan 13, Section 13.16. 110 of the Palo Alto Municipal Code. Assessments against individual parcels within the District will be coinpt'ted on the basis of the street frontage of the individual. parcel. For corner parcels, front- age will be calculated to 'che intersection of projected tangents of the parcel's property lines. Estimated assessment rates are computed by dividing the estimated total assessment for each portion of the District by the total frontage in that portion, as follows: A.
