The " Council of the City of Palo Alto met 1.n regular

Stop Signs, Waverley and Seale
A• letter' was :received from Mr.. John W. Mitchell, 2021
Waverley-.Street, submitting a petition with 170 signatures re- •
questing the Cotninil- to, make a four-way stop of the intersection
of • :Seale Avenue and Waverley Street, instead of the two-way stops
authorized at -the last Council meeting.
Mr. A.' ,'3..Cathcart addressed the Council on behalf of
the 'petitioners "requesting that the effective date of the ordinance
adopted at'the last meeting establishing stop signs on Seale Avenue
at Waverley Street be suspended 'until the entire problem has been
considered It was pointed out that the ordinance:" could not be
enfo Cede :until the proper -signs:; are erected, and if- consideration
,;:be given toy. establishing` stop? signs on Waverley Street, thus
creating, a..:four-way :stop at this interseo:tion, the installation of
signs Can be deferred;,until, the . effective date of the second ordi-
nance .
,Mr. John Mitchell' submitted a list of signatures to be
added to ;the . petition, and 'stated that all of the signers of a
previous petition for %a• two-way stop had been contacted and . nearly
all of ;them prefer " the,: four-way stop.
;0n motion of Mrs- .. Corcoran and Porter, a proposed ordi-
• nance eetablishing.'etop' signs on Waverley Street at Seale Avenue
was accepted for first reading and : referred to C,oemittee: No. 2.
The motion was by roll call with 13 Ayes, Simpson voting No.

A.letter was received from the American Legion Auxiliary,
Palo Alto Unit No. 375, -calling attention to ,a resolution adopted by the organization on "February 4, 1955, opposing the construction
of ,a new hospital on _a:'site ..near the. proposed Stanford Medical
School instead 'of building an addition to the present hospital,
unless the matter is' submitted to the people for av vote.. The
letter stated that the resolution had been sent to the City Council
before its last meting but was not read to the Council or ack-
nowledged.
Vice:Mayor Porter :pointed out .that the Council had, in
effect, answered the "resolution' by going on record at its last
meeting in: favor of ,submitting the question to the voters on the
• May -l0th'eleetion if. the' Council decides that -a new hospital at
a new location is:the best course to follow. The proposal under.
consideration' was outlined in the report presented to the. Council
on February =loth:
Mrs. Stephanie Casaurang,a member of the American Legion;
Auxiliary,, was present in the audience and asked if Council mem-
;bers had reeeived.and read copies of the resolution. It appeared

original ,had :not, been .received.. The City, Manager presented a copy
of -the resolution .which he: had received, and it was read to the

The°proposed ordinance; prohibiting parking on Lytton Ave
nue between Cowper-�Ztreet and: Webster Street between the hours of
8:00 A. - M. and 6100 except Sundays and : holiday's, ` was pre-
:sented- for, second' reading.
Mr.' Michael. 4abrtele, 573 'Lytton Avenue, objected to ::the
passage "-of this ordinance which would prohibit 'him from parking in
front of his` residence; in the daytime. During. the discussion Awh.ch
followed, the City. P anager : explained that, the Traffic `Committee
regards the parking of cars'_ n this section of .Lytton Avenue as" a
hazard, :sthat<.'a -problem -has=*xisted,there for.:.some time because .of.
the : narrownes;s . ot: that- particular block oP - Lytton Avenue', . particu=
lariy sinee.this street, hap;; been designated gas; a truck route. It
was:'pointed ' out that the;.block between 'Webster Street and Middle-
field Road was, made a "no parking" area some time ago.
On motion'of Rodgers and Drysdale, the matter was . re-
ferred back to: Committee No' 2 for further consideration.
Prohibiting Parkin on- portion: of Alma Street
.Ordinance No..: 159?#,' prohibiting parking'_on:-the east side
of Alma: :Street betweon Oregon Avenue and -:.a point 560 feet south of
Colorado Avenue, ,was' .given -second reading, and on motion of Bishop
and Hanley, was adopted by unanimous vote on roll call.

Taxi Zones and: ;Parking"`Fte„gulat,ions
Ordinance No. 1596, :prohibiting parking on a portion of
Alma Street near. Lytton Avenue, establishing' taxicab zones in the
Southern Pacific ;parking area, and prohibiting left turn from said
area, was given second reading;:; and;,on motion of Marshall and,
Byxbee, was ..adopted by : unanimous 'emote on roll call.
County Participation acht ,.Harbor Development
At the suggestion `of Councilman Byxbee, it was directed
that "a letter be sent: to the ,Board of Supervisors of Santa Clara
County thanking them for participating in the program for the im-
provement of the Palo; Alto Yaeht-:Barbor.
There being no further business, the Council adjourned
