session on this date at 7 30 P.M., with Mayor Simpson presiding.

The Cournc=il proceeded to ballot for the eloctior 'of 'a
mayor for the fiscal year 1955-1956. Councilmen C.esap;:.and. Navis
were - appointed' tellers . :
On the first ballot . Porter received 11 votes; Cummings
:dodgers, Marshes'1 and Mitchell each received one vote. N'r.
Porter having r:ec,e1've.d.a majority of the votes was declared
elected Mayor for the fiscal year 1955-56 and took the ,cha,i '
Election of Vice' Mayor
A ballot was then .taken for the election of vice mayor
for the fiscal year -1955-56.... ' On the first ballot M.ar^hall re-
ceived $ votes, :Mitche'-1'. 4. votes, ar,d Cummings, Bishopand Davis
each received .cne vote. Mr. Marshall having received the
necessary majority, was declared elected vice mayor for 1955=56:

A communication was receiver from Paul Magill, Chsirm?r
of the Air Pollution Control Committee of the San Francisco Say
Area Council, irviting-the Council to send a representative to a.
meeting of,i the committee to be held or July 14, 1955, at 2:30
P.N.. in the .(olden Emp'! re Room of the Mark Hopkins Hotel.
Re uest for Stop Si ns - Addison and Charming
A ]setter wasreceived from M. Lillian E. Smith, 344
Addison Avenue, requesting the installation of four-way stop signs
at the i.ntersection of Addison Avenue and Charming Avenue. This
was referred tc. Committee No. 2 and the Staff Traffic Committee.
Letter from' B:' B, Woodward, Jr. re Fire Department
A letter was received from 3. B. Woodward, Jr., 368
Bryant Street, criticising actions of the Fire Department in
fighting a fire: which occurred on June 25th in a rouse at the
corner of South Court aril Redwood Circle.
The City` Manager reported. that he had investigated".the
matter and_ was satisfied.with the explanation he had received -from
t'ne Fire Chief .
It was suggested by Councilman Ruppenthal that _M, . 'Wood-
ward be advised. to discuss t:ae question with the Fire Chief and
'Fire :Marshal; and be given an explanation of the situation.
Bads on Relocation of Adobe Creek and Brides
:Areport was mace by the City Manager or, the bids re.-
cei ved. on . Jtdy S, 1955, on,:,the relocation cf Adobe Creek, ,Project
54.5, with :'the, recommendation that the 'ow bid of McGuire & Hester
in the amount, of $';1. 351.;4O' be accepted`. On notion of Cummings
and Byxbee, the recomme-idatior ways adopted and the Mayor was
authorized to execu4,e the contract for this work.
The` City Manager also reported on the bids received o:^.

relocated Adobe Creek' on I 1dd1ef1eld Road, with the recommendation
that the low bid of C1iffcxd Bcdenhamer in the amount of

The City Manager Tread a letter from F. Koenig, Bu i-

the exchange of property between the City and the Scr c'. District

A resolution authorizing the Mayor to execute a deed
conveying this property to the School Distr{ ct was Introduced

Utility Connection Charges
The. City Manager -presented a request from the School
Distr ct 4'nat: theybe exempt ,C_ r ..rn m the payment ,>f correction charge,
for water' and way° service: for the new Cubberley High School.

• Councilman Cummingsopposed the motion, stating that

e plained by t 'e City Manager, that the connection charges will

the school site, .-and that. mar.;y Cities are levying such fees. -It
was further explained by t'he staff that Private companies are not
permitted by: the PubUc. utilities Cor rni;ssion to finance trunk lisle
installations by direct Charges against property Owners.

Proposed Mountain View, Annexation
A• report was --made by -the=--City:Manager on a proposed an-
nexation by the City'of" Mountain View of an area easterly of the
Bayshore riighway,, ,.following. the southeasterly boundary of the City
of Palo. Alto to- the <San. Mateo County line and then following the
San :!Mateo County Iine to -the Alameda County boundary line in San
Frarci'sco: Bay. It was pointed out by' the Catty Manager that the
annexation would cut off access ' to any, deers water in San Francisco
Bay and :blocks off .half; of ,the deep water channel from. the Palo
Alto Yacht, Harbor. t:o :thy center of the Bay. The annexationwould
also: fat 1.Ow. the charnnel of C ar1e',ston Slough and would c xt into
the . Pa.l..o Alto' flood ,basin: At one point. It would include terri-
tory which discharges its water into the Palo Alto flood.' basin,

Mrs. Corcoran stated that she has discussed this matter

Zoning of Embarcadero-wildw.00d Annexation Area - Park Site
A, report was received .from' the Planning Commission ad-
vising that, in the eient the Embarcad,ero-Wi1dwood Annexation ...
completed, the Commission recommends that the area north of the
extension of Charming Avenue be zoned R-1 and that the area betr:een
the frontage road' and: the : ayshore Highway be zoned C-3.

3ente motion recommending acceptance of the map presented by
Mr. Eichler under date of June 8 19'55-, with the .ollow1nq charges
incorporated: (1) that the'depth ` cf Iots on the frontage road be
not less than 112 feet, more if .possible; (2) that 2.5 acres be
set aside for a future school site and' 2 acres to be set :aside for
a ci.ty:1.iark site, s zctii areas to be adjacent to each other, and
(3) that the width cif the .pedestrian walkway from .dgewood Drive

The Planning Officer stated that Mr. Eichler would appre-
ciate confirmation by the`C`ouncil of the recommendations in general
as made by the Planning C,omr13sion. He also advised that since
the Panning Commission' made its report, it has been learned that
the School Board has'decidec not to acquire a school site in the
area.

money in the Dion Fund Is to be spent is already fixed in the
