The minutes of the meeting of May 9, 1955, were apprbved.I
Canvass of:Election Returns
The Council proceeded to canvass the returns., of the
general municipal election held on May 10, 1955, and of the
special bond election held on the same date.
The Vice Mayor appointed a committee of three, Council-
men Badgers, Cummings and 3yxbee, to canvass the votes cast at the !
polls, and another committee of three, composed of Councilman Mar-
shall,`the City Controller and the Assistant to the City Manager
to canvass; the absentee ballots. It was stated for the record
that the City Clerk has filed a certificate indicating that she i
has compared the signatures on the identification envelopes,
which contain the absentee ballots, and the registration affidavits
of the voters, and is satisfied that the signatures on the identi--

and recommended that; the contract be approved by the Council
stating that ,'if . the' contract;is approved now, Mr. Stone' will
be able to begin work -;by June 1st: that he will establish. a
residence and an office ,i+n `' e Palo Alto vicinity. It was ex-
._,plaired that the basic ;fee for the, services specified, in the con-
tract. is 6% The City Manager pointed out that the feels -based;
only on the cost.of this particular project but that the architect
will actually design tae building so that it can be enlarged:.in
the future. .to approximately1000 beds.
After:discus.sion,.a resolution approving the c.ontrac.t
with Edward?'. Stone .,and authorizing its execution by the Mayor,
and City Clerk was in troduced, and -on motion of ?arshall and -
Byxbee, was adopted 'by- unanimous vote on roll call.
Lease -0 <Farm -Land (Grander)
The,:C.ityManager 'submitted a lease with Olive and King
Granger for the leasing of a 101 -acre parcel on the Baylands for
farming .purposes . -The :Couneil was informed that Committee -NO, 3
has. recommended -approval of, the lease.
A resolution approving the lease and authorizing its
execution by the.Mayor and City Clerk was Introduced, and on
motion of Rodgers a.nd Marshall, was adopted by unanimous vote
on roll' ca1l.
Loading Zone on Alma Street
•
The- City .Ma'nager presented• for first reading a,; proposed -
ordinance creating a 3 -minute: loading zone on the west curb of
Alma .Street between the southerly limits of the existing no-
oarking.-zone,south._of Univers ty Avenue and the northerly limits
of the existing ro-naming zone at Forest Avenue.
On , motion or Rodgers and Bishop, the proposed ordinance
was accepted ,for first reading and referred to Committee No. 2.
Amendment to.Piumbing Code
A report was received from Committee No. 1 recommending
the adoptionpf the proposed ordinance amending Section 603 of the
Plumbing Code.
Crdinance No. 1612, amending Sec. 603 of the Plumbing
Code was , given second` reading, and cr motion of C.zmmi ngs and
Bishop, was adopted, by unanimous vote on roll call.

Amendment to Building Code
•,A report was" received from Committee No. 1 *recommending
the adoption `of, a proposed ordinance amendirz Section 17.01 of the
3U Idinr,- Code' to: oe'rn'it` Commercial buildings facing a city street
to have an aaditlonal en.tranice on city -owned parking lots. .
Cr motion Of_Cummings and Mrs. Corcoran, this ordinance
was accepted-for,firat reading.
Amendment to Zonin.'Ordinance (Article 16)

Application for.-Aimendment to P -C District (Marenco)
A report was received front Committee No. 1 advising
that it held an informal heating:wish interested property owners'
oni the application ;of Marco' Marenco .for an amendment to the,..
development: plan of:: the P -C D1.stria't` on the northerly cornerof
Alma Street and San Antonio "Road,, to allow a ,nursery including
retall,:sales. The Coznmittee;reported that it concurred with the
recommendation of the P1anning,Comnission for approval of the ap-
p:lication with tkie understanding that the retail sales faciaities
and any other features wh1ch`might be considered ob,'ectionable
be'located as close as practicable to the westerly side of the
property, and with the further condition that a buffer planting
area of 15 feet in width be maintained along the northeasterly
side of the property, ,
On motion of Cummings and Mrs. Corcoran, the report was
accepted and the application approved in accordance with the re-
commendatlon of Committee No. 1.

Application for Zone Change (McGrathL Lamb and Hansen)
A report -was. submitted by Committee No. 1 advising that
it has held another informal hearing on the application of McGrath,
Lamb and Hansen :for the rezoning of Lots 1-3, Block 221, Tract
No. 241, locate.d-.in the: 2600 block of Middlefield Road, from R-1
`c C -2:S, and again, recommends that the recommendation of the
Planning Commission for denial of the application be upheld.
0r:,..Motion. of Cummings and Rodgers, the recommendation
of the committee was adopted, and the application denied.
A motionwas then made by Mrs. Corcoran, seconded by
Cashel, that the three properties in question be zoned as Planned
Community (P -C). Mrs. Corcoran stated that in her opinion this
type .of zoning would give' protection to the residential character
of the: neighborhood`. and would at., th.e same time give relief to the
properties which: axe,adtacent to -and across the street From com-
mercial zoning
After further. "discussion, it was moved by Mar shall,
secorded.by Rodgers,.and:carried,that the matter be referred back
to the PIann1 ^g:-Commissior,, with the .suggestion that they give
cor_sideratior' to applying "-C zoning to the three "lots owned by`
McGrath,. Lamb and Hansen
A suggestion that consideration be given to providing a'
pedestrian -walkway at the rear of commercial. buildings along
Middlefield road was referred: to the Planning Department for
