A RESOLUTION DETERMINING TO UNDERTAKE PROCEEDINGS
PURSUANT TO THE PALO ALTO MUNICIPAL CODE FOR THE
ACQUISITION AND CONSTRUCTION OF IMPROVEMENTS
WITHOUT PROCEEDINGS UNDER DIVISION 4 OF THE
STREETS AND HIGHWAYS CODE
STANFORD INDUSTRIAL PARK
UNDERGROUND UTILITIES CONVERSION
PROJECT NO. 68-83
RESOLVED, by the Council of the City of Palo Alto, California,
that
WHEREAS, all of the owners of more than 60$ in area of the
property subject to assessment therefor have signed and filed with
the City Clerk of this City a written petition for undertaking pro-
ceedings pursuant to the Palo Alto Municipal Code and to assess the
costs thereof upon the properties benefited by said improvements and
waiving proceedings under Division 4 of the Streets and Highways Code,
for the following acquisitions and improvements:
a) 60-KV Underground System
The conversion of the existing 60--KV overhead electric power
loop system of the City of Palo Alto along Page Mill Road from
El Camino Real to the northwesterly extension of Hillview
Avenue, thence southeasterly and northeasterly back to
El Camino Real, to underground locations along Lambert Avenue,
Hansen Way and Hanover Street from El Camino Real to Hillview
Avenue by the construction of a 60-KV loop at underground
locations along the last-mentioned route.
b)
Existing Transmission Facilities
The acquisition of the right of service and use in existing
e3ectrical distribution conduits and facilities along Page
Mill Road from :-.ear El Camino Real to the Foothill Expressway;
in the northwesterly extension of Hillview Avenue from Page
Mill Road to and along Hillview Avenue to the Foothill Express-
way, together with an extension northeasterly from the curve
in Hillview Avenue to approximately the southeasterly extension
of Peter Coutts Road; along the open ditch in the southeast-
erly extension of Dartmouth Street from a point northwesterly
of Page Mill Road to Hanover Street; in an existing easement
from Page Mill Road to near Fire Station No. 2; in Hansen Way
from Page Mill Road to the Southern Pacific Railroad; along
the Southern Pacific Railroad right-of-way from El Camino Real
to the substation near Hansen Way; and in easements to be
acquired near El Camino Real from Page Mill Road to the
Southern Pacific Railroad right-of-way; and the completion of
the conversion to underground service by installing all neces-
sary cables and wiring in said conduits.

c)
Proposed Distribution Facilities
The conversion of the overhead electric power facilities of
the City cf Palo Alto to underground locations by constructing
new underground duct systems and installing necessary cables
and wiring along Hansen Way from E1 Camino Real to the sub-
station and along the northerly line of the Foothill Expressway
from Page Mill Road to Hillview Avenue and from the northeast-
erly terminus of the existing facility extending northeasterly
from the Hillview Avenue curve further northeasterly to near an
angle corner of the City limits.
d) General
All primary and seconday facilities, splice boxes, transformer
vaults and street lighting facilities, and the performance of
all work necessary to change over all of the existing service
connections to the new underground systems, together with the
acquisition of all lands and easements and the construction of
all work auxiliary to any of the above and necessary to complete
the same, including the removal and disposal of all overhead
poles and facilities.
WHEREAS, the costs and expenses of said contemplated acquisitions
and improvements are to be chargeable upon an assessment district,
the exterior boundaries of which are the coterminous exterior bounda-
ries of the composite and consolidated a -'ea more particularly shown
on a map thereof on file in the office of the City Clerk, identified
as "Proposed Boundaries of Stanford Industrial Park Underground
Utilities Conversion Project No. 68-83 Assessment District, City of
Palo Alto, State of California", to which reference is hereby made
for further particulars;
WHEREAS, the public interest and convenience will be served by
the taking of salt', proceedings;
NOW, THEREFORE, IT IS HEREBY FOUND, DETERMINED and ORDERED,
that all of the owners of more than 60% in area of the property sub-
ject to assessment for said proposed acquisitions and improvements
have filed with the City Clerk of this City a written petition for
the construction of improvements pursuant to appropriate provisions
of the Palo Alto Municipal Code without further compliance with the
provisions of Division 4 of the Streets and Highways Code.

IT IS FURTHER FOUND, DETERMINED and ORDERED that said proceed-
ings for the construction of said improvements shall be had pursuant
to Section 13.12.040 of said Palo Alto Municipal Code, being analo-
gous to the Municipal Improvement Act of 1913, and the bonds upon the
unpaid assessments thereof shall be issued pursuant to Bond Plan B
of said Code, being analogous to the Improvement Bond Act of 1915.
IT IS FURTHER FOUND, DETERMINED and ORDERED that the provisions
of Division 4 of the Streets and Highways Code be, and they are
hereby, dispensed with.

I hereby certify thet the foregoing is a full, true and correct
copy of a resolution duly passed and adopted by the Council of the
City of Palo Alto, California, at a meeting thereof held on the
27th day of . January , 1968, by the following vote of the
members thereof:
