RESOLUTION NO. 4398
A RESOLUTION OF PRELIMINARY APPROVAL OF ENGINEER'S REPORT
UNIVERSITY AVENUE DISTRICT
BEAUTIFICATION PROJECT NO. 70-95
ASSESSMENT DISTRICT
RESOLVED, by the Council of the City of Palo Alto, California,
that
WHEREAS, on the 19th day of October, 1970, said Council did adopt.
its Resolution No. 4386, A Resolution of Preliminary Determination and
of Intention to acquire and construct improvements in said City, and
did refer the proposed acquisitions and improvements to the City En-
gineer, he being the officer having charge and control of the acquisi-
tions and construction of public improvements in and for said City
of the kind described therein and being a competent person employed
by said City for that purpose, and did therein direct said City En-
gineer to make and file with the City Clerk of said City, a report in
writing all as therein more particularly described, under and pursuant
to the Palo Alto Municipal Code;
WHEREAS, said City Engineer has made and filed with the City
Clerk of said City a report in writing as called for in said Resolu-
tion of Preliminary Determination and of Intention and under and
pursuant to said Code, which report has been presented to this Council
for consideration;
WHEREAS, said Council has duly considered said report and each
and every part thereof, and finds that each and every part of said
report is sufficient, and that said report, nor any part thereof
requires or should be modified in any respect;
NOW, THEREFORE, IT IC ORDERED, as follows:
1. That the plans and specifications for the proposed improve-
ments to be made, contained in said report, be, and they are hereby,
preliminarily approved and confirmed.

2. That the Engineer's estimate of the itemized and total costs
and expenses of said acquisitions and improvements and of the inciden-
tal expenses in connection therewith, contained in said report, be, and
each of them are hereby preliminarily approved and confirmed.
3. That said report shall stand as the Engineer's report for the
purposes of all subsequent proceedings had pursuant to said Resolution
of Preliminary Determination and of IntenLion.

Universit Avenue District Beautification Project No. 70-95
Members of the Council:
The following information and attachments comprise the Engineer's. Report
directed by City Council Resolution No. 4386, "A Resolution of Preliminary
Determination and of Intention to Acquire and Construct Improvements and to
Form the University Avenue District Beautification )ri,intenance District. "
1. Descriptive Plans and Specifications
Attached as Exhibit A are a reap indicating the approximate location of
major beautification elements and sketches depicting some distinctive
featured of the project.
The work will include planting trees in sidewalk areas, constructing a
planted median in University Avenue, and providing raised planters,
benches and special sidewalk surfaces adjacent to existing curbs at
street intersections and other appropriate locations.
In the event that University Avenue District Street Lighting Project
No. 70-94 is approved, funds from that project will be combined with a
portion of the funds from this Project No. 70-95 to provide ornamental
street lighting luminaires and the repetitive use of a distinctive structure
capable of incorporating street lights, traffic signals, street signs,
drinking fountains, waste containers and other decorative and utilitarian
street furniture.
2. Estimate of Cost
The estimated total cost of the beautification project is $975, 000, includ-
ing design fees, contract administration, inspection and contingencies.
The City will contribute toward the costs and expenses of the improve-
ments the amount of $531, 650, representing the value of City land sold
under the proposed "Agreement for Accomplishment of the Bryant Street
Project". The City will receive $640, 000 under the Agreement from
which amount will be deducted $108, 350 for the present assessment
district parking lot, leaving a balance of $531, 650.

Bonds will be issued and assessments will be made under Bond Plan D.
The propsed bond issue is estimated as follows:
