The minutes of .the meeting of April 14, 1958, were approved as distributed`. Project District off --scree This was the time_ set tor;a : hearing on proposed changes and modifications to'Projeet.,55-'5 in connection with the acquisition of additional parcela for.off-street parking purposes. ; As action on, this Witter requiredtwelvetwelve votes and only eleven. Courcil members were present at this 'time, = consideration was deferred. Later during the meeting, when it appeared that no other, Council members would te'present, itwas moved by Marshall, seconded and carried;`that the hearing and all matters in connection with the project be =continued to the next regular meeting of the Council on May 12, 1958, at 7:30 P.M. Jun-ipero Serra ' Freeway A notice was received of a public hearing to be held -by the .California ' Highway Commission on the routing of the proposed Junipero Serra Freeway in Santa Clara County, on May 7, 1958, at 10:00. A.M. in the: auditorium of the Fremont High School in Sunnyvale. o Annexation to Mountain View A notice was received from the County: Boundary ,Commission of the proposed annexation of "Middlefield .#7"..on Rengstorff Avenue to the City of Mo?antain View.` This was flied. Street Lights on Hamilton Avenue, A letter was received from ,Paul Kegley, 654 Gilman`. Street,; concerning`' the need for additional street lights on .Hamilton Avenue between Bryant and Waverley Streets. :The City -Manager read a report from the Chief Electrical Engineer advising that: five: additional lights are to be installed ,on Hamilton Avenue between Bryant and Waverley; that this will bring the ` lighting s;in that block up to :standard.; that the city crew 13 now working on Florence Street and, will be making the installations next on Kipling Street, then on Hamilton Avenue. The Council directed that,a._reply be sent to. Mr. Kegley informing him of the status o,f . the project and the contemplated work. Modification .of Lease with Zack Radio Supply Co. A letter was received from Elliot W. Seymour, attorney for, Zack Radio Supply; Company,;. requesting an adjustment of rental for the „premises at 525`- sigh Street` for the months c,f May and June, - due to the; fact that construction. of the new building to be occupied by the co pang' has been delayed... The City Manager advised that there, is nothing to report' at this time; that it will not be possib=le to give a :progress_ report i at every meeting*. He stated that the Flood Control District has; -: employed engineers and, is going ahead with plans for the work as previously outlined. The Mayor told Mr. Feise that reports will be trade at Council meetings when there is any progress report to make. Letter from NAACP re .Housing Problem A letter was. received from the Palo Alto -Stanford Branch of the National Association for the Advazncemert .of.:Colored People concerning the: problem of :obtaining: adeghate: ;.housing for non- ' Caucasians,'.r•es.u3:ting' from the condemnation of::s number- of sub--- standard houses and the di splacet nt of families occupying: houses which :must:'be. removed because of the -devel'opment.:: of the underpass ansi:other projects;. This' organization, requested the Council to appoint A committee to make" an immediate study ol'; ways and means of :asisis:ting `the displaced families to, find adequate: housing in the ` community. The Association. further .suggested that; as a long-range program to solve • ;the more basie , problem of inadequate lows -priced housing,; `the: areas. "involved ( the Ramona-Charmingarea ands the area: south of California Avenue between El Camino Real and:' the railroad) be planned; in, ;careful, detai=l,. by , the City as a definite. urban renewal project; that an analysis be trade 0±' the number and types ,of familie being displaced, .number and types'; of available rentals' and purchasab4e . housing;.. and• that an: application be made for; Federal financial as-- sistance in• .carrying;;out the planned redevelopment. The:City -Manager reviewed 'the program beingcarried on by the Building Department to correct sub -standard housing, and pointed out that it. 15 the Dsparttnent's responsibility to inspect structures and correcttviolations' of.:the City's code and,. ordinances. This has resulted in the condemnation -and ; :demolition of ;a number of structure in 'various parts of the City. Mrs. Doris Jones, 840 Lincoln Avenue, Chairman of the Rousing "Committee of the NAACP, supplemented the letter with com- ments' on the problem of : the displaced, fentil ee in finding other housing because, of their race, and stated that she ;feels:the' City is obligated to assist these people. She urged the appointment of a committee to study the matter. The Mayor advised, that he feels the questionof finding housing for displaced . fa=milies is a community problem; that there is not much the City can legally do, and that it is not likely the City of. Palo Alto would be granted Federal aidif it were requested; however, he felt that the citizens .of the coanmunity could be relied on to help and the . Council should do everything possible to get citizens to help in working out the problem. It was ` moved by Ruppenthal, seconded by Mrs. Corcoran, and carried that : the: Council participate in a study committee to see if it can 'aelp work.out-t,he- housing problems of people who are being displaced by the deetr.uction of . sub -standard housing and by the development of pro3ects:'necessitating the removal of existing structures. Councilman Bishop ssUggeeted that a'. citizenas:'. committee be% appointedby the `Mayor to :work -,with the NAACP and other -organitati.oni interested in the problem. Press for the use of city --owned property at $-35. Alma Street for the; period from February 1, 1958 to July ` 1., 1958: 0a motion of,Byxbee and: Ruppenthali the lease was approved' and the Mayor. was authorized to sign the lease in behalf of the City,, by- unanimous vote on. roll call; (Hospital Rates Consideration of changes in the hospital rate schedule was deferred at the last meeting .to this date:.' A report was, received from:Committee No. 4 recommending approval of the rate schedule for the Palo Alto Hospital; effective May 1, 1958, as proposed by the Board of Directors of the Palo Alto Stanford :Hospital Center in'= their;. <letter of April' 14, 1958. This schedule , provides : an average rate:. increase in daily bed charges: of Committee No. 4 also recommended that : the 42.50 per day rebate For 21 days per year to : Palo Alto residents, be eliminated during the interim period while the Hospital faces an operating deficit. The Plapning'Officer : reviewed : the plans and advised that the development:. schedule., provides for construction' to begin in approximately: eight -months from the date of approval,; the develop- ment. to be completed. in `, approximatelyfive months. Mr. Gordon Newell, .4115 Mackay' Drive, representing the Fairfield; Home Owners' Association, and: Mr. Lucius . Johnson., x+39 San Antonio Road., presenting- the Greendell Association, spoke in ,opposition to the plan., stating' that the groups they represent object to having an industrial'building adjacent to any residential area:. Mr Ib',il-iiam Y,ove,. ,,attorney for the Grebmeier Manufacturing ;Company, addressed the Council in support of the p1Rn, as 'presented. He advised that the font part of the building will be used for offices and only the rear; portion. w11l. be devoted to an L -M use. . Mr. Love pointed out that none of the residents in the R-1 area immediately adjacent to theGrebme:ier property nave objected to the plan. 'Mr.' Roland Sharpe, member of, the planning Commission, advised that::the. NNo. Green Belts' Councilman, Bishop asked if there- any way in which the SCity can dennd' that green .belts:. be: put in and maintained. Plan represented --by the plot 'plan - and elevations, labeled. P7A.1,' P7A2 and P7A3; - dated April 8, 1958, - subject to the following conditions: Ape.rtment Development Number of Units,., That the number of units in the' apart- raent area be limited to ` a total ,of 210, broken down into 66 studio; 96 one- bedroom, and 48 two -bedroom; or an alternativeminimuTSH nu►bee: of 42 studio apartments, 60 two bedroom, and 108 one -bedroom units. Also exterior signs pertaining to the actual business uses conducted on the premises shall be limited to one per store, not to exceed 5 square feet in area. 9. Uses., That uses be limited to those uses which are appropriate to a general neighborhood shopping facility/ 10. Reciprocal Parking. That prior to the issuance of any use permit, sa'isfactory evidence be presented guaran- teeing unlimited and reciprocal use of parking facili- ties for the proposed new development and the existing market. 'C. General 11. Entrance and Exit. That the physical features of Alma Street shall be removed, replaced, altered or otherwise changed in'accordance with accepted traffic engineering principles and standards as may be necessary to facili- tate traffic flow and safety in relation to ingress and egress from the P -C zoned property. A' plan of such al- terations shall be submitted and approved prior to the issuance of= permit. Also, there shall be no vehicut tar access to Emerson Street or Ramona Street. 12. Traffic Islands and Service Station. That the traffic isla7ds in Alma Street anti the.service station be moved during the initial stages of construction. -13. Development Schedule. That the proposed development schedule Se (a) construction to start not later than 18 months from date; of final approval by the Council, with (b } final construction to commence not later'than 3 years from date of final approval by the Council. The Planning Officer reviewed the proposed development pla , pointing out that the use permit for Shoppers' World had expired ?aft July t-he anni > ;Commission., on its own initiative, had ae6 a `hearing ,o the: +usher an& had been considering plan::: for. the. ,development of the property since lest September. He presented ;sketches and explained':in detail the apartment and commercial de- velopment recommended" and other features of the plans. 320 Mr. Roland' Sharpe member of the Planning Commission, also commented on the recommended plan,'advising that the Commission feels the proposed development is desirable and provides for large .green areas and open-epaoee...He pointed out the advisability of requiring .the eervice.station to be moved to a site nearer the commercial area. Mr. Frank-Criet, attorney for Mr. Alfred Stern, the owner of the property, Addressed the: Council, stating that the owner would., like to have., -250 apartment units instead of being limited to 210 nits as recommended by the Planning -Commission. He stated that the larger number of'units would insure the dwnerts obtaining the necessary financingfor the project. Mr. Criat also advised that the owner feels ths'off-street parking requirement is too stringent, pointing out that the: parking requirement in the R-3 and R-4 districts is a ratio of one parking space for each unit. Mr.,.Crist stated that with the exception. of the limitation on number,of_.units and parking requirement, the conditions .ins recommended are satisfactory. Mr. James:Wagetaff, 3556 Ramona Street, addressed the Council objecting to the' one six -story building proposed, and said that the residents of the area would like to• have a; lesser number of apartment units. Mr, -,,II. J. Sorenson, 3321 Ramona Street, also objected to the number of units and to the height of the buildings, stating that he feels the, height should be limited to three stories and that there should be no more than 140 units. After discuesionl it was moved by Cresap, seconded by Marshall; and carried that the recommendation of the Planning, Commission be adopted. `Resolution No. 2987,, approving the new P -C Development Plain for the Shoppers:' World.area in accordance with the recommenda-, tions and-conditions;set:`forth by thePlanning Commission, was intro duced:and passed by unanimous. vote on roll call. Change of Street Name` Ordinance No, 1793, changing the name of Blmdale Drive to Moreno Avenue, was given second reading, and on motion of Rodgers and Cresap, was adopted by unanimous vote on roll call. Amendment to Setback Ordinance Ordinance No. 1794, amending Ordinance No. 1330, the Setback Ordinance, to provide for lO-foot front yard setbacks on Ruthven Avenue and Palo Alto Avenue between Tasso and Webster Streets, and an 8 -foot side yard setback on Webster Street between Palo Alto Avenue and Ruthven Avenue, was given second reading, and on motion of -.Rodgers and'Cresap, was adopted by unanimous vote on roll call. Amendment to Zoning Ordinance Ordinance No. 1795, amending Section 10.02 of the Zoning Ordinance to add 'Paragra.ph:. (b) (5) "aift and ' Specia"sty Shop", as a permitted use in the C-1 District, was given -second reading, and on motion of Byxbee and Cresap; was adopted by unanimous vote en roll call. Speed Limit on Middlefield Road The City Manager -presented a proposed ordinance amending Section 19.151 of Codified Ordinance No. 5 affecting the speed limit on Middlefield Road, to establish the prima facie speed limit'onthe portion of Middlefield frc,, Loma Verde Avenue to the southerly city limits at 30 riles per hour;. It was explained that a reduction in the speed limit from.35 to 30 miles per hour on this portion of Middlefield Road was .requested. by. the School Department and was recommended for approval:brthe Staff Traffic Committee. A motion was made by Bishop that the ordinance be accepted; ror' first reading...
