On Motion of Cummings and Simpson, a proposed ordinance approving'the annexation of "Stanford UniTensity Annex^tjon No. " was accepted for, first reading. The hearing on the annexation of the territory designated . e s "Stanford. A, report was read from the i lann_ng Commission recommending. the zoning of the areas in Stanford UniVersity Annex- ations No. 2 and No. 3, and transmitting a letter with suggestions regarding the zoning and development of these areas.' On motion of. Mitchell and Simpson, the proposed ordinanc,. roti idirafor the zoning of "Stanford. Annexation No. 3",., and . the ordinance providing for the zoning of"Stanford Annexation KO. 2" and adjacent areas were accented for first reading. 476 A report was received from the Planning Commission recommending amendments to. Article 9 and Article 15 of the Zoning Ordinance. The proposed amendments were explained by the Planning Officer. On motion of Huston and Porter, a proposed ordinance amending Article 9 of the Zoning Ordina:nc.e by adding Section 9.03 requiring a use permit for water wells and facilities in the :R-4 Zone was accepted for first reading and referred to Committee No. 1. On motion of ;Huston and Rupperthal, the proposed ordinance amending Article 15 of. the Zoning Ordinance regarding the L -M Zone regulations was accepted for first reading and referred to Committee No. . • A report was submitted by the Planning Commission recommending approval of the application of Stanford University ,for a .use permit to construct, reconstruct, operate and maintain water wells and appurtenant f acili.ti.es for the production, use, distribution ` and/or, sale of .. water to consumers without the boundaries, of the 'City of .Palo A?to,.; on that portion of Stanford University Annexation No. 3; to be zoned R-4. On motion of Huston and Mitchell,the recommendation of the Planning"Commission was adopted, the use permit to become .effective after the ordinance amending Article 9 -of -the Zoning Ordinance has become effective. Weed Abatement This was ` the . time for a hearing on the proposed removal of weeds in accordance with ;resolution No. 2484 c;ecia.r n' weeds be a nuisance. The nearing wasdeclared open. Final Report,' -Golf Course Committee l x', William J. Miller, Chairman of the. Yl yor'o Golf Course Co'r;ittee, preven ed the final report of this committee, reviewing the 'v.°on of the committee and advising that $76,000.00 000.00 has been contributed' through,Pu'lic subscriptions toward the financing of the project. Tee comrritteo recommended that the Council, immediately give its final approval to the project and authorize the City Manager to hire. 'the best, available professional, architect to prepare plans and estimates for the Course. On motion of Huston and Ruppenthal, the Council passed a resolution commending Mr. Miller and. the committee for the fine way they have carried, on the. work of the committee and for the raisin' of the funds through public subscription. At this time Mr. .Hans Stavn, Vice President of the PALO Club, presented a check on .behalf of the PALO Club in the amount of $3300.00 which was a part of the funds raised by the Golf Course Committee but is an outright gift to the City with no return cf playing privileges. Mr. Stavn stated that the City could use the money in any way it desires but that the club hoped it would be used. to employ a competent golf architect to make the preliminary study. Haas suggested that a program be devised whereby playin,,, privileges would oc; mile available to veterans, students and other worthy people. On motion of R'uppe::thal and Drysdale, the . Council accepted thegift from the Lucie Stern Estate and directed that a. letterbe sent to the Trustee of the Estate thanking them for their great interest in recreation in Palo Alto and other areas, and .authorized the City Manager to wort( out arrangements wf, th Mr. Haas whereby veterans and other worthy people may be allowed playing privileges under the grant. A:Letter was received from toys 7.. Dodge, Jr., a golf professional who operates the Peninsula. Golf F•11 r Lays on El Camino Real south of Palo alto, submitting a proposal for the leasing of approximately fifteen acres adJo.inin ; the site chosen for the proposed course, on which he would construct a driving range and a pitch--and-putt course; he offered. a five-year lease with option to renew for an ac it:tonal fivc-year period, at an annual rent,^1 of $3,000.00 with the first five years' rental payable in advance. Mr. Dodge submitted a cashier's chec'c for $3,000.00 as evidence of good faith. Mr. Dodge's: letter was referred. to Committee No. 3 for consideration. A suggestion of. Mrs. Corcoran that the area south of Matadero Creek be not considered as a site for the golf coarse was referred to Committees No. 3 and No. 5. W Fire House No. 4 Upon recommendation of the City Manager, and, on motion of Huston ,and Mitchell, the final completion cute for ^'rte, House No. 4 was extended to December 15, , 53 Bids on Copper Tubing A report was made by the City Manager on bids received on November 6, 1953, on copper tubing, with. the recommendation that the bid of Grinnell Company be accepted In the amount of $6,579.04. On motion of Porter and Simpson, the recommendation for acceptance of this bid was adopted. Lease with Stanford for Substation Site ance a on o ease or May e y Hall Site The City Manager called attention to the previous action of the Council approving the exchange of the lease with Stanford University for the old Mayfield City Hall site on California Avenue . for a substation site, and presented a lease which has been drawn. to complete this transaction and which has been approved .by,: the ,C I.ty- Attorney. The new lease provides for the cancellation of the lease of December I, 1S'18, and enters into a new, lease th Stanford University for 0.521 acres, portion of Lot 41, forµ s'u'bstation site. Chemical Spray Weed 'Abatement, Contract • A report was .rec-eived from Committee No. 1 recommending the approval and ;:executi;on•of a- five-year contract with John C. lhrockmorton, Jr;.:_ doing, business as Nu -Lawn Chemical Company, for chemical spray weed abaternent. The terms of the contract were explained by' the' 'CityEngineer. A resolution' approving the contract and authorizing its ,execution by :the-- Mu;7or ;and City Clerk was adopted by unanimous vo te on roll call. Ordinance re: -Throwing - of Rubbish A reo.ort was received from Committee_ No. 1 recommending for first reading a proposed ordinance adding Sections 20.09 and 20:10 to Codified •ordinance No. 5 prohibiting the throwing of rubbish on streets: and requiring the cleaning of sidewalks by owners or tenants. The proposed ordinance was accepted for first reading. Ordinance amending Building Code (Awnings) A report was submitted by Committee No. 1 recommending adoption of an ordinance amending, the Building Code b7 the addition of a new paragraph to Section 4506 (a) pertaining to fixed metal awnings.
