RESOLUTION NO. 4336
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
REQUESTING THE HONORABLE JOHN VASCONCELLOS, ASSEMBLYMAN
OF DISTRICT NO. 24, TO INTRODUCE LEGISLATION BANNING
THE APPEARANCE OF RACIAL RESTRICTIONS ON RECORDED
DOCUMENTS
WHEREAS, the Human Relations Commission of the City of Palo
Alto has recommended to the Council of the City of Palo Alto a
resolution to request legislation banning the appearance of racial
restrictions on recorded documents, and
WHEREAS, the courts of the State of California and of the
United States have declared such restrictions on property to be
void and unenforceable, and
WHEREAS, the Attorney General of the United States has taken
the position that every effort should be made to ban such restrictions
from recorded documents, and
WHEREAS, many persons, including residents of the City of
Palo Alto, object to the appearance of such restrictions on recorded
documents, and
WHEREAS, many persons are misled as to the validity of such
restrictions by their very appearance on recorded documents, and
WHEREAS, the Honorable John Vasconcellos has offered to intro-
duce -legislation in the Assembly of the State of California banning
the appearance of such restrictions on recorded documents, and
WHEREAS, the very existence of such restrictions is repugnant
to the Constitution of the United States and to the principle of
the equality for all men.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of
Palo Alto accepts the offer of the Honorable John Vasconcellos,
Assemblyman of District No. 24, to introduce legislation banning
racial restrictions from recorded documents and from policies of
title insurance on property.

BE IT FURTHER RESOLVED that the Council of the City of Palo
Alto requests the endorsement and support of such legislation by
Senator Alfred E. Alquist, Assemblyman Earle P. Crandall, Assembly-
man George W. Milias, and all other Senators and Assemblymen of the
State of California.
BE IT FURTHER RESOLVED that the Clerk is directed to send a
copy of this resolution to the Honorable John Masconcellos and also
to Senator Alfred E. Alquist, Assemblyman Earle P. Crandall, and
Assemblyman George W. Milias, and all other State Senators and
Assemblymen of the State of California.
