There was. considerable discussion 1n which it was pointed out that the 'boundaries 0± the '3. strict have already been determined by previous Council aotlon; that any change at this time would delay the .pro.ject., neces„itating the passage of a resolution of intention and a public hearing._ It was explained by the City Attorney, that. minor changes in the district could be made after the bonds are issued, but any rna or change~ in the boundaries ie should be eterrr.;:ned before the issrwance ar..at sale of the bonds. The motion was declared lost. The ' amendment was seconded by Hanley and carried, with 11 Ayes, Wickett voting No. The motion as amended was then adopted bn roll with 11 Ayes, Cummings voting No. Resolution' No. 2494 providing for the issuance of bonds, Project 52-14,,was presented, and o:: notion of Simpson and Bishop, was adopted on roll call with 11 Ayes, Cummings voting No. Cn' motion cf Simpson and Bishop, Resolut'.on N.o. - 2k95 ca.11i, for bids for bonds, first sale, in the amount of $300,000.00, was adopted by unanimous vote on roll call. A report,. Sias received from Committee No. 2 recommending that the .City Manager be authorized to appraise and negotiate for properties Within both. districts, Projects 52-13 and 52-14. On motion of. Simpson` and Ivlitcheli, this recommendation was, adopted. Project 53-6, Street Lighting Reconstruction, District Two This; was the time for a hearing on Resolution No. 2487 of Preliminary' Determination and of Intention to modify prelimin- ary ,procedings to includeSouth Court between N. California Avenueand-.0regon Avenue in,the project. The hearing was declared open,. There ,being no one present who wished to speak on the matter, -the hearing was closed. Resolution No. 2 496 determining convenience • and necessity and ordering modification of preliminary proceedings, was --read, and on.:motion of:Mitchell and Porter, was adopted by unanimous vote on roll call.. This. was also the time set for a hearing or. Resolution No. 2489 of "intention to make improvements, Project 53-6. The' hearng' was declared open. There being no one present to speak on the matter; -the hearing was closed. Resolution. No.. 2497 ordering improvements and conf irriing Assessment was, presented, and on motion of Mitchell and"Wickett, Was adopted by' unanimous vote cn roll call. (Councilman'Huston left at this time, 8:55 P. I., and:Wa.41.abSent for the rest of the meeting.) ng 494 The City=Manager reported that the City Engineer's estimate for the.work involved.In Project 53-6 is $75,070.40 for Schedule "A'', and $1, 940-.00for. Schedule "B". He advised that no outside bids were received at the time of the bid opening on December 11, 1953• Resolution No. 24a$ providing for the work to be done by the City was read, -and on motion of Mitchell and Wic'cett, was adopted by unanimous vote on. roll call. Closing Portions_o1-Marshall Drive This was the time wet for a hearing on Resolution of intention No.`2493.for the closing of portions of Marshall Drive. The hearing was declared open. There being no one present who wished to speak onthe ratter., the hearing was closed. Resolution No -. 2499 ordering the closing of portions. of Marshall. Drive was read, and` on mot3an of Mitchel? and Byxbee, was adopted on roll call with 10 Ayes, Marshall not voting on the motion. (The Council took a recess at this time, 9:00 P.M., and reconvened at,9:10'P.M.) V„sit;ng Nurse Service A report was. r'eceiv'ed, from Committee No. 5 recommending that an agreement be entered into between the Board of Supervisors of . Santa Clara County :and the City Council of Palo Alto for visiting nurse: service to be provided in the City of Palo Alto by the County Health Officer;. that this service be self-supporting; that the initial rate be $4.50. for a regular visit and $2.50 for a minimum visit; and that the City Manager be authorized to negotiate the acministrative details of the program. Committee No. ,5 further recommended that a transfer o $1000.00 be authorized from Account 124-17 to 1?z._17A in order to provide funds to start the program. Councilman Mitchell explained that there have been requests to re-establish the visiting nurse service; that the proposed contract with the Countywouldcover the period from •Thnuary 1 to June 30, 1'95k, and the cost to the City would be :t: the rAte. of "$5000 'G0 `prer yea 'for each,nurse assigned full time to the service. He moved the adoption of the recommendations Jions of Committee No. 5 with the understandingthat a study be mad: and a report submitted to the, Council as of June 30, 1954, as to w'oether:. the program can be continued on a self-supporting basis. The motion was seconded by Mrs. Corcoran, who stated that :;he concurred with the committee in its final recommendations, however, :she pointr.d out "het her original suggestion was that the City subsidize the nursing service, as it had in the past, to the amount of half. the cost for at least the first six visits. She advised that a study of the hospitalization program for Palo Alto residents indicated: that the nursing service could .be financed by eliminating the first two days of the City's contribution of 2.50 per day toward the hospital bills of residents, If the City should decide to subsidize t'c nursing service program. Mrs,. Corcoran told the Council that sho felt the nursing sitrg service would relieve the load on the hospital as patients could be released earlier it home nursing service is availab1. , . Flood Control (Letter to Supervisors) A report,was received from Committee No. I recommending that the Board of Supervisors,o.f. Santa Clara County be requested to take the necessary steps -'to initiate a pro{ect to provide 4n outlet for Stevens and Permanente Creeks thro'. p:h their natural courses. It :was ' further recommended that the Mayor write to the Board of Supervisors informing them of the Council's request and .bringing; to their..attention the importance of diverting the flood waters of Stevens and Permanents Creeks from the Palo Alto . flood basin. - On Motion of Rodgers and .Mitchell, the recommendation was adopted and .the Mayor was recuested to set ' such a latter to the Board of Supervisors. <,o-.
