89 City Hall, Palo Alto, California, June 28, 1954. The Council of the City of Palo Alto met'in regular session on this date at 7:30 P.M-., with Mayor Marshall pre- siding. Roll'call as follows: -Present: Bishop;: Byxbee, Cashel, Corcoran, Cummings, Drysdale, Hanley, Marshall, Mitchell, Rodgers, Ruppenthal, Wicket. Absent : Huston, Porter, Simpson. The minutes of the meeting of June 14, 1954, were approvedc. Petition tor Annexation (Laning Property) A, petition was _received from Paul Laning for the an- nexation of uninhabited territory of approximately nine acres in the.vicinity of_San'Antonio Road and Middlefield Road, which is contiguous to the portion of Mr. Laning's' oropertyalready in the`city ahmits. On recommendation of the City Manager, and on motion of .Wickett ;and lia:nley,'the matter was held over until the next regular meeting: on' July 12, 195$, so that further study .might be: given to the petition before Council action is taken. South Palo Alto Grade Separation A' communication was received from the South Palo Alto Merchants Division'of:the Palo Alto Chamber of Commerce. recom- mending' that the proposed underpass in the South Palo :Alto area be located at `the; intersection of Oregon -Grant Avenues: and Alma Street.; that�the..underpass'be four lanes in width with adequate approaches to' shopping; and industrial areas, and that,,Grant Avenue :be ,widened.• On--.moteOn ot,.Bishop and Mitchell, the letter.was re- ferred to Committee 7No 1 Gas Tax Funds The City Manager submitted the Memorandum of Agreement withthe State..Division of Highways for the expenditure of gas tax allocation for major city streets for the1955`fiscal year. Visiting Nurse Service ,A.report was: received from Committee No. 3 recommending that the City continue':the visiting nurse service for a period of one year.provided:that a reasonable contract'on'a pro rata basis can be worked --out withthe County Health Department whereby the -City of Palo Alto pays A proportionate amount to the County in comparison to the number"of hours actually worked by the visiting nurse. • The City Manager reported., that he had contacted Dr. Turner, the C.ounty'Health Officer, regarding the matter and that he has agreed to: include:;in the new contract:a provision that the City will reimburse the County at the rate of $2.00 per nursing hour for the time spent On_thePalo Alto visiting nurse program, with the understanding that 100 per cent of the nurse's time shall not. exceed $4,000.00. The City Manager pointed out that the con- tract must. be approved by the Board of Supervisors. 0n motion 01: Mitchell and Rodgers, and by unanimous vote on,,roll call, the recommendation of Committee No. 3 was adopted on the basis of the: City Manager's report. Airport A report was received from Committee No. 3 advising that,. after giving :!ull consideration to all the facts involved in connection with the lease:'of the Palo Alto Airport, Inc. covering 12.3,96: acres of land,;; the committee makes the following recommendations to the Council That Palo Alto; Airport, Inc, be advised to terminates within thirty (30). days,, all sub- rentals of the premises not approved by the City Council, or. ;otherwise, in violation of Paragraph.: 'of the lease. b. That, with the assurance that such violations mill - be: removed, arbitrators be appointed to fix the rental for the remainder of the term, as provided in Paragraph 1 (b) of .the. lease, and that the lease continue at the arbitrated rental: That1f,. a continuation of the lease at the arbitrated rental proves to be an economic ,burden to the Corporation, the' City will be receptive to an_ offer to terminate :the lease on the following basis: The City.to purchase the hangarsand administrative buildings.at their. fair :market value, less the rental due. on the balance of the lease, the fair 'market value -.to be determined by an appraiser ap proved by both parties and his fee. paid by the City. Golf Course' A report:was received from Committee No. 2 recommending approval of the construction':of the proposed golf course, au-' thorizing the City' -Manager to advertise: forbids, award contracts and sign the necessary; contracts for;..its construction.; and that the financing_ of_ thegolf course be-. approved as included: in the budget for 1954-55:- The proposed method of financing the golf course was e:cplained by the City Manager. On motion of Mitchel -and Wickett,, the recommendations the committee were adopted'on roll call by the following vote: Ayes: Bishop, Byxbee,Corcoran, Cummings, Drysdale, Marshall, , Porter, Rodgers, Ruppentha±, Wickett Noes Cashel_:, Hanley.
