RESOLUTION or THE COUNCIL OF THE CITY OF PALO ALTO
CALLING A SPECIAL REFERENDUM ELECTION FOR January
26�, 1971 AND REQUESTING THE BOARD OF SUPERVISORS
OF THE COUNTY OF SANTA CLARA TO PERMIT THE REGISTRAR
OF VOTERS TO ASSIST THE CITY CLERK 114 THE CONDUCT OF
SAID ELECTION (THE BRYANT STREET PROJECT)
The Council of the City of Palo Alto does RESOLVE as follows:
SECTION 1. The Council does, by its own motion, pursuant to
the second paragraph of Section 3 of Article VI of the City Charter, -
hereby submit to the qualified electors of the City of Palo Alto
the question of whether the Bryant Street Project, as hereinafter
defined, and the zoning and agreement therefor, shall be approved.
SECTION 2. A special election is hereby called to be held
in the City of Palo Alto on January 26 , 1971, at which
election the fcalowing proposition shall be submitted to the
electorate of said city:
Proposition No. 1
Shall the Bryant Street Project, as defined in
Resolution No. 4390 calling the electionat which
this proposition 15 submitted, and Ordinance No. 2589
changing the swing therefor. both adopted Noverr
1970, be approved, and shall the proposed agreement for
the accomplishment of the Bryant Street Project. as
identified in said Resolution No. 4390 calling said
election be executed by the City aloAlto?

SECTION 3. The Bryant Street Project is defined as the project
described and set forth in the "Agreement 'for Accomplishment of the
Bryant Street Project* dated Noveanber 9 , 1970, by and among the
University Park Development Corporation, the City of Palo Alto, and
the City of Palo Alto Parking Authority; oa file in the office of
the City Clerk.
SECTION 4. 5rdi:Zance No. 2589 changing the zoning for the
Bryant Street Project, referred to in said proposition, is entitled

"Ordinance of the Council of the City of Palo Alto Amending
Section 18.08.040 of the Palo Alto Municipal Code to Change the
Zoning. of Certain Property in the Vicinity of University Avenue,
Ramona Street, Lytton Avenue and Florence Street, from P -F and
C-2 to P --C Subject to Conditions", and was duly adopted by the
Council on November 9, 1970.
SECTION 5 ?,pproval of the proposition set forth in Section 2
hereof by a'majoiity vote of the electors of the City shall con-
stitute approval hind acceptance by the City of an "Agreement for
Accomplishment of the Bryant Street Project" by and among the City,
the City of Palo Alto Parking Authority, and the University Park.
Development Corporation, a California corporation formed by
Cornish a Carey to implement the Bryant Street Project, dated
November 9 , 1970, a copy of which is on file in the office of
the City Clerk,, and th3 Mayor is authorized to execute said agree-
ment on behalf,of the City and the Parking Authority immediately
upon the canvass of the returns and declaration of the results of
said election, if said election -carries. The results of said
election shall be binding on the Council. The Council proposes to
implement the Bryant. Street Project and execute the agreement
identified in Section 5 hereof if approved by a majority vote of
the electors of the City at said election.
SECTION 6. The City clerk is herby directed to cause notice
of said special election to be published once in the PALO ALTO
TIMES, a newspaper of general circulation within the City of
Palo Alto, and all editions thereof during the day of publication,
said notice to be published in said newspaper not earlier than the
75th day nor later than the 54th day before said election.
SECTION 7. The City Clark shall publish all 'such other
notices and do all such other things as may be required to submit
said proposition to said electors at said election.
SECTION 8. Pursuant to Section 22003 of the Elections Code
of the State of California, the Council of the City of Palo Alto

hereby requests the Board of Supervisors of Santa Clara County
to permit the Registrar of Voters to render services to the City
of Palo Alto relating to the conduct of said election. The services
shall be of the type normally performed by the Registrar of Voters
in assisting the clerks of municipalities in the conduct of special
elections, including but not limited to checking registrations,
printing and mailing sample ballots, ballots and arguments, hiring
election officers and arranging for polling places, and providing
and distributing election supplies.
SECTION 9. Subject to approval of the Board of Supervisors
of Santa Clara County of the foregoing request, the City Clerk is.
hereby authorized to hire the services of the Registrar of Voters
of the County of Santa Clara to aid in the conduct of said special
election, and the City Controller is authorized and directed to
pay the cost of said services provided that no payment shall be
made for'services which the Registrar of Voters is otherwise re-
quired by law to perform.
SECTION 10. The City Clerk is directed to submit a certified
copy of this resolution to the Board of Supervisors of the County
of Santa Clara and to the Registrar of Voters of the County of
Santa Clara.
