r Roll call as follows: City Hall, Palo Alto, California April 14, 1958_ The Council of the City of Palo Alto met in regular session on this date :at 7:30 P.M., with Mayor Porter presiding. The minutes of the meeting of M rah. 2k, 1958, were approved as distributed-.. Secretarial Help for C"itizene' Committee Attention was "called bt Councilman Ruppenthal: to the Council's action at Its last Sleeting. authorizing the employment :ot 'a secretary for the Citizens' Committee to Study Downtown Problems. In: order to clarify this action and provide the necessary funds ,for, the purpose,- it was moved by Ruppenthal, seconded, by Byxbee, and tarried by unanisoua vote on roll' call, that secretarial help for the Citizens'' Committee, up to 5500.00, be approved. (Councilwoman .Corcoran came in at this; time, 7:35 P.M., and was, present for;tho rest of the. meeting.) Flood Control Petition from Greer-Fdewood Area At the request of ;the'Aiyor, the City Y nager, made an orai report on the flood` contro], situation., He reported that two meetings have been held with .rePreiStitatiisiof the Flood Control District, one. on April' 7, '1950-i mbar the ,Manager -Counsel of the District and,. the engineer met with Co ttee Na.`1; the other meeting was held today, when the MOO and the `City: Manager appeared before the Board- er Supervisors sitting -as -the Board of ;Directors of the Santa Clara;:` County Flood °control, Die'trict. The` City . Manager advised: that he. and; the Mayor presented .- requests for the, widening of`,the-channel of San Franciaquito.Creek from. the Bayehore.Highway to the Bay, and for necessary concrete bank- ietproveuents:from t•he Bayshore Highway. -to Newell Road; that these requests;veere'approved by the Board which. instructed the : ' . engineer to:prepare4the necessary plans:and specifications;.and it :ie hoped the work' can be: completed before- the -next rainy season:; The City Manager, reported that: at ,the same time the Board instructed Mr. Currlin,:,-the; ;Manager -Counsel of. the" Flood Control' District., to contact' the:,San Mateo: County -Board of` Supervisors and request" that they. budget funds in the coming year to participate in the':program. The City Manager ;stated that he requested specifically that as `much `of the flood control .funds as possible be spent on the Palo Alto: -side or the creek. Be:_.advi'eed that it is understood that. the Flood Control District will perforce the necessary work to .-clear the channel upstream and remove'trees..wherever deemed necessary He stated that it is hoped that, the:people living along the creek will make their properties available for the improvements,. because a large portion of the creek fro® New®11 Road to the Bayshore Highway is privately owned. Reference"was made to the filing of a petition by resi- dents,of the Greer-Bdgewood area and:environs., asking -that in the event, of en extrele emergency, the levee bo broken voluntarily and the San Francisquito Creek waters be -allowed to flow on to the airport -golf course area. The -City Manager reminded the Council that 'legal= guidances t neoeasary to determine ntr ether such ahtion could be' taken Without incurring, liability on the City and the` Council. The:City ,Manager- advised that, although' the City wee t ,. aware .of `this program, the Plood Control District- waa,_.urged'to spend funds 'available for San Francisquito Creek improvements and `expedite the work; because`. even if - the proposed dam is : approved, :.tit would be years -before the project is coapleted. :. The "`City Manager _reported that the water =has been pumped from the: golf` -course and 'airport,. and that it is planned `to oper the golf' cpursef next Friday, April 18th. The City Manager expressed' appreciation to .all the in- di �r'iduale wind' oa►ganizetions who volunteered their' services during the -recent .emergency 4and helped 'to keep :the situation from becoming more.serioue. lie Stated that the: emergency pointed, up. the: fact that d. coMmmunicatione sya.tem ie .needed. A letter:was read froaa.John Rickey stating that the participation' of: Riekeye s in : furnishing meals for more than six . hundredHeaployees'end volunteers during the emergency, was with their compliments, 'and offering their' services when needed during', any emergency period. .The City, Manager reported that people were. notified ?:n advance of the impending danger of flooding, and that it is the pi'ozraw to otify residents in advance'. when the creek waters reach s certain level --and there is any chance'ot danger. The City Manager made .further comments on,the work planned, for improvements to San'Francisquito Creek, stating that the widening _: of the channel from Beyehore. Highway to the Bay will be- done first, and that after plans are :drawn a concrete lining will be constructed from Bayshore Highway -to Newell Road. He remarked that there- was no problem with Adobe Creek this year as a result of the lining "of that creek. Attention was called to 'the' recommendation of -Committee No. 1 that the Council submit a request to the Board of Supervisors ' thet,Metadero Creek be lined rather than scoured, las presently ;planned, from El Camino Real to the Bayshore Highway.
