Roll.ca]1..as follows: approved. Annexation of Barron Park Present: Bishop, Byxbee, Cashel, Corcoran, Cummings; Drysdale -,Hanley, Huston, Marshall, Mitchell; Porter, Rodgers, Ruppenthal, Simpson, Wickett.- Absent: None. The minutes of the meeting of December 13, 1954, were A report vas received from the Planning Commission ad - 'rising that it favors the annexation of Barron Park and recom- 'mending::to the Council" that1t allow the matter to proceed in the manner prescribed by law. The City', Manager.requested that the Council defer ac- tion on.the matter -until the next meeting so that the staff may .have` -an opportunity to complete its study of the area. On motion of Porter and be.e., the question was deferred. until' the next meeting of the Council ;on- January" 10 , .1955 Mr.:"Joseph'Harrington, 3860 Magnolia Drive, suggested: that'.`a summation of facts on the proposed annexation be supplied by the City so that the :.interested people in the area will have factual ;information from official sources Mr,Roger Sherman, 975.Roble'Ridge, suggested that the proceedings be postponed until -a complete report- is available, rot only regarding Barron Park itself bat as 'to i.ts - relationship with the new .veterans' hospital'tolliefeontitructed - on Stanford lands . adjacent to the Ea ron Park area - E1 Camino Real Ar:nexati.on No. 1 The'Council proceeded to canvass the returns of",the special•election held -in the., territory designated,as Camino.. Real Annexations No 1" on December 1%&, 195k . Councilman Byxbee and; Hanley were`, appointed;. tellers. The report of the tellers ..showed that the total'vote cast was .61, including, absentee- _ballots•; that 298 votes were" east in favor of the annexation and 163- votes :against. the annexation. Resolution;No.: 2588 declaring results of the canvass of the.returns'or .the...annexation election was' introduced,.and:on motion of`Byxbee and Hanley, was adopted by unanimous vote on roll call ,of all; councilmen present. (Drysdale Was absent during this roll ca11.} Ordinance No. -,1578 approving the annexation:of certain inhabited territory designated as "El Camino Real Annexation No 1" was., introduced,; and on motion of Huston and Hanley, was adopted by unanimous .vote : on roll ;call, Transfer o2" -Funds El Camino Real Annexation No. 1 A ,report. was received from the City Manager recom- mending the following transfers of funds to cover the -immediate needs of the. area just annexed to.the:City in "El Camino -Real Annexation No..: 1" That $7,300..00 be transferred from the unappropriated Reserve to the :Police Department budget, Account 126, as follows: To 126A, Salaries $6,000.00 (3 officers for six months); to 126D, Equipment Renta 1, $1,000.00; and to 126E, $300.00 (uniform allowance for 3 men). ��h urtisr, • 1 1 That`; $2,300.00 bo.,:transferred Prom the unappropriated balance of" the Equipment Find, to Account 901-99, Equipment :Capi.tal,?forpurchase of a radio -equipped .police patrol" .car That the sumi::.of $8,300.00 be made available for; improvements: to the water system in the annexed area,: and . that of this:: amount the Council ap- propriate -`$2,600 00 from the unappropriated balance of the water fund :($2;300.00 to Account 2347 and $300:00 to Account 2348). It was explained that the balance of $5,700::00 can be taken from bud- geted'funds i and: that there is a possibility of. ,:recovering; 1;265.00 in service charges. On .motion`. of ;Mitchell and Mrs. Corcoran, and by unanimous vote on. -roll caU,. the. City Manager's recommends tibne were adopted and the transfers and :appropriations au- thori zed . The'City;;Manager transmitted recommendations from the Staff:Traffi.c Committee.for.the establishment of stop signs' on ...Alma:" Street` "at.'East.. Meadow" Drive,-- on Alma Street at Charles" ton Road, ::an&: -on DiSi Road at`' `El .Cam.ino Way. A`proposed ordinance establishing these stop signs as `recommended wa$ :introduced, and on motion of Mitchell and-:, Hanley,. was accepted"for first reading and referred to Commit- Srex'raan School Ste- -The City Manager reported that the School Board.is- offering the Sherman School. site for sale and has stated that it considers $35,000.00 to be a fair price for the property which is located on -Park Boulevard between Sherman and Grant Avenues. He`:advis.ed that:;'proposals have been made at various. times that the property be used as a parking lot or a potential park site. Yt was.further.pointed out that the land might be needed in connection with a grade separation project. After discussion,:;it, was moved by Wickett, seconded by Mrs. Corcoran, and carried that the City Manager be au- thorized to negotiate ror the acquisition of the Sherman School site, using eminent. domain'proceedings if necessary. The vote - on the motion was14 Ayes, RuOpenthal voting No. During the discussion it Was suggested that the City have the property ap- praised and that'the School Board'be asked to withhold the sale, to`give the City an opportunity to make a decision regarding the purchase.:, Amendments to Building Code Amendments to Sections 1510, 1701, 3206, 3803 and. 4602 of:the'Palo Alto Building Code were proposed and explained by the Building Inspector. 0n :nottion of -Mitchell and Huston, a proposed ordinance providing for these amendments was ac- cepted for first ---reading and referred to Committee No. 1. Funding Code (S'w r,s ) A report was received 'from the Planning Commission re- commending approval of a proposed ordinance amending Sec. 4601 ofthe Palo.=Alto_Building Code regulating construction of signs in residential districts. It was moved - by Ruppenthal, seconded by Cashel, and carried that the. proposed, ordinance be referred to Committee No. 1 without first. reading. It was;;:moved by Drysdale, seconded by Rodgers that the matter be reconsidered. The motion was carried by the fol- lowing vote on roll call: Ayes Bishop, Byxbee, Corcoran, Drysdale, Hanley, Huston, Marshall,' Mitchell, Porter, Rodgers, Simpson, Wackett. Noes: Cashel, 'Cummings, Ruppenthal. On motion of )tttohell and Drysdale, the ordinance was. then, accepted;, for - firs �;. reading. and. referred to Committee -No. 1 for a report, this 'motion,being passed on roll call with 14 Ayes, Cashel Voting No. Change of Street :~Tame A< report wasp received from the Planning Commission recommending= that : the; name of that portion of Diss :Road- between: . Alma Street,andS3 Camino Real, in the El Camino Real Annexation No. 1 area, be changed to':'West Meadow Drive". 0n motion of:Rodgers and Marshall, a proposed ordinance changing this street name as recommended was accepted- for first reading. Plans 54=5.. - Mr -Donald Kennedy, attorney, representing Mr. Murray Rich, .:an interested property owner., . requested that consideration of the matter by the Council be held in abeyance for several weeks to, give the people;in the area time to meet with city officials and : obtain more information... Mr. Kennedy stated that )1r.:Rich felt thatsufficient:infoesmation had not been .furnished to him and other people; in the.area and for this reason they could not deter- mine what effect the :realignment of the creek would have on their property and -whether' or not ' it would be a desirable improvement. A motion was made by Rodgers that the matter be deferred fortwo-weeks. The City Manager called attention, to the meeting. of : Committee No. 1' held on December 21, ;19s4, at which :Mr.. Rich and otter property owners were present, and given an opportunity' to ask questions about the project.: The City Manager; pointed out that.•it is important to have a de- cision on the matter soon because of proposed developments in` the, area. He advised that the property owners were informed that the City expects to acquire the necessary 'nights of way at the appraised value and pay the cost of the entire project,; and that the creek will be fenced. Attention was called to previous action of -the :.Council "=on September 27, 1954,ap- proving plane fOr; the relocation of the creek as proposed in Improvement Plans 54-5, and the -Council was informed that the matter had been referredback to Committee No. 1 and the Council because the estiaated acquisition costs are higher than originally anticipated. Councilman Porter, Chairman of .Committee No. 1, stated that he felt two weeks delay would not matter too much and that he would be "glad to -meet with interested property owners and have the City Engineer present to explain the pro- ject and _furnish additional information. The motionto defer. the matter for two weeks was seconded; by, Byxbee. and carried, and, action was deferred until the .next Council meeting on January 10, 1955.
