The minutes o,, the meeting of March 8, 1954, were
approved.
Closing Portion of Seminole Way
This was -the time for a hearing on Resolution of In-
tention No. 251+ for: the closing of,portion of Seminole Way in the
City of Palo Alto, The hearing was declared open. There being_
no one present who wished to speak on the matter, the hearing was
closed .
Resolution No.2517 to abandon portion of Seminole clay
was introduced, and -on motion of Porter and Mitchell, was adopted
by unanimous vote'on roll call..
Cigarette Vending Machines
-A Iette.r. was received: from W. K. Wolfe, 2782 Waveriey
Street, requesting the repeal. of; Section 7.13 of Codified Ordi-
nanc.e;No. 5 which prohibits the use of cigarette vending machines
except"when placed:behind"a counter where they are not accessible
to the public.
On motion -of Mitchell and Porter, this was referred
to Committee

Letters from Oregon Avenue District Association
A letter was received -from Ernest Norback, President
of. the.. Oregon,; Avenue District Associatlon,,concerning the study,
being made- of the proposed South Palo Alto grade separation and the
desire of this group for a public ' discussion of the matter before
any. action is taken on the location fora grade separation. This
communication was referred to Committee No. 1, and the Chairman of
the Committee stated thatan opportunity would be given to the Ore-
gon AvenueAssociation and, other : interested groups for a full; dis-
dussion of the question: before any action is taken.
A letter was also, received from C. E. Hoppe, Secretary
of the Or"egonAvenue Association, requesting that the Council hold
:a meeting at an early date of representatives of, the City, Stanford.
University, the Oregon Avenue Association. and other interested
groups, for .dis.cu-ssion,of .trafficproblems: anticipated from the
developmernt of, Stanford_ lands;. On motion of Mitchell and Simpson,
it was directed that, , a reply" be sent advising; that such a *meeting
will beheld .when reports •and plans ,are ready for discussion.
San Antonio "Road Annexation No. "2:
A petition was received from Borden l.s Daisy Delivery
Company for the annexation of Lot 29, Tract 219, Peninsula Garden
Farms, to -the City:.of:Palo Alto. A report was received from Com-
mittee No.,;. 5 ,recommending., that . this property be annexed to the City.

It_ was explained that the Borden oroperty is partly
' inside. -'and 'Partly outside the city limits, and they wish to annex
the let in pins:tion 'so that .all of their holdings will be inside
the City. It was also reported that the County Boundary Commission
has: approved the boundaries of the proposed annexation.

Preport was received from the City Manager requesting

the purchase of two air raid warning devices for installation in
tote southern ;part ,of the. City, estimated to cost $2200.00'. It was
expla'ined< that the City would be reimbursed later by the -Federal
Government for approximately 40 per cent of the total cost.
A ,report was received from Committee No. 5 recommending
that these, transfers of tunds_be authorized.

Mrs. Corcoran expressed.ob'3ection as she felt that

Meao'ow Drive: The City'Manager'' advised that work is being started
on plans for the development or this park site.
On motion of, Mitchell and Simpson, the sum of $".200.00
was transferred from Account:123-98B to Account 127-99B for the
landscaping of the new: fire station, With 11 Ayes on the motion,

Transfer for Typewriter-for•Fire Dept.
The City Manager'requested a transfer of $42.50 from
Account 127-03 to Account 127 -99 -for purchase of a used typewriter
for the Fire Department.
On motion of Bishop-;and.Hanley, this transfer of funds
was authorized by -unanimous vote on roll call.
Extension Of: Contract for Refuse Dumo
A report was received -from Committee No. 1 recommending
that the contract with the San Jose Sanitation Service for, opera-
tion of the refuse dump', which expires on March 28, 1954, be ex-
tended untilthe end of the 1953-5k fiscal year. On motion of
Porter and Simpson, the recommendation was adopted.
Mrs. Corcoran- moved '.tha,t a. s Ludy be made of what is
being done in other communities on the Peninsula regarding refuse
burning dumps in.relati.on to..the'smog problem to see if there is
another solution. The motion to make a study was seconded by
Bishop,
The`CityManager reported. that Palo Alto is doing as
much.cr!nose than any other community in the area; that it has pro-

A report was received from Committee No. 1 recommending
adoption of•the ordinance previously recommended by the Planning
Commission providing for zone changes in the Sherman Avenue area,
with an.amendthent,to rezone portion of Lot 22, Paul Survey, lo-
cated on Birch Street adjacent to Alley S-2, to C--3:S.'instead'of
C-2 S so b at .the business conducted by Mr. George Baron on thisproperty.;wi1'1. .be a=;conforming use.
Ordinance No.. 1528 as amended, rezoning property in the
vic-in1ty o_f -Sherman, Avenue, was given second reading, and on motion
oi' Porter'and` Rodgers was adopted by unanimous vote on roll call.
Abandonment of Recreation Area in Lawrence Tract
A reportwas received from Committee No. '3, recommending
that proceedings bee commenced,to abandon the unimproved recreation
area in the Lawrence Tract. It was explained by the Chairman of
the Committee' that.th.S action -is being taken so that the property 1

extended outside the city, and pointed out that if fire equipment

Aapointment to Planning Commission.
The Mayo'^ nominated' Mr.' W: M.' Brophy for appointment to the
Planning -Commission; to fill the vacancy caused by the recent res g
tion of Mr. Morgan Stednan, for the term ending June 30, 1954. On

On motion of Porter and Bishop, the City Manager was
requested to make plans_ for a picnic for city employees and their
fami1iep, an expenditure of funds for the purpose to be given
consideration in next, year's budget. The date for the picnic was
tentativelyset for'. July 17, 1954, at Adobe Creek Lodge.
Junior Museum,
The Mayor presented a letter from Mrs. Paul H. Rein-
hardt, President of .the advisory board of the Palo Alto Junior
Museum, requesting that an addition be constructed to the museum
building for a •science : workroom, a science exhibit room and :out-
door workroom. ` Plans for the proposed additions were submitted
with the letter.
This matter was referred to Committee No. 2.
Master Plan of Los Altos
The, Mayor presented a letter from the Los Altos City
Planning Commission inviting members of the Council to attend- a
