RESOLUTION NO. 4257
RESOLUTION OF THE COUNCIL OF THE C/TY OF PALO ALTO
SUPPORTING H.R. 2749 ESTABLISHING A WILDLIFE REFUGE
IN SAN FRANCISCO BAY
WHEREAS, ecological and biological studies have verified
that portions of South San Francisco Bay and its shoreline com-
prise a part of the Pacific Flyway and provide one of the State
of California's most important natural habitats for a great
variety of migratory birds and other forms of fish and wildlife
including several rare and endangered species; and
WHEREAS, competition for urban uses threatens habitats of_
wildlife species throughout the country, and loss of wildlife
habitat in the South San Francisco Bay would seriously endanger
the existence of many species of migratory wildlife in the State
of California; and
WHEREAS, an ad hoc committee known as the South San Francisco
Baylands Planning Conservation and National Wildlife Committee has
undertaken investigation of the waters and shoreline of South San
Francisco Bay in the counties of Alameda, Santa Clara and San Mateo
to determine the merits and possibilities of establishing a
national wildlife refuge, which studies clearly indicate the great
desirability for the establishment of such a refuge; and
WHEREAS, the Federal Bureau of Sport Fisheries and Wildlife
has undertaken final studies with respect to such proposed national
wildlife refuge; and
WHEREAS, the San Francisco Bay Conservation and Development
Commission of the State of California states that high wildlife
values in the South Bay should be protected, and recommends pro-
tection of the seal hauling grounds in the Fremont and South Bay
sloughs for seals and other wildlife, and that consideration of
these areas as a national wildlife refuge by the Department of
the Interior would be consistent with Bay Plan policies; and
WHEREAS, a bill designated H.R. 2749 has been introduced in
the United States Congress to authorize the Secretary of the
Interior to establish a national wildlife refuge in the South
San Francisco Bay Area and to appropriate funds necessary to

establish such refuge; and
WHEREAS, establishment of said wildlife refuge would be com-
patible with previous actions of the electorate and City Council
of the City of Palo Alto in dedicating large portions of the
Palo Alto Baylands for park, playground, recreation and conserva-
tion purposes, which lands are not included in said proposed
wildlife complex; and
WHEREAS, the Council of the City of Palo Alto by its Resolution
No. 4196 has taken a strong position in favor of conservation of
wildlife by declaring the entire City of Palo Alto a wildlife
sanctuary,
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Palo Alto that it hereby strongly supports H.R. 2749 establishing
a national wildlife refuge in the South San Francisco Bay Area as
a means of protecting all wildlife, including rare and endangered
species, through permanent protection of this natural habitat.
BE IT FURTHER RESOLVED that the City Clerk is hereby directed
to send copies of this ,esolution to Congressmen Edwards, Gubser,
McCloskey, Cohelan, Mailliard, Burton and Moss, as well as Senators
Murphy and Cranston.
