Pursuant to the provisions of Section 12 of Ar'-icle III of the Charter of the City of Palo Alto, the Compensation Plan, as set forth in EXHIBIT A attached hereto and made a part hereof, is hereby adopted. SECTION 2. The Compensation Plan shall be administered by the City Manager in accordance with the Merit System Rules and Regulations, provided that the Council shall administer the Compensation Plan for the City Attorney, City Clerk, City Controller and City Manager. SECTION 3. The Compensation Plan shall become effective June 29, 1970 and shall continue in effect until amended or revoked by the Council. SECTION 4. This resolution supersedes Resolution No. 4267 and all amendments thereof. SALARY RANGES A. Classified Schedule The Classified Salary Ranges, expressed as hourly equivalent rates* and approximate monthly salaries, are set forth • in TaLlP A. For purposes of merit salary advancement, the following are the steps and minimum time intervals which shall apply to the Classified Salary Ranges, except as otherwise provided. Steps Intervals A Beginning rate B After 6 months at A step C After 1 year at B step D After 1 year at C step E After 1 year at D step In administering this plan, the City Manager is authorized to make appointments at any of the steps indicated above if in his opinion, it would be necessary to obtain or retain qualified personnel. * Hourly equivalent rate x 80 - 8i -weekly rate. B. Administrative Schedule The Administrative Salary ranges expressed as bi-weekly and approximate monthly minimum and maximum values, are set forth in Table B. The City Manager is authorized to establish salaries at any point within the range. Salaries paid to personnel in either the classified or the administrative ranges shall be administered in accordance with the Compensation Plan, The Merit System Rules and Regulations, and such administrative procedures as may be issued from time to time for purposes of-e4emodotkpeatiast and interpretation by the City Manager. L -HRir/€A rich C. Contingency Cost of Living Adjustment The compensation plan provides for a contingency cost of living adjustment based on the San Francisco Bay Area Consumer Price Index. The contingency adjustment shall be determined by examination of the indictee: for June 1970, and December 1970. Should the index increase -lea,-tt n 2X/during the indicated period, no adjustment will be made to the existing compensation plan. Any adjustments arising out of this contingency will be effective with the pay period which includes January 1, 1971. SECTION 2. SPECIAL COMPENSATION A. Annual Adjustment Annually, each employee who holds a regular full-time appointment in the municipal service on or before July first and continues in suuh status through the first day of the first pay period in December shall on or about December 20 receive, in addition to the salary prescribed herein, a salary adjustment equal to one percent of the employee's current annual salary. Annual adjustments shall be prorated to reflect interrupted service or appointment from January 1 through July 1 of the current year. B. Holidays and Overtime Compensation for overtime and holidays shall be in confor- mance with the Merit Rules and Regulations and Admin*strative Directives issued for the purpose of clarification and interpretation. C. Standby Compensation Employees performing standby duty may be compensated to the maximum rates established below. The City Manager may establish lesser rates as determined by variation in requirements of standby assignments. Department Period Compensation 1. On -call Status: Water -Gas -Sewer Weekdays (4:30 p.m. to 8:00 a.m.) $8.00 Saturday, Sunday and Holidays $12.00 (8:00 a.m. to 8:00 a.m.) 2. Uniform Allowance Employees eligible for uniform allowance in conformance with appropriate administrative directives shall be given additional compensation as follows: Police Personnel Fire Shift Personnel Fire Personnel (non -shift) Animal Shelter Personnel Foothills Park Personnel Parking Monitor $12.50 per month $10.00 per month $12.50 per month $12.50 per month $12.50 per month $12.50 per month E. Police Department Court Appearances Sworn Police personnel appearing in court for the City during off -duty hours, except for positions as may be exempted by the City Manager, shall be paid a minimum of two hours pay at time and one-half, each additional hour shall be at time and one-half. All witness fees received by such personnel shall be turned overto the City of Palo Alto. F. Motorcycle Reimbursement Allowance An allowance of twenty dollars ($20.0D) per bi-weekly pay period shall be paid to eligible police officers who perform two - wheel motorcycle duty as long as they continue in that status. Reserve duty: G. Police Reserves The following compensation shall be paid for Police 1. Police reserves voluntary training: 90c per hour to a maximum of $175.00/year, payable to the City of Palo Alto Police Reserve organization. 2. Police Reserves assigned to regular Police duty: —Pre--rate of Step A of Police Officer's salary range. Houk v ,FAT, H. Night Shift Premium Pay Twenty cents (20c) per hour night shift premium pay shall be paid to all non-public safety employees for regularly scheduled hours worked between 6:00 p.m. and 8:00 a.m. Night shift premium will not be paid for overtime hours. Medical and Dental Insurance In accordance with appropriate contacts and agreements, the City will pay monthly the following amounts on medical and dental insurance premiums for each eligible employee. 1. Employee medical insurance under either New York Life or Kaiser Health Plan. $11.29 2. Dependent unit medical insurance under either plan. $11.62 3. Employee dental insurance under New York Life Plan. $ 3.71 J. Expense Allowance Maypr $150.00 per month Vice Mayor 100.00 per month City Manager 150.00 per month K. Educational Incentive 1. Monetary incentives for educational improvement for specific areas of need shall be in conformance with appropriate administrative directives. Educational incentives for the Police Department be as follows: a. Four quarter units per year ($4.00 per unit additional above) 4 units to a fiscal. year maximum of b. Cash Awards 1. P.O.S.T.
