RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
ENDORSING AN EXPRESSWAY IN THE WILLOW ROAD CORRIDOR
AND REQUESTING THAT THE CALIFORNIA HIGHWAY COMMISSION
REOPEN ROUTE LOCATION STUDIES
WHEREAS, on March 28, 1962 the California Highway Commission
adopted the routing for that portion of Route 84 generally be-
tween the westerly end -of Dumbarton Bridge and Santa Cruz
Avenue; and
WHEREAS, the general configuration and alignment of the
adopted routing have not been acceptable to the Cities of Menlo
Park and Palo Alto; and
WHEREAS, for the past several months, the technical staffs
of Palo Alto, Menlo Park, Santa Clara County, San Mateo County,
and Leland Stanford Junior University have been studying the
feasibility of the expressway concept alimg the Willow Road
corridor ("E" Line) in close liaison with the Division of
Highways; and
WHEREAS, the Willow Road Committee has unanimously endorsed
and recommended the general configuration and alignment of an
expressway for that portion of Route 84 generally located be-
tween -U. S. Route 101 and Interstate Route 280; and
WHEREAS, said expressway will permit the development of
a much needed facility which will enhance traffic movements
for the local jurisdictions involved.
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. It hereby endorses the general configuration and
alignment of an expressway for that portion of Route 84 generally
located between U. S. Route 101 and Interstate Route 280 as
recommended by the Willow Road Committee.

SECTION 2. It hereby requests that the California Highway
Commission reopen route location -studies for Route 84 for the
area generally between Junipero Serra Boulevard, Santa Cruz -
Avenue and the westerly end of Dumbarton Bridge as a road to be
built to expressway standards.
SECTION 3, It hereby requests that the California Highway
Commission authorize such public hearings as may be required to
rescind the adopted freeway route and adopt the Willow Expressway
Route "E" and to review the design features of-tne expressway.
